Transit officials in New York City voted today to approve a program aimed at curbing traffic and pollution by imposing hefty new fees on drivers entering Manhattan’s busiest areas. The tolling program, which still faces legal challenges, could begin as early as mid-June — making New York the first American city to adopt a comprehensive congestion pricing system. The city estimates that the tolls will raise $1 billion annually for public transportation improvements. But congestion pricing has been a hard sell in New York, where many people commute by car from the boroughs and the suburbs. The program could still be upended over the next few months by courts in New York and New Jersey, where several lawsuits have sought to block the new fees.

A bitter clash over space has emerged in recent weeks at a beloved New York City school building on Manhattan’s Upper West Side that two programs have shared for the past decade. One of the building’s occupants, Public School 145, has added more than 120 new students as a result of an influx of newcomers. The country’s public schools have lost more than 1.2 million students since the pandemic began and are facing major budget declines as a result. The expansion of government-subsidized housing loans meant that cheap space was also easy to come by, as New York had a then-ample stock of residential and industrial buildings. But the city has always romanticized artist-dominated buildings, the kinds of communal spaces in which every unit might be home to an artist’s studio (and sometimes, unofficially, their residences, too). In an almost unheard-of feat of perseverance, the same artist, Don Dudley, 93, has been working out of this loft since 1971. So artists have had to create a kind of whisper network to withstand New York’s unimpeachable forward march, which the art market has, ironically, enabled. Most of them are temporary fixes before an artist — who’s grown out, or been priced out, of their space — has to move on.

How Many Tribeca Pediatrics Does a City Need?

In 1994, Dr. Michel Cohen, a 35-year-old Moroccan-French émigré, opened Tribeca Pediatrics in a storefront on Harrison Street in Manhattan’s TriBeCa neighborhood. Dr. Cohen had tousled brown hair and wore thick-framed eyeglasses and clothes by brands such as Commes des Garcons, Paul Smith and A.P.C. He rode around the neighborhood on a bicycle and made house calls to newborns and their vulnerable parents, as if TriBeCa were a quaint village and he a country doctor. Rather than a sterile medical building, Tribeca Pediatrics’s street-level office was actually the front half of Dr. Cohen’s loft apartment, where he lived with his artist wife, Jeannie Weissglass, and three young daughters, who would run in and out while he saw patients. Cheery and bright, with vintage wallpaper from Secondhand Rose and toys in the waiting area, the practice was “low intervention,” the phrase Dr. Cohen used to describe his approach to medicine.

Veselka, the Ukrainian diner on Manhattan’s Lower East Side, is one of the few restaurants in the city that truly deserves to be called venerable, even iconic. Veselka has also become a center for New York’s support for embattled Ukrainians, as shown in Michael Fiore’s new documentary, “Veselka: The Rainbow on the Corner at the Center of the World.” (David Duchovny narrates.) Veselka’s third-generation proprietor, Jason Birchard, is of Ukrainian ancestry, and many of the staff are from the country as well. The film (in theaters now) starts as a fun story about a New York institution, and its tone is resolutely hopeful and convivial. I wrote about “Navalny,” Daniel Roher’s Oscar-winning documentary that covers his opposition to Russian President Vladimir V. Putin, and thought of other films that help illuminate the war in Ukraine years into the struggle.

It began Wednesday when Rachel Mitchell, the Republican county attorney for Maricopa County, Ariz., said at a news conference that she would not send the man, Raad Almansoori, back to New York to face murder charges. The reason, she said, was that Alvin L. Bragg, Manhattan’s Democratic district attorney, could not be trusted to keep Mr. Almansoori behind bars. Mr. Bragg, she said, is too lenient on “violent criminals.”The case was swiftly swept up into national politics, where both prosecutors have played major roles, prompting a volley of bitter cross-country exchanges. In a radio interview Thursday, Ms. Mitchell criticized Mr. Bragg’s handling of a case involving seven migrants arrested in New York City and charged with assaulting two police officers in Times Square last month. On Feb. 8, a woman was found dead in a Manhattan hotel room, bludgeoned to death with an iron. In the normal course of events, the suspect would be sent back to New York to face charges — a routine extradition. But on Wednesday, an Arizona prosecutor refused, saying she did not believe Alvin L. Biden said Trump “would rather weaponize the issue than actually solve it,” referring to the failed border compromise package. Even on a chilly Monday evening, the wait at Cho Dang Gol was more than an hour. Crowds of 20-somethings spilled out of the homey restaurant in Manhattan’s Koreatown, where steam billowed from stone bowls of soondubu jigae in a dining room ornamented with paper lanterns and musical instruments. Some hopeful customers peeked inside, anxious to see if a table had opened up. A few blocks away, diners at Hojokban — a sleeker, more modern restaurant that opened last fall — eagerly snapped photographs of a plate of fried-rice wearing an empty Shin Ramyun noodle cup like a hat. A little to the south, Atomix, a Korean fine-dining restaurant with two Michelin stars, was booked solid through the next month.

“Museums have lots and lots of stuff,” I usually answer, fighting the urge to roll my eyes. Now Manhattan’s Rubin Museum of Art, which features art from the Himalayas, has announced that it will close later this year. But looted artifacts alone — removed from their original context, quarantined in an antiseptic display case — cannot do this. Unlike, say, Impressionist paintings or Pop Art sculptures, ritual objects were not meant to be seen in a gallery at a time of the viewer’s choosing. Used alongside music, scents and tastes, these holy relics are tools to help participants in rituals achieve a transcendent experience.

Under cover of darkness a year ago Friday, someone breached a waist-high fence and slipped into the Central Park Zoo. The break-in happened steps from the shared headquarters of the New York City Parks Department and the Central Park Zoo, in the vicinity of at least one surveillance camera. Since the zoo suspended efforts to re-capture Flaco in February 2023, there has been no public information about the crime. In 2021, another beloved Central Park owl, Barry, was fatally struck by a truck after ingesting a lethal dose of rat poison that may have impaired her flying. He’s also lucky.”Flaco spent his initial months of freedom mostly in Central Park, which is loaded with wildlife, but has lately preferred more urban sections of Manhattan.

Ryan Murphy’s new limited series, “Feud: Capote vs. the Swans,” takes viewers into a defunct world, set in the rooms once inhabited by the carefully coifed fixtures of Manhattan’s high society. The show examines the rift between the writer Truman Capote and his friends — a pack of socialites whom he called his “Swans” — after a fictionalized excerpt from his unfinished novel spilling their secrets was published in Esquire magazine in 1975.
