Israeli Prime Minister Benjamin Netanyahu would effectively become a pariah who wouldn't be able to travel to most countries if the International Criminal Court were to approve the arrest warrant. Those 124 countries would be duty-bound to arrest Netanyahu were the court to issue an arrest warrant for him. Already France and Belgium have issued statements in support of the ICC‘s requests for Netanyahu’s arrest warrant. In the United States, there has been predictable pushback against the ICC move to try to issue an arrest warrant against Netanyahu. CNN —The US embassy in London is refusing to pay more than $18.6 million in charges from unpaid congestion fees, according to Transport for London (TfL), which oversees the city’s vast transport network. The congestion charge was introduced in 2003 in order to stem traffic and pollution in central London. However, TfL is insisting that in agreement with the UK government, London’s congestion charge constitutes a service and not tax. As of December 31, 2023, a total of 161 embassies, high commissions and consulates owed more than $182 million combined in unpaid congestion charge fees, according to TfL data. According to TfL’s figures, the Japanese embassy owes the second highest amount from unpaid congestion charge fees, at around $12.8 million.

Turkey said late Thursday that it had halted all trade with Israel until “uninterrupted and adequate humanitarian aid is allowed into Gaza,” signaling further deterioration in relations between the two countries. Turkey’s Trade Ministry said in a statement that exports and imports “for all products” would pause. Mr. Katz also said he had instructed the Foreign Ministry to create alternatives for trade with Turkey, focusing on local production and imports from other countries. Turkey reported $5.4 billion in exports to Israel in 2023 and $1.64 billion in imports, according to United Nations figures. The Turkish leader has also forcefully defended Hamas and recently met with Ismail Haniyeh, the group’s political leader, and other Hamas officials in Istanbul on April 20.

CNN —The United Nations’ top court struck down a demand by Nicaragua that Germany immediately halt its arms exports to Israel on Tuesday, saying it cannot issue emergency measures against Berlin under the current circumstances. However, the court also rejected Germany’s demand to strike the lawsuit from its list, meaning the case will now move on. The ruling on Tuesday only concerned whether or not Berlin should be ordered to immediately stop selling arms to Israel. Germany “welcomed the ICJ ruling” according to a statement posted by the German Foreign Ministry on X shortly after the announcement. The ICJ is still considering whether Israel is guilty of violating the Genocide Convention, a legal process that could take years.

CNN —A showdown between Mexico and Ecuador begins on Tuesday at the International Court of Justice (ICJ), the culmination of weeks of recrimination over an incident that saw Ecuadorian forces raid Mexico’s embassy in Quito in April, to arrest a former vice president who had been seeking asylum. Mexico is suing Ecuador at the world court over the armed raid, saying it violated the Vienna Convention, a United Nations treaty on diplomatic relations. The incident drew widespread international condemnation, but Ecuador’s President Daniel Noboa remains unrepentant, telling CNN affiliate SBS news that he does not regret how Glas was arrested. Meanwhile, Ecuador filed a lawsuit of its own at the ICJ against Mexico over its decision to grant asylum to Glas. The diplomatic spat has seen a host of Latin American leaders across the political spectrum rally around Mexico, and several nations sever ties with Ecuador.

CNN —A rabbi associated with Columbia University’s Orthodox Union Jewish Learning Initiative on Campus recommended that Jewish students “return home as soon as possible and remain home” amid ongoing protests denouncing the war in Gaza and demanding the university divest from Israel. Recent events at the university “have made it clear that Columbia University’s Public Safety and the NYPD cannot guarantee Jewish students’ safety,” Buechler wrote in the message. By contrast, the campus Hillel said in a Sunday post on X that they “do not believe that Jewish students should leave” the campus. “Columbia students organizing in solidarity with Palestine – including Jewish students – have faced harassment, doxxing, and now arrest by the NYPD. These are the main threats to the safety of Jewish Columbia students,” Jonathan Ben-Menachem, a PhD student, told CNN.

Germany on Tuesday defended itself against accusations that its arms sales to Israel were abetting genocide in Gaza, arguing at the International Court of Justice that most of the equipment it has supplied since Oct. 7 was nonlethal and that it has also been one of the largest donors of humanitarian aid to the Palestinians. Debate over Israel’s war with Hamas in the Gaza Strip has been muted in Germany, whose leadership calls support for Israel a “Staatsräson,” a national reason for existence, and where people have historically been reluctant to question that support publicly. But the mounting death toll and humanitarian crisis in Gaza have led some German officials to ask whether that unwavering backing has gone too far. Lawyers for Germany said Tuesday that the allegations brought by Nicaragua had “no basis in fact or law” and rested on an assessment of military conduct by Israel, which is not a party to the case. Tania von Uslar-Gleichen, an official at Germany’s Foreign Ministry and lead counsel in the case, told the 15-judge bench that Nicaragua had “rushed this case to court on the basis of the flimsiest evidence.”

Berlin CNN —Germany has hit back at allegations by Nicaragua that it has been “facilitating genocide” in Gaza, telling an international court on Tuesday that history undergirds German support for Israel. But Germany argued Tuesday that because the “bedrock” of Nicaragua’s case was aimed at Israel and its “alleged violations of international law by Israel,” the ICJ did not have jurisdiction. British lawyer Samuel Wordsworth, who advocated on behalf of Berlin, said the case against Germany is “entirely dependent” upon a “prior finding of breach” of international law by Israel in Gaza. The ICJ is hearing a separate case brought against Israel by South Africa, but has not ruled on whether Israel has breached international law in Gaza. The international court will now consider whether to order the emergency measures requested by Nicaragua.

CNN —An international court in France on Tuesday ruled Switzerland’s failure to adequately tackle the climate crisis was in violation of human rights, in a landmark climate judgment that could have a ripple effect across the globe. The European Court of Human Rights (ECHR) in Strasbourg, France delivered its ruling in a case brought by more than 2,000 Swiss women, the majority of whom are in their 70s, against Switzerland’s government. “It means that all European countries must urgently revise their targets so that they are science-based and aligned to 1.5 degrees.
