NEW DELHI/BERLIN, Feb 24 (Reuters) - Germany will pursue a $5.2 billion deal with India to jointly build six conventional submarines in the country during Chancellor Olaf Scholz’s Feb. 25-26 visit, two Indian and two German sources said. Under the deal, a foreign submarine manufacturer will have to partner with an Indian company to build the submarines in India. The Indian foreign and defence ministries did not respond to requests for comment. An Indian diplomatic source told Reuters that India has asked Germany for an assurance for joint manufacturing for the submarines, not just supply-side support. Another official from the Indian foreign ministry said that “Scholz was determined to reinvigorate trade and defence ties with India”.

"India is not keen to discuss or back any additional sanctions on Russia during the G20," said one of the officials. "The existing sanctions on Russia have had a negative impact on the world." India has also sharply raised purchases of oil from Russia, its biggest supplier of defence hardware.

DUBAI, Feb 20 (Reuters) - Iranian Foreign Minister Hossein Amirabdollahian will not attend the Raisina Dialogue in India, Iran's foreign ministry spokesperson said on Monday, criticising a video posted by the conference organisers showing protests in the Islamic Republic. "The foreign minister's attendance was on the agenda ... but we witnessed an unprofessional action by the organisers in the form of a clip," Nasser Kanaani said in a televised news conference. "Iran and India are committed to non-interference in each other's internal affairs," Kanaani said. Anti-government protests over the death of Mahsa Amini, who had been detained for flouting the hijab rules, have damaged the clerical establishment's legitimacy at home and abroad. Many Western states have imposed sanctions following a harsh state crackdown on protests.

An Indian foreign ministry spokesperson did not respond to a request for comment, while a defence spokesperson declined to comment on injuries sustained by Indian or Chinese soldiers during the skirmish. Neither the Chinese foreign ministry nor its embassy in New Delhi responded to a request seeking comment. In June 2020, Indian and Chinese troops were involved in a hand-to-hand combat in the Galwan Valley of Ladakh, abutting the Chinese-held Tibetan plateau. The incident led to the death of 20 Indian soldiers, while China suffered an undisclosed number of casualties.

Indian oil companies can purchase oil at any price they want, as long as they don't use Western services like insurance, finance, and maritime services which are bound by the price cap, Yellen said, per Reuters. Indian foreign minister Subrahmanyam Jaishankar said last week his country will continue buying discounted Russian oil as the relationship has worked to India's benefit. Despite India's proclivities towards Russian oil, Yellen appeared to be confident that Indian wouldn't find many substitutes for Western insurance, finance and maritime services. Russian oil "is going to be selling at bargain prices and we're happy to have India get that bargain or Africa or China.

Russian Foreign Minister Sergey Lavrov, for his part, claimed that Russia and India were "friends," a month after Ukraine was invaded. But despite India's apparent change in stance over the war, India still needs Russia, analysts told CNBC. "Russia remains India's most important [military] partner," he added.

India's foreign minister followed up last week at the U.N. Security Council, describing the trajectory of the Ukraine war as "very concerning" and the risk of a nuclear escalation as of "particular anxiety". Moreover, India is worried the war is pushing Russia closer to China, which has fraught relations with New Delhi, the analysts said. "This is countering a narrative that India and China are both doing the same thing – that China is supporting Russia and India, by sitting on the fence, is also supporting Russia," Raghavan told Reuters. India and Russia have had deep relations for decades: Russia accounted for $5.51 billion of the $12.4 billion that India spent between 2018 and 2021 on arms imports. "As the Ukraine conflict continues to rage, we are often asked whose side are we on," he said, again without mentioning Russia.
