United Nations leaders accused Israel of violating international humanitarian law on Thursday, saying that six of its workers were among 18 people reported killed by an airstrike on a school in central Gaza sheltering displaced Palestinians. “What’s happening in Gaza is totally unacceptable,” United Nations Secretary-General António Guterres said in a post on X hours after Wednesday's attack on Al-Jaouni school in the Nuseirat refugee camp. “These dramatic violations of international humanitarian law need to stop now,” he added. Relief and Works Agency, known as UNRWA, which has been operating the school as shelter for displaced Palestinians, said it had been sheltering more than 12,000 people. The manager of the shelter was among the six workers killed, it said, adding that it was the “highest death toll among our staff in a single incident.”

CNN —At least 18 people, including United Nations staff, were killed in an Israeli airstrike on a UN school-turned-shelter in the Nuseirat camp in central Gaza on Wednesday, according to the Gaza Civil Defense and hospital officials. This is the fifth time that the school compound has been targeted since October 7, according to the UN agency and a Gaza Civil Defense spokesperson. Mahmoud Basal, a Gaza Civil Defense spokesman, said search operations were ongoing amid the rubble, with children and women among the injured. In a separate attack, at least nine members of the same family were killed in an Israeli strike in Jabalya, northern Gaza, it said. Footage of the aftermath, published by Gaza’s Civil Defense, showed the dismembered limbs of children.

TEL AVIV — The six hostages recently found dead in Gaza were executed by Hamas the night before Israeli forces reached the tunnel where they were being held, government officials said Tuesday night. The IDF said it reached that tunnel and made the gruesome discovery on Aug. 30. AK-47 magazines and shell casings were found nearby, Israeli officials said. "It was a hard moment to see the bloodstains on the floor," said Rear Admiral Daniel Hagari, an IDF spokesperson. That's when about 1,200 people were killed in Israel and 250 people taken hostage.

It is not yet clear how many of those killed in the strike are children, but “entire families have disappeared in the sand,” Gaza’s Civil Defense spokesperson, Mahmoud Bassal said. The Israel Defense Forces (IDF) said it struck the facility to eliminate Hamas terrorists who were operating from within the humanitarian zone. DEIR AL-BALAH, Gaza Strip — An Israeli strike on a crowded tent camp housing Palestinians displaced by the war in Gaza killed at least 40 people and wounded 60 others early Tuesday, Palestinian officials said. The Israeli military said it had struck Hamas militants who were operating in a command-and-control center. Gaza’s Health Ministry says over 40,000 Palestinians have been killed in Gaza since the war began. Hamas-led militants killed some 1,200 people, mostly civilians, in their Oct. 7 attack. UNRWA head Philippe Lazzarini said the staffers who were held had been taking part in the campaign in northern Gaza and Gaza City.

At least three dozen Palestinians were killed in multiple Israeli strikes in the southern Gaza Strip, officials said Saturday, even as preparations moved ahead for high-level cease-fire talks in the Egyptian capital. The hospital received a total of 33 dead who were killed in three separate strikes in and around Khan Younis. Seventeen others were killed when a strike hit a road south of Khan Younis, including the passengers on a tuk-tuk and passers-by, Nasser Hospital said. Another strike hit a tuk-tuk east of Khan Younis, killing at least five people. First responders also recovered the bodies of 10 people from a residential block west of Khan Younis.

Hamas said it would head to Cairo on Saturday to meet with mediators ahead of a new round of Gaza cease-fire talks, as the United States, Qatar and Egypt push to reach an agreement they hope can stave off the growing threat of regional war. On Friday, the Israeli military announced that at least one soldier had been killed and several others were wounded in fighting in central Gaza. While U.S. officials have insisted there is progress in negotiations, the main warring parties, Israel and Hamas, have been far more pessimistic in their assessment. Negotiators have been pushing for a major summit as early as Sunday to move ahead with the talks. But the visit to Cairo leaves the door open for further talks.

Mediators plan to move ahead with a summit next week pursuing a cease-fire agreement in Gaza, Israeli officials said on Friday, after Israeli security chiefs sought to obtain Egyptian consent for a postwar Israeli presence along Gaza’s border with Egypt. Hamas has repeatedly rejected the idea of an Israeli presence in the border area, saying that any deal to stop the war must involve Israel’s complete withdrawal from Gaza. Egypt, as a neighboring country and a mediator in the truce talks with a significant stake in the war’s outcome, is also key to reaching a truce agreement. The government has said that keeping Israeli troops at its Gaza border could raise national security concerns and potentially threaten Egyptian-Israeli relations. Egypt also says it has already taken aggressive action to destroy tunnels and stop smuggling.

Israeli Prime Minister Benjamin Netanyahu introduced new conditions that complicated negotiations aimed at freeing hostages and suspending fighting in the Gaza Strip in May, according to U.S. and foreign officials. The cease-fire talks, with Israel represented by the head of its intelligence service and other officials, had advanced close to an agreement. The war in Gaza between Israel and Hamas was sparked by Hamas’ terrorist attack in Israel on Oct. 7, which killed 1,200 people, most of them civilians. About 40,000 Palestinians have died in Gaza since Israel launched its retaliatory military operation in the enclave, according to local health officials. In a statement Sunday, Hamas said Israel had added new conditions to an earlier proposal that revealed its intention to continue its “aggression” in Gaza and sabotage a possible cease-fire agreement.

The former Israeli prime minister was worried about a blood bath. Provide Gazans with food, water, medicine and safe havens but not the fuel that Hamas needs to operate its tunnels. Offer safe passage out of Gaza for Hamas fighters willing to surrender, probably in exchange for the release of Israel’s hostages. And Israelis are girding for a major, multifront war against Iran and its proxies. With polls showing him drawing even with or beating Netanyahu as the person Israelis want as their prime minister, his views matter.

For weeks, Prime Minister Benjamin Netanyahu of Israel has denied that he is trying to block a cease-fire deal in Gaza by hardening Israel’s negotiating position. Mr. Netanyahu has consistently placed all blame for the deadlocked negotiations on Hamas, even as senior members of the Israeli security establishment accused him of slowing the process himself. But in private, Mr. Netanyahu has, in fact, added new conditions to Israel’s demands, additions that his own negotiators fear have created extra obstacles to a deal. But the documents reviewed by The Times make clear that the behind-the-scenes maneuvering by the Netanyahu government has been extensive — and suggest that agreement may be elusive at a new round of negotiations set to begin on Thursday. It also showed less flexibility about allowing displaced Palestinians to return to their homes in northern Gaza once fighting is halted.

Nearly two weeks have passed and no large-scale response has materialized, leaving Israel and the wider Middle East on edge. But Mr. Haniyeh’s killing was seen as the greater blow to Tehran because it took place on Iranian soil. “Israel has checkmated Iran in this situation because Iran is left with no good options,” said Mr. Vaez. What could an Iranian response look like? U.S. and Israeli diplomats and security officials had some advanced knowledge of its scope and intensity of Iran’s attack in April, which facilitated defensive preparations.

A deadly Israeli strike on a school turned shelter in northern Gaza on Saturday exposed an agonizing dilemma for civilians in Gaza seeking safety after 10 months of war. They could stay at the schools turned shelters, hoping for a modicum of security in the desperate conditions of Gaza. Or they can flee, knowing that the shelters themselves can become targets. Conditions are atrocious, residents have said, but the schools, which offer walls and access to limited plumbing, are attractive for the simple reason that the alternatives are worse. And diseases are spreading fast in squalid, crowded camps and the ruins of former homes.

TEL AVIV — Yahya Sinwar, the alleged mastermind of the Oct. 7 terror attack on Israel, is the undisputed leader of Hamas after the militant group’s political leader Ismail Haniyeh was assassinated and Israel confirmed it had killed Mohammed Deif, the military chief. Until now, Sinwar has remained largely out of the spotlight, a shadowy figure believed to be hiding in Hamas’ labyrinth of tunnels underneath the Gaza Strip. But his appointment as the group’s political leader has left many wondering what it could mean for the ongoing cease-fire and hostage release talks. For Basem Naim, a senior Hamas official, Sinwar’s promotion suggests it’s business as usual for the group. “Whoever decided to assassinate Ismail Haniyeh does not care about the hostages,” said Thabeet Elhmour, a Palestinian political analyst and writer based in Gaza’s southern city of Khan Younis.

An Israeli ground assault in the southern Gaza Strip on Friday forced tens of thousands of Palestinians to flee their homes and shelters, many for a third time or more, even as the United States and some Arab allies pressed both Israel and Hamas to restart peace talks. Between 60,000 and 70,000 people had fled by Thursday evening after the Israeli military ordered people in the city of Khan Younis to leave, according to UNRWA, the United Nations agency for Palestinian refugees. More continued to flee into the night and into Friday. The Israeli military said its troops were “engaged in combat both above and below-ground” in the Khan Younis area, in an attack involving ground troops, fighter jets, helicopter gunships and paratroopers, and that the air force had struck more than 30 targets. Some were in tears.

U.N. investigators cleared 10 employees of a Palestinian refugee agency in Gaza accused of taking part in the Oct. 7 Hamas attack on Israel, but nine others were fired because of possible involvement, the United Nations said. The investigators found evidence that the employees “may have been involved” in the attack, which set off the war in the Gaza Strip, the U.N. said. The allegations led dozens of donor nations to suspend hundreds of millions of dollars in funding for the agency, threatening to hobble its aid operations in Gaza. With 13,000 staff members in the embattled territory, UNRWA has been key to efforts to provide shelter, food and other basic services to Gazans during nine months of war that has displaced most of the territory’s 2.2 million people. Tens of thousands have been killed, according to Gaza’s health authorities.

The demonstrations – a regular occurrence – were notable for taking place despite urgent security warnings as Israel braces for a possible strike from Iran.
