Spain said it could give residency and work permits to about 900,000 undocumented migrants in the country over the next three years to help address a growing need for workers, even as other European countries embrace tougher stances on immigration. The new rules will start in May, with government officials expecting that about 300,000 migrants will be given legal status per year until 2027. Only people who have been living in Spain for at least two years will be eligible, the government said. Legalizing undocumented migrants is not just about “respect for human rights,” said Elma Saiz, Spain’s migration minister, in an interview with national broadcaster Radio Nacional de España. “It’s also about prosperity.”She said Spain needs about 250,000 foreign workers a year to maintain its welfare state, given its “demographic challenges,” including one of the lowest birthrates in Europe.

AdvertisementTrump wants the power to refuse to spend federal dollars that Congress has already approved. Impoundment has been floated as one way that Trump could singlehandedly enact DOGE's recommended cuts to the federal budget. President-elect Donald Trump Wednesday named former Acting Attorney General Matt Whitaker as his pick for the next ambassador to the North Atlantic Treaty Organization (NATO), a key alliance that Trump derided for years. He served just three months in the position until Bill Barr was confirmed as attorney general. Before becoming acting attorney general, Whitaker served as chief of staff to Sessions when he was attorney general. Trump has long criticized NATO, accusing European allies of not contributing enough toward defense spending. In February, Hillary Clinton warned that Trump would seek to withdraw the U.S. from NATO if he were to be re-elected.

Russian President Vladimir Putin's broadened nuclear doctrine appeared to be a thinly veiled threat to the United States and its allies over their ramped-up support for Ukraine. The updated document includes a change that allows for Moscow to launch a nuclear strike if attacked by a nonnuclear country, such as Ukraine, that is supported by a nuclear state, such as the U.S. It was formally approved the same day that Kyiv used its first U.S.-supplied long-range ATACMS missiles against Russia. Defense Secretary Lloyd Austin told NBC News that he saw no indication that Moscow is imminently intent on using nuclear weapons. “He has rattled his nuclear saber quite a bit and this is dangerous behavior,” Austin said of Putin.

HONG KONG — Former Hong Kong publisher Jimmy Lai began testifying Wednesday in his landmark national security trial that is widely seen as a measure of press freedom and judicial independence in the Chinese territory. He is fighting charges of colluding with foreign forces to endanger national security and conspiring with others to issue seditious publications. Lai, 76, faces up to life in prison if convicted under a national security law imposed by Beijing. CNN —Investigators are trying to crack the mystery of how two undersea internet cables in the Baltic Sea were cut within hours of each other, with European officials saying they believe the disruption was an act of sabotage and US officials suggesting it was likely an accident. The two cables – the BCS East-West connecting Lithuanian and Sweden and the C-Lion1 linking Finland with Germany – were suddenly disrupted on Sunday and Monday. And the disruption to the cables came just weeks after the US warned that Moscow was likely to target critical undersea infrastructure. Instead, the two officials told CNN they believed it likely caused by an anchor drag from a passing vessel. The Chinese-flagged ship Yi Peng 3 was spotted in the area around the times the two cables were cut.

Interest in so-called “golden visas” has skyrocketed among US citizens since the election, according to consultants that help the wealthy migrate. Kyiv, Ukraine CNN —It is a very specific and high-profile warning, so you would expect the information behind it to have been quite precise. The US Embassy in Kyiv has not closed since it relocated during the opening months of Russia’s invasion of Ukraine in 2022. But on Wednesday, it announced a one-day closure, citing “specific information of a potential significant air attack.” Kyiv endures air attacks on an almost nightly basis – but the US step suggested a fear of being potentially targeted. Ukrainian defense officials even derided a fake warning circulated widely on Telegram claiming a massive Russian air attack, as being crude Russian-produced misinformation. Residents in Kyiv struggled to reconcile the specific nature of the US warnings, with the quotidian daily threat they face.
