Want a low mortgage rate? Take someone else’s

This means that a buyer keeps the seller’s repayment period, mortgage balance and, notably, the seller’s lower mortgage rate. Securing that ultra-low mortgage rate means that Harper will save thousands of dollars in monthly payments. “I just decided I wanted to see how low I could pay on the interest rate,” Harper said. And while the mortgage rate on the second loan may be high, the total monthly payment could still be lower — if the assumed mortgage rate is low enough. Snagging a low mortgage rate like Harper’s in today’s high interest rate environment may seem like a dream come true to some prospective homebuyers, but the process is not always smooth sailing.

Zero-down mortgages are making a comeback
  + stars: | 2024-05-30 | by ( Matt Egan | ) edition.cnn.com   time to read: +8 min
That massive roadblock is being removed by a new zero-percent down mortgage program launched two weeks ago by one of the nation’s largest mortgage lenders. ‘Demand has been huge’These mortgages are only open to first-time homebuyers and those making no more than 80% of the area’s median income. That’s because in order to refinance at a lower rate, the homeowner would need to fully pay off that second mortgage. For instance, Bank of America launched a zero-down payment mortgage program in 2022 for first-time homebuyers in certain Black and Hispanic neighborhoods. “These mortgages are going to be ticking time bombs – just like subprime mortgages –unless home prices continue to increase very substantially,” Kelleher said.

Phynart Studio | E+ | Getty Images'The conundrum of the housing market'One way to reduce your monthly mortgage payment is to put down more money and borrow less. Nationally, the average down payment on a house is closer to 10% or 15%, Hale said. Even with a conventional loan, buyers' required down payment could be between 3% and 5%, depending on their credit score and other factors. While a lower down payment is one way to "attack affordability challenges," it can be a "mixed bag," Hamrick said. With a lower down payment, you will need to borrow more from your lender, which raises the monthly cost of your mortgage, Hale said.

That was the promise of Cerner, the medical-records company Oracle bought in 2021 for $28.3 billion — Oracle's biggest acquisition. At the time, Cerner managed the electronic health records for a quarter of all American hospitals, including those run by the Pentagon and the Department of Veterans Affairs. Larry EllisonCerner's electronic records, in short, were a deadly disaster for the VA. Never mind the futuristic, AI-driven healthcare system Ellison envisioned. In 2015, it beat out Epic, its main competitor, for a $4.3 billion contract to handle electronic health records for the Defense Department. It had agreed to process tens of millions of crucial medical records, but it couldn't handle the subsequent deluge of data.

Last summer, thousands of tie-dyed Burners and Patagonia-clad tech founders converged on the MAPS Psychedelic Science conference in Denver. The experience "broke the spell of this trauma, and she was able to rebuild her life," Doblin told The Guardian . The video team's job was to store recordings of every MDMA therapy session performed in the clinical trials. Grof believes in something called an "inner healing intelligence," an innate capacity for self-healing that psychedelic therapy helps unleash. Another time, a patient who had come to an MDMA therapy session later acknowledged they had been under the influence of LSD during treatment.

CNN —A US military veteran who admitted he faked being unable to walk for more than 20 years while claiming several hundred thousand dollars in disability benefits has been sentenced to prison time. Stultz had pleaded guilty to making false statements by faking the impairment that prevented him from walking to obtain veteran’s disability benefits, according to the US attorney’s office. In addition to his prison sentence, Stultz was ordered to pay $662,871.77 in restitution, which is the total amount he is said to have gained from veteran’s disability benefits. “The defendant lied to the VA for 20 years to obtain disability benefits he was not entitled to. A woman in upstate New York was arrested on Wednesday and charged with fraudulently claiming to be a Purple Heart recipient, federal prosecutors said. The woman, Sharon Toney-Finch, 43, of Newburgh, N.Y., defrauded military charities and the Department of Veterans Affairs by lying about having received the Purple Heart, a military award given to those wounded or killed in action, Damian Williams, the U.S. attorney for the Southern District of New York, said in a statement. Ms. Toney-Finch claimed that she had survived a terrorist attack on her convoy in Iraq while serving a tour in March 2010, the statement said. She also claimed to have been wounded in a mortar attack the preceding February. In March 2016, Ms. Toney-Finch began collecting disability benefits from the department after lying about getting injured during her military service, federal prosecutors said.

CNN —The top two senators on the Senate Committee on Veterans’ Affairs called the Biden administration’s plan to reduce veterans’ health care staffing a “mess” that could undercut the timing and quality of care. Their letter, obtained by CNN, called VA’s apparent “zero growth” policy a “drastic” and “shortsighted” decision. Though the VA told the committee that critical staff and some others would be exempt, Tester and Moran wrote that has not been the case. The VA has long been plagued by delays in health care. A decade ago, the Obama administration’s then-VA secretary, Eric Shinseki, resigned following revelations of sometimes deadly delays for veterans waiting for care at VA facilities.

Why It MattersThe Department of Veterans Affairs offers the majority of medical procedures known as gender-affirming care, including hormone therapy, prosthetics and hair removal. But veterans must seek surgeries outside of V.A. The National Center for Transgender Equality estimates there are more than 134,000 transgender veterans. survey of transgender and gender-nonconforming veterans conducted in 2022 and 2023, 78 percent of 6,600 respondents said they wanted gender-affirming surgeries. An exception is made when revising or treating complications from surgeries that were done outside the V.A.

Emergency workers and researchers use the term “critical incident” to describe a traumatic event. I’ve been compelled to explore mental health issues — and their potential solutions — ever since. Research has found that throughout a career, an emergency worker may experience over 180 critical incidents. While observing emergency workers in this documentary, I was amazed by their ability to work so calmly through crises and transition quickly in and out of their home lives. I wrote previously that the American West has some of the nation’s worst outcomes for behavioral health issues such as substance abuse and suicide.

The spending showdown that has brought the government to the brink of a partial shutdown this week is being fueled by Republicans in Congress, who, after failing in their efforts to slash federal funding, are still insisting on right-wing policy dictates. House Republicans loaded up their spending bills with hundreds of partisan policy mandates, a vast majority of which had no chance of passing the Democratic-controlled Senate or being signed by President Biden. Republicans also are still seeking to cut federal programs aimed at providing nutrition assistance for low-income families as well as for women and infants. Complicating the picture for Speaker Mike Johnson, who met at the White House on Tuesday with President Biden and the other top congressional leaders, Republicans themselves have been divided over what to push for in spending talks. Ultraconservative lawmakers who rarely support spending legislation have been the loudest voices in favor of cuts and hard-line policy provisions, but more mainstream and politically endangered Republicans have refused to back them.

More than a century ago, 110 Black soldiers were convicted of murder, mutiny and other crimes at three military trials held at Fort Sam Houston in San Antonio. Nineteen were hanged, including 13 on a single day, Dec. 11, 1917, in the largest mass execution of American soldiers by the Army. The soldiers’ families spent decades fighting to show that the men had been betrayed by the military. In November, they won a measure of justice when the Army secretary, Christine E. Wormuth, overturned the convictions and acknowledged that the soldiers “were wrongly treated because of their race and were not given fair trials.”On Thursday, several descendants of the soldiers gathered at Fort Sam Houston National Cemetery as the Department of Veterans Affairs dedicated new headstones for 17 of the executed servicemen.

Washington CNN —Nearly 153,000 student loan borrowers currently enrolled in a new repayment plan launched by the Biden administration are expected to get an email Wednesday notifying them that their remaining federal student loan debt will be canceled, totaling about $1.2 billion. Biden’s plans to provide student debt relief were dealt a significant blow when the Supreme Court rejected his signature student loan forgiveness program last year. Nearly $138 billion of federal student loan debt has been canceled for almost 3.9 million borrowers since Biden took office. Most of the federal student loan debt cancellations that have taken place under Biden have come through programs that existed before he took office. The PSLF program cancels outstanding federal student loan debt for public-sector workers who have made 120 qualifying monthly student loan payments, or about 10 years’ worth of payments.

A group of transgender veterans filed a lawsuit Thursday seeking to force the Department of Veteran Affairs to begin providing and paying for gender-affirming surgeries. A spokesperson for the Department of Veterans Affairs said it does not comment on ongoing litigation. But he pointed to 2021 statements from Veteran Affairs Secretary Denis McDonough, who said the VA was beginning a years long rulemaking process that would result in providing gender-affirming surgeries. McDonough said the VA would use the time to “develop capacity to meet the surgical needs” of transgender veterans. Despite decades of research into suicide prevention, suicide rates among Indigenous people have remained stubbornly high, especially among Indigenous people ages 10 to 24, according to the CDC. Experts say that’s because the national strategy for suicide prevention isn’t culturally relevant or sensitive to Native American communities’ unique values. WASHINGTON (AP) — The Air Force is expanding its study of whether service members who worked with nuclear missiles have had unusually high rates of cancer after a preliminary review determined that a deeper examination is needed. In response, medical teams went out to each nuclear missile base to conduct thousands of tests of the air, water, soil and surface areas inside and around each of its three nuclear missile bases; Malmstrom Air Force Base in Montana, Minot Air Force Base in North Dakota and F.E. Warren Air Force Base in Wyoming. For years the missileers were told in multiple Air Force reviews that there was not cause for concern. While the Air Force review is looking at a broader set of cancers, the number of self-reported NHL cases is striking because the community of missile launch officers is very small.
