This will be Garland's first testimony before Congress since two historic firsts: the department's criminal charges against a former U.S. president, Trump, and against a sitting president's adult child. Republicans have also been critical of the department's handling of a five-year-long tax investigation into Hunter Biden, 53. Weiss' office this month charged Hunter Biden with three counts related to purchase and possession of a firearm while he was using illegal drugs. Hunter Biden intends to plead not guilty. "Singling out individual career public servants who are just doing their jobs is dangerous," Garland plans to say.

Among those attending the in-person event will be the CEOs of Anthropic, Google, IBM, Meta, Microsoft, Nvidia, OpenAI, Palantir and X, the company formerly known as Twitter. But crucially, the event could also shed light on the political feasibility of a broad, sweeping AI law, setting expectations for what Congress may achieve. IBM CEO Arvind Krishna will also seek to “demystify” a widely held impression that AI development is done only by a handful of companies like OpenAI or Google, Padilla said. Some authors have sued OpenAI over those claims, while others have asked in an open letter to be paid by AI companies. New AI legislation could also serve as a potential backstop to voluntary commitments that some AI companies made to the Biden administration earlier this year to ensure their AI models undergo outside testing before they are released to the public.

A Huge Threat to the U.S. Budget Has Receded. For decades, runaway Medicare spending was the story of the federal budget. Budget news often sounds apocalyptic, but the Medicare trend has been unexpectedly good for federal spending, saving taxpayers a huge amount relative to projections. In a recent letter to the Senate Budget Committee, economists at the Congressional Budget Office described the huge reductions in its Medicare forecasts between 2010 and 2020. Medicare is growing more slowly than ever, but still more quickly than the rest of the federal budget.

It wasn’t so long ago that presidents, education secretaries and governors were willing to do the tough work of reforming our schools. That was no coincidence — these were the very groups that No Child Left Behind intended to help, by implementing test score requirements and expecting everyone to reach the same standards. And it worked, likely contributing to higher high school graduation and college attainment rates, and possibly to better real-life outcomes, too. It’s true that No Child Left Behind was imperfect. Still, the bipartisan effort that was No Child Left Behind ultimately fell apart as our politics fractured.

After Wednesday’s spell, a spokesman said Mr. McConnell planned to be examined by a doctor before continuing on to his next event, but no update was provided about a diagnosis. But the second public episode, which took place on Wednesday in Covington, Ky., increased the pressure on Mr. McConnell to offer some explanation of what was going on. It also prompted at least one call from the Republican establishment outside Congress for Mr. McConnell to give up his leadership post. Mr. McConnell’s latest medical incident came at the tail end of Congress’s long summer recess, a time when senators are traveling all over the world on official trips. Mr. McConnell spoke with members of his leadership team on Wednesday after the incident, and connected on the phone with President Biden on Thursday.

A few days later, at a judicial conference in Portland, Ore., Justice Kagan took the opposite view, though she cautioned that The Journal had not reproduced the question that had prompted Justice Alito’s answer. “Of course Congress can regulate various aspects of what the Supreme Court does,” she said, ticking off a list of ways in which lawmakers can act. It can increase or shrink the size of the court, and it has over the years done both. Indeed, the Constitution provides that the court has appellate jurisdiction “with such exceptions, and under such regulations as the Congress shall make.”All of this is unsurprising, Justice Kagan said. She did not offer an opinion on the narrower question of whether Congress may impose a code of ethics on the justices, but she said the court remained free to act.

“From Day 1, President Biden has treated climate change with the urgency it requires,” Ms. Jean-Pierre said, pointing to measures like the Inflation Reduction Act, the most significant climate law in history. With research showing that recent heat waves in the United States and Europe would have been “virtually impossible” without the influence of man-made climate change, many climate experts said Mr. Biden needed to take a strong stand against new fossil fuels. Activists have long pushed Mr. Biden to do so, but the White House has expressed worries in the past about its authority to take such unilateral measures, fearing that they might be overturned in the courts. Instead, Ms. Jean-Pierre pointed to the ongoing benefits of the Inflation Reduction Act, which Mr. Biden signed into law last year but whose funding will continue flowing for years to come. It contains nearly $370 billion in tax credits to spur wind and solar power and electric vehicle battery manufacturing in the United States and incentives for purchases of electric vehicles, induction stoves and electric heat pumps.

A Looming Indictment

With a third indictment of Donald Trump now seeming quite likely — this one involving his attempts to remain in power after losing the 2020 election — today’s newsletter will cover three big questions about the case. One, what would be the specifics of such an indictment? Two, would an indictment include significant new evidence, or focus on information that’s already known? Such a letter is typically a sign of an imminent indictment, my colleague Charlie Savage wrote. (Hours after Trump revealed the letter, Michigan authorities charged 16 people in the fake elector scheme.)

Weeks later, Mr. Trump is the former President Trump. Instead, in a brief televised address shortly before 2:30 a.m., Mr. Trump furiously laid down his postelection lie. For weeks, Mr. Trump had been peppering him with tips of fraud that, upon investigation by federal authorities, proved baseless. The cavalry “is coming, Mr. President,” Kylie Kremer tweeted to Mr. Trump on Dec. 19. On Jan. 15, Mr. Trump acquiesced to an Oval Office meeting with Mr. Lindell, who arrived with two sets of documents.

The measures stand no chance of passing in the Democratic-led Senate, which is planning to begin considering its own version of the bill next week. Even if Republicans can muscle their bill through the House, the deep chasm between the chambers is expected to set off a protracted fight that could threaten Congress’s ability to maintain its six-decade track record of passing defense policy bills each year. Representative Adam Smith of Washington, the top Democrat on the Armed Services Committee, lamented the Republican approach to the legislation, saying it had ruined a bill that had emerged from the panel on a near-unanimous vote. They spent weeks agitating for reluctant G.O.P. leaders to include the socially conservative amendments in the defense bill debate, ultimately forcing the issue by threatening to block progress on the legislation until they got their way.

Price and Dunne may also be asked about the weekend resignation of Randall Stephenson from the tour’s board after more than a decade. The sport’s leaders have often handled their business in Washington behind closed doors, relying on a fount of good will and gentility. The tour faced a significant threat in the 1990s, when the Federal Trade Commission examined antitrust issues in golf before its inquiry fizzled amid a pressure campaign from Capitol Hill. But baseball has drawn much of the attention from Congress, like when senators called a 1958 hearing on antitrust exemptions. The justices have simply replaced Chevron’s rule of judicial deference with its polar opposite, a new rule that goes by the name of the major questions doctrine. But how to tell a major question from an ordinary one? The Heller decision in 2008 opened the Second Amendment door a crack, granting individuals the right to keep a handgun at home for self-defense. The question in the case is whether the Second Amendment allows the government to bar gun ownership by an individual under a restraining order for domestic violence. That the answer actually might be “no” — domestic violence wasn’t even a concept in the 18th century, when the Second Amendment was adopted — is too astonishing to contemplate.

Mega-cap tech stocks that were battered by rising interest rates in 2022 have also seen a huge boost this year. The Federal Reserve on Wednesday held interest rates steady but indicated that it could hike rates twice more this year. Tech stocks’ record runApple shares closed at a record high on Thursday, creeping closer to reaching a $3 trillion market capitalization. The rally’s next testDespite some bullish signs in the market, investors say the math isn’t adding up to a sustained rally — especially considering a possible recession looms on the horizon. The central bank last Wednesday paused interest rates and indicated that it could raise rates two more times this year.

New York CNN —The Dow surged over 700 points mid-afternoon Friday as investors applauded Congress’s passage of the debt ceiling deal and celebrated a cheerful jobs report. The blue-chip index soared 734 points, or 2.2%, putting it on track for the best daily gain since November 2022. A mixed May jobs report also helped boost stocks. “The May jobs report is a particularly difficult one for the Fed to parse,” Bank of America economists wrote in a Friday note. “We think the May jobs report is just soft enough to justify a hold.”

Given the current math in the chamber, every senator in the Democratic Caucus would need to support such a change. The president’s focus, Kikukawa said, remains preventing default, and “other options are a question for another day.”Originally Boyle backed eliminating the debt limit entirely. She and Jeffries both pointed out that Senate Minority Leader Mitch McConnell had in 2011 supported a backdoor solution to that debt limit fight, which would have given then-President Barack Obama power to raise it on his own just that one time. Several swing district Democrats, though, told CNN that they were wary of supporting a change, calling the debt limit authority an important check on the presidency and on spending, despite their opposition to how it was used this time. This has been such a torturous experience for my Democratic colleagues that I hope they will not forget,” Boyle said.

How the CEO behind ChatGPT won over Congress

It was a pivotal moment for the AI industry. He agreed that large-scale manipulation and deception using AI tools are among the technology’s biggest potential flaws. On Tuesday, they seemed ready — or even relieved — to be dealing with another area of the technology industry. The AI industry’s biggest players and aspirants include some of the same tech giants Congress has sharply criticized, including Google and Meta. Here too, Altman deftly seized an opportunity to curry favor with lawmakers by emphasizing distinctions between his industry and the social media industry.
The result was not just autocratic rule at home but also periodic defaults on the royal debt, astronomical interest rates for government borrowing and ultimately civil war. The debt limit is nothing more than an authorization from Congress to borrow a certain amount, up to a certain limit. Nonetheless, President Biden’s advisers reportedly are contemplating violating the congressional debt limit based on a far-fetched interpretation of Section 4 of the 14th Amendment propounded by some academics. It does not make it unconstitutional for the United States to run out of money. For the United States to fail to pay interest or principal on its debt would be financially catastrophic, but it would not affect the “validity” of the debt.
On Thursday, three years and 100 days after the Trump administration declared the coronavirus a public health emergency, the Biden administration will allow the emergency declaration to expire, ushering in a new era when the government will treat Covid-19 like any other respiratory ailment. If the coronavirus pandemic was a war, the United States is about to officially enter peacetime. State health officials, tasked with tracking the coronavirus, are burned out, their departments understaffed. President Biden’s coronavirus response team will soon disband. But the officials say they are operating on a tight budget; Congress has refused to give the administration any new money for the pandemic response.
A Debt Limit Secret Weapon

Democrats push debt limit plansWith the U.S. now projected to run out of money to pay its bills by June 1, Democrats in Washington are considering unconventional tactics to avert a devastating federal default. In the House, Democrats began taking steps today to deploy a secret weapon they have been holding in reserve: a so-called discharge petition. At the White House, some economic advisers are entertaining what is effectively a constitutional challenge to the debt limit. Under the theory, the 14th Amendment requires the government to continue issuing debt, even after hitting the borrowing limit. The typical way to raise the debt limit — through Congress’s normal legislative process — is still the most likely path.
Speaker Kevin McCarthy unveiled a debt-ceiling bill last week. Photo: will oliver/EPA/ShutterstockWASHINGTON—House Republicans’ debt-ceiling bill would cut government deficits by $4.8 trillion over 10 years, according to Congress’s nonpartisan scorekeeper, as party leaders moved to gather enough support for a vote this week. The bill is designed to unify Republicans around a position as they prepare for expected talks with the White House and congressional Democrats over spending cuts, ahead of a projected summer deadline to raise the country’s borrowing limit. Unless Congress raises the ceiling, the U.S. could default on payments to borrowers and other obligations.
