Russian President Vladimir Putin's broadened nuclear doctrine appeared to be a thinly veiled threat to the United States and its allies over their ramped-up support for Ukraine. The updated document includes a change that allows for Moscow to launch a nuclear strike if attacked by a nonnuclear country, such as Ukraine, that is supported by a nuclear state, such as the U.S. It was formally approved the same day that Kyiv used its first U.S.-supplied long-range ATACMS missiles against Russia. Defense Secretary Lloyd Austin told NBC News that he saw no indication that Moscow is imminently intent on using nuclear weapons. “He has rattled his nuclear saber quite a bit and this is dangerous behavior,” Austin said of Putin.

Ukraine fired a number of British Storm Shadow cruise missiles into Russia’s Kursk region on Wednesday, a day after firing American long-range missiles into the country, according to Pentagon and Ukrainian officials. But President Biden last week authorized the first use of the American Army Tactical Missile Systems, known as ATACMS, deep inside Russia. American officials say the pivot was in response to Moscow’s surprise decision to bring North Korean troops into the fight. Prime Minister Keir Starmer of Britain quickly followed suit, authorizing Ukraine to use the Storm Shadows, officials said. Britain had previously allowed Ukraine to use the missiles against Russian positions within Ukrainian territory.

CNN —Ukraine launched the British-French-made Storm Shadow missiles at targets inside Russia for the first time on Wednesday, according to a Russian military blog and Reuters, a day after Ukraine fired US-made ATACMS missiles into Russia. When Umerov was asked if Ukraine used the Storm Shadow missiles to hit a target inside Russia, he replied, “we are using all the means to defend our country, so we’ll not go into detail. A weapons expert who reviewed the video for CNN said there are no indications the explosions are from a different type of munition, but it’s not possible to definitively say they are from Storm Shadow missiles. The UK and France have previously supplied the long-range Storm Shadow missiles for Ukraine to use inside its own borders. Ukraine used eight long-range US missiles to successfully hit an ammunition depot deep inside Russia, according to two US defense officials.

Luxury retailer Burberry 's shares present an attractive investment opportunity after the company revealed a new turnaround strategy, according to hedge fund manager David Neuhauser. The stock, which is also traded in the U.S. and Germany, remains down around 40% year-to-date, however. UBS said Burberry was the only luxury retailer not to report "weak organic sales growth" in the latest quarter. "I think Burberry has a good turnaround in place with a new CEO," Neuhauser added, while cautioning that the recovery might take longer than expected. "I think over some time, a good turnaround by Burberry, with strong leadership, could really see the stock price increase.

CNN —Cambridge Dictionary has put it out to the universe, naming “manifest” as its word of the year for 2024. “That in a way is setting that idea, that intention in the back of my mind,” she added. Taken from Latin and French, in English the word “manifest” originally meant “easily noticed or obvious” before it started to be used as a verb meaning “to show something clearly.”In the early 20th century it started to be used to mean “to make something happen by internalizing it, intentionally or unintentionally,” according to Cambridge Dictionary. “In 2024, the word manifest jumped from being mainly used in the self-help community and on social media to being mentioned widely across mainstream media,” it wrote. Earlier this month, Collins Dictionary named “brat” its word of the year, defining it as someone “characterized by a confident, independent, and hedonistic attitude.”

LONDON — U.K. inflation picked up sharply to a higher-than-expected 2.3% in October, data from the British Office for National Statistics showed Wednesday. The hike marks a sharp increase from the 1.7% rise recorded in September and exceeds the 2.2% forecast of economists polled by Reuters. The latest print once again brings inflation above the Bank of England's 2% target, potentially dampening the prospects of a final interest rate cut this year. Core inflation, which excludes energy, food, alcohol and tobacco, came in at 3.3% for the month, up slightly from 3.2% in September. The uptick was anticipated in part due to an increase in the regulator-set energy price cap that took effect in October, which is expected to lead to higher energy price inflation over the colder winter months.

WELLINGTON, New Zealand — Tens of thousands of New Zealanders rallied in front of Parliament on Tuesday in one of the country’s largest ever protests to oppose a bill, which opponents say seeks to dilute the rights of Maori and threatens to set race relations back decades. Massive crowds estimated by the police at 42,000 gathered at Parliament, where the Treaty Principles Bill was introduced earlier this month by legislators who want to reinterpret a 184-year-old treaty signed between the British and Indigenous Maori. “I’m here for my grandchildren, my children and for their children,” said Hoana Hadfield from Wellington, who was marching in a protest for the first time. Helmut Modlik, a leader in the Ngati Toa tribe, told the crowd that it was too late to divide the country. HONG KONG — A Hong Kong court sentenced dozens of leading pro-democracy figures to up to 10 years prison Tuesday in the single largest trial under a national security law that critics say has been used to all but eliminate political dissent in the Chinese territory. Lawyers for the defendants have argued that such action was within the bounds of Hong Kong law. In March, Hong Kong’s opposition-free legislature also enacted local national security legislation. Among the 47 are “second-tier pan-democrats” who were previously active members of the Hong Kong legislature, Burns said. Hong Kong officials said last month that there was no time limit for prosecuting the cases, noting that it takes time to gather evidence.

Last week, Klarna made a confidential filing to go public in the U.S., ending months of speculation over where the Swedish digital payments firm would list. Still, the development drew buzz from fintech circles with market watchers asking if the move marks the start of a resurgence in big fintech IPOs. For now, that doesn't appear to be the case — however, founders say they'll be watching the IPO market, eyeing pricing and eventually stock performance. Hiroki Takeuchi, CEO of online payments startup GoCardless, said last week that it's not yet time for his company to fire the starting gun on an IPO. However, Zopa's CEO added that he's seeing signs pointing toward a more favorable IPO market in the next couple of years, with the U.S. likely opening up in 2025.

Like all national security trials in Hong Kong, Lai’s trial does not have a jury and is presided over by three judges picked from a national security committee that is approved by Hong Kong’s leader. “Jimmy Lai is a key instigator of anti-China activities, and his collusion with external forces to disrupt Hong Kong and incite division is well-known,” China’s foreign ministry office in Hong Kong said in a statement last week.
