CNN —The US has called for “urgent” movement toward a political transition in Haiti, as gangs run amok in the nation’s capital and opposition groups demand Prime Minister Ariel Henry’s resignation. CNN —A plane carrying Haitian Prime Minister Ariel Henry landed in Puerto Rico on Tuesday, its governor’s spokesperson told CNN, after days of speculation about his whereabouts as Haitian capital Port-au-Prince plunged into crisis over the weekend. The prime minister’s last appearance in public was in Kenya on Friday, before arriving today in Puerto Rico, per Mojica. CNN —The wife of Haiti’s former President Jovenel Moïse, Martine Moïse, and the former prime minister Claude Joseph are among 51 people who have been indicted over the assassination of the former president, according to a 122-page document from the judge presiding over the investigation. Mrs. Moïse was also shot multiple times but survived. The judge called for the arrest and trials of those charged. Haiti's former prime minister Claude Joseph in Port-au-Prince in July 2021. "Multiple factors...will deteriorate living conditions for millions of people in Ecuador and Haiti, potentially forcing thousands to seek safety elsewhere," the IRC said. "The crises in Haiti and Ecuador are creating a ripple effect across the entire region," said IRC regional head Julio Rank Wright in a statement. "Without a functioning political system, the government will struggle to address violence and meet growing needs," the IRC said in the report. Food insecurity will likely also deepen in Haiti in 2024, the IRC said.

DAJABON, Dominican Republic (AP) — The Dominican Republic partially reopened its border with Haiti on Wednesday to limited commercial activity nearly a month after shuttering the frontier in a continuing spat over construction of a canal targeting water from a shared river. The Dominican border reopening was delayed after a pre-dawn fire at the main marketplace in Dajabon destroyed dozens of stalls. She called Abinader’s decision to close all land, sea and air borders last month “savage,” noting that businesses like hers are good for the Dominican Republic. She said that even if the Dominican Republic opens its borders, she hopes the Haitian side will remain closed. Haiti and the Dominican Republic have long had a contentious relationship despite strong economic ties.

The council adopted a resolution, drafted by the U.S. and Ecuador, that authorizes the so-called Multinational Security Support mission "to take all necessary measures" - code for use of force. The response to Haiti's request for help was delayed due to a struggle to find a country willing to lead a security assistance mission. The security assistance mission, while approved by the U.N. Security Council, is not a United Nations operation. The council resolution adopted on Monday asks the countries taking part in the security mission "to adopt appropriate wastewater management and other environmental controls to guard against the introduction and spread of water-borne diseases."

Speaking at a meeting in New York to address the security situation in Haiti, U.S. Secretary of State Antony Blinken said the mission, led by Kenya, could deploy "within months." Haiti last year asked for help to combat violent gangs that have largely overrun the capital Port-au-Prince. The council could vote as soon as next week, diplomats said, on a U.S.-drafted resolution supporting a multinational police deployment. While not providing any troops, Blinken said the Biden administration will work with the U.S. Congress to provide $100 million to back the multinational mission with logistical and financial assistance. Washington supports Kenya's vision for a three-part security mission that includes helping Haitian police, ensuring security for static installations and thoroughfares and strengthening law enforcement in the long term, Blinken said.
