Congress last month approved the fiscal year 2024 funding level for FEMA’s Shelter and Services Program in the federal funding package, nearly six months into the fiscal year. Rep. Joaquin Castro, a Democrat who represents San Antonio, said that immigration is a federal responsibility. “Funding from the Shelter and Services Program (SSP) has helped Catholic Charities and other groups in my city of San Antonio offer basic migrant services without straining local resources. “Due to the substantial demand that exceeds the limited SSP program funding authorized by Congress, not all requests can be fulfilled,” a DHS spokesperson told CNN. ALBUQUERQUE, N.M. (AP) — A fourth officer has resigned during an investigation into alleged wrongdoing by officers assigned to a unit charged with stopping impaired drivers, the police department in Albuquerque, New Mexico, said. Investigators had been trying to schedule an interview with Nelson Ortiz, but he resigned on Thursday, the department said in a news release. Ortiz joined the department in January 2016 was assigned to the DWI unit from 2018 to 2021. The police department launched the probe into officers who were currently or previously working for the unit. CNN —Multiple people on an American Airlines flight pulled a fellow passenger to the floor after he tried to open one of the emergency exits, forcing the plane to return to Albuquerque, New Mexico, shortly after takeoff, according to multiple passengers. As of Sunday, there have been more than 250 unruly passenger incidents reported to the FAA by flight crews this year, according to the agency. The incident Tuesday began about twenty minutes into the flight, passenger Zach Etkind told CNN. Multiple passengers got the man to the ground and flight attendants restrained him with duct tape and flexi cuffs, Etkind said. And in November, a man on a Southwest Airlines flight opened an emergency exit door and climbed onto the plane’s wing while the aircraft was at a gate in New Orleans.

It was the winter of 2021 when Philbert Shorty’s family found his abandoned car stuck in the mud outside the small community of Tsaile near the Arizona-New Mexico state line. Generations of unaddressed trauma combine with substance abuse to create a dangerous recipe that often ends in violence, and law enforcement resources and social support programs are too sparse to offer much help. Like others, Shorty's family now knows the suffering will linger despite the increased emphasis on solving such crimes. Her group has conducted dozens of individual searches, and she has helped to build bridges between families and law enforcement to help families avoid feeling like their cases are falling through cracks. “Even if (law enforcement) would just talk to the families, say, `We don’t have anything yet but we’re still working on it,' it would help," she said.

New Mexico's Legislature has approved a bill aimed at reducing pollution from cars and trucks by creating financial incentives for transportation fuel producers and importers to lower the carbon intensity of their products. The bill calls for a reduction in the intensity of greenhouse gas emissions for transportation fuels used in the state — of 20% by 2030 and 30% by 2040. It would require producers of high-polluting fuels to buy credits from producers and importers of low-carbon fuels. The transportation sector is the second largest source of greenhouse gas emissions in New Mexico behind the oil and natural gas industry. “I am concerned about what this bill will do to the price of transportation fuel," Sen. (AP) — A Texas company has reached a multimillion-dollar settlement with the federal government and the state of New Mexico to address air pollution concerns in the largest oil and gas producing region in the United States. New Mexico Environment Secretary James Kenney said he's concerned about the compliance rate for companies operating in New Mexico, describing it as terrible. The civil complaint targeting Apache comes nearly a year after federal and state officials announced a similar agreement with another producer in the Permian Basin over violations. In 2022, an investigation by The Associated Press showed 533 oil and gas facilities in the region were emitting excessive amounts of methane. In all, state officials said the recent consent decrees with energy companies cover about 15% of oil and gas production in New Mexico and about 9% of the wells.

SANTA FE, N.M. (AP) — A second defendant has pleaded guilty to federal charges in connection with a series of drive-by shootings at the homes of state and local lawmakers in Albuquerque after the 2022 election, the FBI and U.S. Attorney's Office announced Friday. Demetrio Trujillo pleaded guilty to criminal conspiracy, election interference and firearms-related charges, officials said. Raul Bujanda, special agent in charge of the FBI Albuquerque field office, announced the developments in a news release. Demetrio's son Jose Louise Trujillo previously pleaded guilty to illegal use of a firearm in connection with the shootings, as well as fentanyl possession with the intent to distribute. No one was injured, but in one case bullets passed through the bedroom of a state senator’s 10-year-old daughter.

ALBUQUERQUE, N.M. (AP) — The police chief in New Mexico’s largest city vowed Friday that the Albuquerque Police Department will “leave no stone unturned” as it moves ahead with an internal investigation into allegations of possible corruption within the Driving While Intoxicated unit. Medina shared a timeline of DWI cases dating back to 2015. Medina confirmed five officers remain on administrative leave pending Albuquerque's internal investigation. Albuquerque Mayor Tim Keller last week issued a statement saying, if true, the allegations are a disgrace and erode faith in law enforcement. The letter cites four cases in 2023 in which officers were disciplined for failing to appear at required pretrial interviews, court hearings or trial settings.

New Mexico's attorney general slammed Meta and its CEO Mark Zuckerberg on Wednesday for failing to protect children from sexual predators on Facebook and Instagram. Torrez sued Meta and Zuckerberg in December, alleging that Facebook and Instagram were "prime locations" for predators who engaged in sexual abuse, solicitation and trafficking. "By their own reckoning, nearly 100,000 children a day receive sexually explicit material or are targeted for sexual harassment" on social media, Torrez said. The attorney general said Zuckerberg "absolutely" was directly warned about the threat to children on those hugely popular social media sites. "Meta executives have known for years that their platforms were a breeding ground for pedophiles, for predators," Torrez told CNBC on Wednesday.

CNN —An ongoing cyberattack against Georgia’s Fulton County, which includes parts of Atlanta, has brought some of the government’s systems to a standstill, halting access to court filings, tax processing and other services. The office of the county’s District Attorney Fani Willis lost access to its phones, internet and the court system website, according to a source with direct knowledge of the matter. The communication, court and tax systems have all been brought down, said Fulton County Board of Commissioners Chairman Robb Pitts in a news briefing Monday. A source with first-hand knowledge in Fulton County told CNN the internet and Odyssey court access are down as well. “We at Fulton County take cybersecurity seriously and we place a high priority on the protection of sensitive information,” Pitts said.

The bill also would give regulators greater authority over applications to transfer ownership of wells that often change hands when oil and natural gas output declines. The Democratic-led Legislature and governor are being sued over alleged failures to meet constitutional provisions for protecting against oil and gas pollution, as fed-up residents living near oil wells and environmental groups turn to the judiciary for relief. Voting against the bill, Republican state Rep. Larry Scott of Hobbs, said the initiative represents an existential threat to small-scale oil and natural gas producers, echoing concerns raised by several businesses.
