At the start of August, Ukraine seemed doomed to remain on the defensive, slowly but relentlessly being ground into retreat by Russian onslaughts. But its successful new Kursk offensive has done more than seize 480 square miles of Russian territory and humiliate Putin. After nearly a year of a grim defensive battle, the Kursk operation has also allowed Ukraine to seize the initiative and force Moscow to dance to Kyiv's tune. The Russians no longer hold the initiative across the entirety of the theater, like they have for most of last year." Which means Ukraine has to find some economical way of keeping up the pressure on Russia, without losing more territory of its own.

Just as importantly, it’s also sent a political message to Kyiv’s allies that has changed the prevailing narrative of the war - that Ukrainian forces are doomed to fight an endless rearguard action against superior Russian firepower. A Ukrainian soldier walks past at a city hall in Sudzha, Kursk region, Russia, Friday, Aug. 16, 2024. But Ukrainian forces have shown that the conflict is not a one-way street. For the Ukrainians, sustaining the operation as Russia brings more artillery and aviation to bear will become increasingly difficult. But for every passing day that Ukrainian forces control an area of Russian territory the size of Hong Kong, the Kursk incursion becomes less of a footnote.

While the news grabbed headlines, it was not the first time that Ukraine has reportedly targeted sites deep within Russia. AdvertisementUkraine does not currently have permission to use long-range guided weapons such as the ATACMS to hit such targets inside Russia. While striking targets so far from the frontline may be seen as Ukraine spreading itself rather thinly, such attacks have three key benefits, experts told BI. "Russia has already adapted its air defense posture following previous drone strikes and reportedly has stood up mobile counter-UAS [unmanned aircraft system] teams. Russia's S-400 is one of its most advanced air defense systems.

The impact of these deep strikes has been eye-opening for Europe and the US, opening "Pandora's box" for more of these capabilities, a nuclear weapons and arms control expert told Business Insider. The conventional weapons include SM-6, Tomahawk, and developmental hypersonic weapons, "which have significantly longer range than current land-based fires in Europe." The newly granted permission by the United States and other allies to use Western weapons to strike inside Russia has had a huge impact, Bankir said. While Kyiv hasn’t managed to reclaim large swathes of territory, it has successfully averted what could have been a disaster: The occupation of Kharkiv, Ukraine’s second city. “(Russia) knew that Ukraine did not have the capacity to strike these targets on the Russian territory,” Melnyk said. While Ukraine was previously able to strike targets inside Russia using Ukraine-made drones, ATACMS make these strikes far more efficient. A European rival to HIMARS takes shape

Europe is building a multiple rocket launcher that resembles America's HIMARS, the ground-fired weapon that took on the precision strike missions that Ukraine's battered air force couldn't. Many, such as France's LRU and Germany's MARS 2, are based on the U.S. M270, a tracked mobile rocket launcher, and its Guided Multiple Launch Rocket System rockets. One HIMARS launcher can carry six GMLRS rockets or one longer-range ATACMS ballistic missile. HIMARS rockets destroyed Russian ammunition depots and headquarters, disrupting logistics and command and control, and spurring Russian forces to move vital facilities deeper behind their lines. Collectively, such trends are prompting some militaries to consider possible alternatives to the US HIMARS system, though certainly that remains a major player in this competition for contracts."

The Sevastopol headquarters was the site of numerous key functions for the Black Sea Fleet, including training, repairs, and storing ammunition. Ukraine, which lost most of its traditional navy during the annexation of Crimea in 2014, has targeted Russia's Black Sea fleet with great success using sea drones , as well as hitting targets in occupied Crimea with US-made ATACMS missiles. Russia launches many of its drone and missile attacks from within its own borders, and it amasses troops and equipment at home for offensive pushes into Ukraine. But for a long time, Ukraine could only turn to options like long-range drones to go after targets in Russia. De Bretton-Gordon noted that many Russian missile and drone attacks are launched from Russia itself. Russia initiated a new offensive against Kharkiv on May 10, launching deadly missile attacks and slowly pushing its military forward. Ingram agreed, saying that in Kharkiv, Ukraine's new permissions have "made a huge difference.

A Russian missile attack on a small town in southeastern Ukraine and the fiery inferno that followed killed at least seven civilians, including three children, the country’s authorities said as they surveyed on Sunday the deadly toll of two days of fierce Russian assaults. Yuriy Borzenko, chief doctor of Zaporizhzhia Regional Children’s Hospital, said in a phone interview that, aside from those killed, dozens of others, including a pregnant woman and five 14-year-old girls, were being treated for wounds after the attack on the southeastern town, Vilniansk, which took place on Saturday. The girls were out for a walk together in the afternoon sunshine, Dr. Borzenko said, when explosions from the projectiles tore through the center of the town, engulfing shops, cars and homes in flames. Shrapnel had embedded in the skull of one of the girls, who was left in a coma, he said, “still in between life and death.”“Her parents are in really bad shape, I just saw them,” he added. As the attacks have rained down, President Volodymyr Zelensky of Ukraine has reiterated his plea to loosen restrictions on the use of long-range American missiles known as ATACMS so that Ukraine can target warplanes at Russian air bases before they take to the sky on bombing runs.

The Biden administration’s recent decision to allow Ukraine to use certain weapons to hit forces inside Russia has had an immediate impact, helping Ukraine thwart Moscow’s offensive north of Kharkiv and slowing the bombardment of the city, Ukraine’s second-largest, which is only about 25 miles from the border. But the lifting of U.S. restrictions does not apply to the use of Army Tactical Missile Systems, known as ATACMS, some of which have a range of around 190 miles. Those longer-range weapons would be needed to hit air bases deep in Russian territory that are used by the bombers. Kyiv has been left to rely largely on its own expanding fleet of domestically produced drones to go after those bases. Ukraine’s air defenses are gradually being strengthened after months of delays in American military assistance, but Russia continues to mount daily bombardments and Mr. Zelensky is desperate to find ways to thwart the attacks before they begin.
