KAOBAGOU, Benin—Gunmen pulled 18 villagers from their homes during a night raid this spring, shooting some and slitting the throats of the rest. They wedged hand grenades under the bodies, laying a trap for those who would discover the grisly scene. Two more villagers were later killed when they moved the corpses and triggered the explosives. By then, the attackers were hiding in nearby Pendjari National Park, a refuge for thousands of elephants, herds of antelope, the last few West African cheetahs and, increasingly, Islamist militants.

U.S. Representative Dean Phillips (D., Minn.) greets supporters outside the statehouse in Concord, New Hampshire last month after filing the paperwork to put his name on the state’s presidential primary ballot. Photo: reba saldanha/ReutersPresident Joe Biden and his allies have been treating presidential nomination challenger Rep. Dean Phillips (D., Minn.) like a nobody—or worse. Now Mr. Phillips is looking less like a man trying to make a polite point and more like a guy who wants to win this thing. While the Democratic Party’s prominent governors and senators have still not chosen to challenge Mr. Biden, the White House may already understand that the relatively obscure man from the Land of 10,000 Lakes could be a formidable opponent. Mr. Phillips at first tried running a nice respectful campaign claiming that Mr. Biden has been a successful president but is just not the right candidate for 2024.

This time, it hinges on Los Angeles' new mansion tax, which impacts homes sold for over $5 million. She added of the city's mansion tax, "This is a very reasonable and equitable way to generate some resources that can support those needs." Unintended consequences of a mansion taxColloquially known as a mansion tax, United to House LA (Measure ULA) passed in November 2022 with 58% support. Shane Phillips, a UCLA housing researcher whose work helped inspire LA's mansion tax, is worried about the mansion tax depressing new development, particularly of multi-family buildings. Phillips argued that if the law is tweaked to exempt first-time sales, the mansion tax "will unquestionably do more good than harm."

The filing marks a return to a state that Biden credits with catapulting him to the White House. Biden ousted Iowa and New Hampshire from the top spots on the party's nominating calendar in favor of South Carolina. The move forces any Democratic challenger to Biden to compete first in South Carolina instead of Iowa and New Hampshire, two largely white states which both rejected him in 2020. Biden did not register for New Hampshire's primary, slated for January, after the state refused the Democratic Party's request to move the date back. A CNN poll published on Oct. 31 found that Biden's overall approval rating in South Carolina was just 33%, lower than his national approval, which has hovered around 40% in most polls.

Nov 10 (Reuters) - U.S. President Joe Biden's re-election campaign on Friday will register for the South Carolina Democratic primary, the party's first official clash and an early enthusiasm test for a president dogged by a rash of recent polls that show declining support among Black voters. It will mark a return to a state that Biden credits with catapulting him to the White House. The Unrestrained 2024 Front Runners

Review and Outlook: Minnesota Congressman Dean Phillips fears President Biden could lose to Donald Trump, and he’s right. Images: Reuters/AFP/Getty Images Composite: Mark KellyThe behavior of the front-running Democratic and Republican presidential campaigns is perplexing. Neither Joe Biden’s surrogates nor Donald Trump seems to know the value of restraint. First there’s the rhetorical hell Democrats rained down on Minnesota Rep. Dean Phillips after he announced he’s running in the New Hampshire presidential primary. Mr. Phillips believes that Mr. Biden is too old and that Democrats will lose the White House unless they nominate a younger leader.

Words Without Borders, one of the few magazines in the world dedicated to literature in translation, is turning 20 at a fraught time: Around the world, wars are raging. Writers are being jailed, dissident voices silenced and books banned. The answer, said Karen M. Phillips, the magazine’s executive editor and publisher, was right there, baked into their mission — to gather and celebrate international literature, and in doing so, strengthen the connection between readers and writers around the world. “Literature is a really powerful space for imagining new ways forward, or thinking through situations that are impossible if you take them head on as facts,” she said. “We’re always publishing contemporary writers who are reflecting, through their literature, the events and crises of the world.”

Asked by CBS News in an interview posted late Thursday if he was running for president, Phillips responded: “I am. New Hampshire has refused to comply, citing state laws saying its primary must go first, and plans a primary before South Carolina’s. “To do well in the New Hampshire primary, you have to have a message.”There are no primary debates scheduled, according to the DNC.

Dean Phillips Will Run Against Biden

Representative Dean Phillips, a moderate Minnesota Democrat who has for months publicly argued that President Biden should not run for re-election, announced his candidacy for president on Thursday, setting up an underdog challenge for the Democratic nomination. In an interview with CBS News, Mr. Phillips — who plans to officially launch his campaign on Friday in New Hampshire — argued that finding an alternative to Mr. Biden was essential because of polling showing the president at risk of losing to former President Donald J. Trump. “I will not sit still and not be quiet in the face of numbers that are so clearly saying that we’re going to be facing an emergency next November,” he said. Late Thursday evening, he posted his campaign announcement on X, the site formerly known as Twitter, saying, “It’s time to put our country back together again.”Mr. Phillips, a third-term congressman who represents a district that includes suburban Minneapolis, enters the race with long-shot odds.

CNN —Minnesota Rep. Dean Phillips announced Thursday that he is running for president, kicking off a long-shot Democratic primary challenge to President Joe Biden. “I think President Biden has done a spectacular job for our country, but it’s not about the past. Phillips is expected to formally announce his campaign Friday in Concord, where he’ll file to run in New Hampshire’s Democratic primary. Biden will not file to appear on the New Hampshire Democratic primary ballot because the state isn’t complying with the national party’s revised nominating calendar, which demoted its first-in-the-nation primary status to second. And it all points to the same thing,” Phillips told CNN after he stepped down from leadership.

ST. LOUIS (AP) — Ben Phillips’ childhood memories include basketball games with friends, and neighbors gathering in the summer shade at their St. Louis housing complex. Phillips and Deanes, 75, are co-founders of PHACTS, which stands for Pruitt-Igoe Historical Accounting, Compensation, and Truth Seeking. Their attorney, Elkin Kistner, said it would be “appropriate and necessary” for Hawley's proposal to be widened to include former Pruitt-Igoe residents. And St. Louis wasn't alone in being subjected to secretive Cold War-era testing. The area of the testing in St. Louis was described in Army documents as “a densely populated slum district.” About three-quarters of the residents were Black.

New York CNN —A New Jersey court ordered Starbucks to pay an additional $2.7 million to a former employee who successfully sued the company for wrongful termination, claiming she was fired for being White. In June, a jury had ruled in favor of Shannon Philips, who worked at Starbucks as regional director over the Philadelphia area. In an order Wednesday, Judge Joel Slomsky said Starbucks has to make the additional payment for damages. Starbucks did not have a comment about the order Wednesday, but said in June that it was disappointed in the decision. In that suit, Phillips said that when Starbucks fired her following the arrest, it was discriminating against her because of her race.
