To the Editor:Re “Don’t Ditch Standardized Tests. It takes about five minutes in a school building to know if it needs more resources. And yet, regardless of the ever-changing policy on standardized tests, the same schools across our nation suffer from underfunding year after year. To the Editor:Jessica Grose doesn’t mention a standardized testing organization that many school districts around the nation use. NWEA, Northwest Evaluation Association, is a nonprofit organization that provides standardized tests in reading, math, language usage and science.

KYIV (Reuters) - At least one person was killed in an overnight Russian missile strike that hit an apartment building in eastern Ukraine, authorities said on Wednesday. Five others, including a child, were rescued but at least one person is believed to be trapped under the rubble, Interior Minister Ihor Klymenko said on the Telegram messaging app. The attack on the town of Selydove, northwest of the Russian-occupied city of Donetsk, heavily damaged a four-storey building, Klymenko said. Russia has carried out regular missile and drone strikes on population centres behind the front line of its 21-month-old full-scale invasion of Ukraine. The U.K.'s North Sea Transition Authority said it had approved the Rosebank Field Development Plan, “which allows the owners to proceed with their project.”Britain’s Conservative government argues that drilling in the Rosebank field, northwest of the Shetland Islands, will create jobs and bolster the U.K.’s energy security. One of the largest untapped deposits in U.K. waters, Rosebank holds an estimated 350 million barrels of oil. The field is operated by Norway’s Equinor and the U.K. firm Ithaca Energy, which say they plan to invest $3.8 billion in the first phase of the project. The government says it still aims to reduce the U.K.’s carbon emissions to net zero by 2050.

MINNEAPOLIS (AP) — Minnesota officials on Thursday approved plans for the expansion of a solar energy project that a utility says will be one of the largest in the country with the capability of powering more than 150,000 homes. The state Public Utilities Commission approved Xcel Energy's expansion of the Sherco Solar project, adding a 250-megawatt array to a 460-megawatt array now under construction. The solar generation will be near an existing coal-fired plant in Becker, Minnesota, northwest of Minneapolis. The Marine Corps ordered a two-day pause in flight operations Monday, citing three “Class-A aviation mishaps” over the past six weeks. “This stand down is being taken to ensure the service is maintaining operational standardization of combat-ready aircraft with well-prepared pilots and crews,” the Marine Corps said in a news release. While the Marine Corps’ statement didn’t provide details of the other two mishaps, there were two aviation incidents that happened in August. A pilot was killed on August 24 when a Marine Corps F/A-18 Hornet combat jet crashed near San Diego.
