Volunteers and workers from Russia's Emergency Situations Ministry have been evacuating people from flooded Russian-controlled areas since Tuesday's disaster - which Moscow and Kyiv blame on each other. The Kremlin has praised the rescue efforts, as have some of the people who have been evacuated to safety. Several people told Reuters they had repeatedly called hotlines for Russian emergency services to rescue their relatives, but to no avail. Some people said they couldn’t persuade their relatives to evacuate, with some preferring to wait until the floodwaters retreated.

Russian forces shelled the flood-stricken city of Kherson on Thursday, striking close to an evacuation point, only hours after President Volodymyr Zelensky visited the city to witness the aftermath of the destruction of a dam on the Dnipro River earlier this week. Hundreds of people who were gathered near an evacuation point at Ship Square, in the heart of the city, scrambled for cover when explosions rang out, witnesses said, describing multiple strikes in and around the square. Volunteers, medics, emergency workers and rescue teams involved in coordinating aid efforts have been meeting on higher ground near the square, which is itself flooded but is being used as an evacuation point because it is a known landmark. Ukraine’s Interior Ministry said that eight people were injured in the shelling near Ship Square, including two employees of the State Emergency Service and a police officer. “Information about the dead has not yet been received,” it added.

The agency, citing emergency services, said about 2,700 houses were flooded after the destruction of the dam on Tuesday and almost 1,300 people had been evacuated. The destruction of the Moscow-controlled Nova Kakhvovka dam on the Dnipro River flooded a large part of the frontline in the Kherson region. More than 900 people were evacuated on Tuesday from the Russian-controlled city of some 45,000 people on the left bank of the Dnipro River. Ukrainian officials said that some 80 communities in the overall Kherson region were at risk of flooding.
