Reuters —British Home Secretary James Cleverly arrived in Rwanda on Tuesday to sign a new treaty to send asylum seekers to the African nation after the UK’s top court declared the deportation scheme unlawful. But the United Kingdom’s Supreme Court last month ruled that such a move would violate international human rights laws enshrined in domestic legislation. Since that ruling, Britain has been seeking to renegotiate its agreement with Rwanda to include a binding treaty that it would not expel asylum seekers sent there by Britain - one of the court’s major concerns. The court said the plan breached international undertakings - including the European Convention on Human Rights, the United Nations’ Refugee Convention and Convention against Torture. The Rwanda policy was originally announced by former Prime Minister Boris Johnson last year, but no asylum seekers have been sent to the country yet.

Hamas freed two dozen hostages held in Gaza and Israel released nearly 40 imprisoned Palestinians on Friday, completing the first exchange in a tense, temporary truce that halted the fighting after seven weeks of war. All the hostages freed by Hamas were expected to be swiftly moved to Israel to receive urgent medical care. Israel has said that it would extend the cease-fire by a day for every 10 additional hostages that Hamas releases. Hamas has not commented directly on the offer but its top political official, Ismail Haniyeh, said his group was committed to making the truce work. But it would also allow both Israel and Hamas to try to better their positions for battles to come.

CNN —A series of powerful earthquakes struck western Afghanistan on Saturday killing at least 100 people and wounding more than 500 others, according to the UN’s humanitarian office, as the nation reels from another natural disaster at a time of deep economic crisis. The 6.3 magnitude earthquake struck 25 miles (40 kilometers) west of Herat city in the western Herat province – the third largest in Afghanistan. The initial quake was also felt in neighboring provinces of Badghis and Farah and was followed by multiple aftershocks. A deadly quake in March struck northeastern Afghanistan, sending residents fleeing from their homes as it brought down entire buildings and triggered devastating landslides. And a 5.6 magnitude earthquake on January 17, 2022 struck Badghis, another western province near Herat bordering Turkmenistan, killed more than 20 people and reduced hundreds of brick homes to rubble.

Azerbaijan said on Tuesday that it had launched a new military operation against an Armenian enclave inside its territory, raising fears of an expanding armed conflict in a fragile region in which the interests of Russia, Turkey and Western countries are increasingly colliding. Hong Kong CNN —China’s Foreign Ministry on Tuesday declined to address a report its former foreign minister Qin Gang was ousted from his position over an alleged extramarital affair. When asked about the report during a regular press briefing Tuesday, a spokesperson for China’s Foreign Ministry said she was “not aware” of the information. “As for the appointment and removal of the Chinese Foreign Minister, the Chinese side has released information before,” spokesperson Mao Ning said in an apparent reference to the July announcement of his replacement. Qin served as Chinese Ambassador to the US from July 2021 until early 2023 when he assumed his short-lived role as foreign minister. According to a biographical information page on China’s Foreign Ministry website, Qin is married with a son.

CNN —The Taliban has welcomed Zhao Sheng as China’s new ambassador to Afghanistan during a lavish ceremony held at the presidential palace in Kabul on Wednesday. China is among a handful of countries, including Pakistan, Iran and Russia that have maintained a diplomatic presence in Afghanistan since the Taliban retook control of the country in 2021. In the palace ceremony, Taliban Prime Minister Mohammad Hasan Akhund shook hands with Zhao and “accepted the credentials of the new Chinese Ambassador,” the prime minister’s office said on X, formerly known as Twitter. CNN —As of September, 10 million Afghans have lost assistance from the UN’s World Food Programme this year, the organization announced this week. They had to cut food assistance from 2 million people in Afghanistan this month. “Due to a massive funding shortfall, going forward WFP will only be able to provide emergency assistance to 3 million people per month,” the WFP statement said. “These cuts mean that 1.4 million new and expecting mothers and their children are no longer receiving specialized food designed to prevent malnutrition,” Lee said. WFP needs US$1 billion in the next 6 months to be able to feed 21 million people with lifesaving food, the statement said.

HAVANA, Sept 1 (Reuters) - Representatives of 14 western creditor nations, grouped in the Paris Club, were in Cuba this week to salvage a debt agreement with the import dependent country which is expected to default on payments for a fourth consecutive year. William Roos, co-chairman of the Paris Club, had said on Wednesday that he proposed a plan which apparently was rejected. The 2015 Paris Club agreement forgave $8.5 billion of the $11.1 billion in sovereign debt Cuba defaulted on in 1986. Cuba, which last reported foreign debt of $19.7 billion for 2020, has restructured debt with Russia, China and some other creditors since then. The Cuba group of the 22-member Paris Club, which manages old sovereign debt, comprises Australia, Austria, Belgium, Canada, Denmark, Finland, France, Britain, Italy, Japan, the Netherlands, Spain, Sweden and Switzerland.

CNN —Niger’s junta ordered the French ambassador in Niamey on Friday to leave the country within 48 hours, according to the Nigerien Foreign Ministry. In a statement published by state-run broadcaster ORTN, the Nigerien Foreign Ministry said the ambassador Sylvain Itte had refused to attend a meeting scheduled for Friday with the country’s foreign minister. The ministry said Nigerien authorities had withdrawn Itte’s credentials in light of the refusal, also citing “other actions by the French government that are against Niger’s interest.”“France has taken note of the putschists’ request,” the French Foreign Ministry told AFP late Friday. “The putschists do not have the authority to make this demand, the ambassador’s approval comes only from the legitimate, elected Nigerien authorities” the ministry said.
