President Biden will designate Kenya on Thursday as a “major non-NATO ally,” according to a U.S. official, a move that reflects the president’s determination to deepen relations with the East African nation even as other countries — including Russia and China — are racing to do the same. As other African nations move away from the United States, disillusioned with democracy or lured by rival powers, President William Ruto of Kenya arrives in Washington on Wednesday for a three-day state visit intended to showcase a stalwart American ally on the continent. Relations with once-firm American allies like South Africa and Ethiopia are decidedly cool. Mr. Ruto, the Biden administration hopes, is the antidote to those troubles. Since he came to power two years ago, Mr. Ruto, 57, has pulled Kenya, the economic powerhouse of East Africa, ever closer to the United States. CNN —A delegation of Kenyan “command staff” has arrived in Haiti, according to a law enforcement source in the country, ahead of the long-delayed arrival of a Kenyan-led multinational security support force in the Caribbean nation. Members of the delegation are also expected to meet with US and United Nations officials in the country, sources said. The UN Security Council last year authorized a multinational mission to support Haiti’s National Police in battling deadly gangs that have seized control of much of the capital Port-au-Prince. But despite strong support from the US and other regional powers, the mission has been mired in uncertainty and legal challenges for months. The council said Tuesday that it met with top Haitian police brass to discuss the multinational mission.

CNN —Kenya’s military chief, Francis Ogolla, died in a helicopter crash in the western part of the country on Thursday, President William Ruto announced in a televised address. “I am deeply saddened to announce the passing on of General Francis Omondi Ogolla, the Chief of the Kenya Defence Forces,” he said. Washington police said they found 39-year-old Nyamato Walter unconscious in a hotel room in downtown Washington on Tuesday morning, and pronounced him dead at the scene. No deployment date has been set, and the United Nations has yet to publish details of a fund set up to gather contributions from member states. WASHINGTON (AP) — President Joe Biden plans to welcome Kenyan President William Ruto to the White House in May, hosting a state visit after reneging on his promise to visit Africa last year. Biden hosted a state dinner celebrating close ally Australia in October, which followed the president's skipping a stop in that country earlier in 2023 to focus on debt limit talks in Washington. But those festivities last fall were toned down some given Israel’s ongoing war with Hamas. Biden said in December 2022 that he would visit sub-Saharan Africa the following year, which would have made him the first U.S. president to travel there in a decade. Nairobi, Kenya CNN —A judge in Kenya has barred the East African nation from deploying 1,000 police officers to Haiti to lead a UN-backed multinational force to restore security in the Caribbean nation. High Court judge Chacha Mwita ruled on Friday that President William Ruto and his National Security Council do not have the authority to send police officers to Haiti or any other country under Kenyan law. But Kenyan politician Ekuru Aukot led a legal challenge to the planned in deployment in court, terming it unconstitutional. “There’s no reciprocal arrangement between Kenya and Haiti and there can be no legitimate deployment of police officers to Haiti,” Judge Mwita said when he read his ruling in Nairobi. Gang violence rose by more than 100% in Haiti last year with over 8000 victims documented, according to UN data.
