She is a weekly opinion contributor to CNN, a contributing columnist to The Washington Post and senior columnist for World Politics Review. CNN —When Russian President Vladimir Putin arrives in North Korea on Tuesday, it will kick up yet another gust in the recent swirl of diplomatic activity surrounding Russia’s all-out war against Ukraine. The allies have good reason to believe Putin aims to outlast Western support. South Korean intelligence estimates that North Korea has delivered as many as 5 million artillery rounds, along with ballistic missiles and other ammunition. Putin, meanwhile, will visit one-party ruled Vietnam later this week, not exactly a military powerhouse, but at least one country that is not backing Ukraine.

Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. It was the only time that Ukrainian and Russian officials are known to have engaged in direct peace talks. This includes the Crimean Peninsula, which Mr. Putin annexed in 2014 in a swift operation that he considers central to his legacy. At another point, Russia’s lead negotiator, Mr. Medinsky, interrupted a video conference by claiming that Mr. Putin was phoning him directly. There were signs that Mr. Putin was micromanaging not only the Russian invasion but also the peace talks.

Max, a recruitment officer for the DaVinci Wolves Battalion, talks with 39 year-old Mykhailo during his recruitment interview at a recruitment office on February 22, in Kyiv, Ukraine. But the pledge is expected to be an “executive agreement,” the sources said, making it less formal than a treaty and not necessarily binding for any future presidents. The US-Ukraine agreement does not make a specific monetary pledge to support Ukraine’s defense, two of the sources familiar with the agreement said. An annex in the agreement will lay out how the Biden administration plans to work with Congress on the implementation of the security commitments, one of the sources said, specifically the long-term funding that will be needed to support Ukraine’s defense. CNN —Group of Seven leaders have reached an agreement to loan money to Ukraine backed by the profits from frozen Russian investments, a senior administration official confirmed Thursday. While Ukraine is not a G7 member, its president, Volodymyr Zelensky, attended the summit and participated in a Thursday evening joint news conference with Biden. “Would we stand with Ukraine?” Biden said at the news conference. The United States, the G7 and countries around the world have consistently answered that question by saying yes we will. The loan will be drawn from funds frozen by Western leaders in the wake of Russia’s invasion of Ukraine in 2022.

After four years of Donald Trump, Joe Biden was supposed to restore the United States to a position of global leadership. Yet there is more to global leadership than backing friends and beating back foes. After decades of dubious warmaking, the United States would become the global good guy again, uniting the world to resist the Kremlin’s blatant affront to law and order. The United States now must contend with an aggrieved and unpredictable nuclear peer in Moscow. The United States is not outmatched, exactly.

CNN —Ukraine’s military on Sunday said it had destroyed one of Russia’s newest and most advanced fighter jets in a drone strike on a military base deep inside Russia. Ukrainian forces said they successfully destroyed one of Russia's most advanced combat jets, SU-57, in a drone strike on a military base deep inside Russia. Flight Global’s “World Air Forces 2024” directory lists 14 Su-57s as active and another 62 as on order. TASS reported in 2022 that Russian forces will receive a total of 22 Su-57s by the end of this year. If the reports of the Ukrainian drone strike deep inside Russia prove true, it marks another success of Kyiv’s low-cost drones taking out high-value Russian assets.

Paris CNN —US President Joe Biden touched down in Paris on Wednesday for a trip marking the 80th anniversary of D-Day and engaging in a state visit hosted by French President Emmanuel Macron. Biden “really believes we’re at an inflection point in history,” John Kirby, spokesman for the National Security Council, said. The visit to France aims to bring Biden closer to one of his key allies on the world stage. Biden quietly gave Ukraine permission to use those weapons; Macron was less subtle in his support for the measure. By contrast, European Union member states together have sent Ukraine $53 billion in direct financial assistance and $35 billion in military aid.

Singapore CNN —China’s support to Russia will extend the war in Ukraine, President Volodymyr Zelensky said Sunday, as he called on countries across the Asia-Pacific to join an upcoming peace summit he accused Russia of trying to thwart. It comes ahead of the international peace conference on Ukraine slated to be held June 15-16 in Switzerland. “With China’s support to Russia the war will last longer. When asked later about China’s statement it would not attend the peace summit, the Ukrainian leader accused Russia of using Chinese diplomats to disrupt it. “Time is running out” including for Ukrainian children taken by Russia, Zelensky told a packed hall during an address on the closing day of the three-day security meeting.

Zelensky’s surprise attendance at the gathering is a stark illustration of Kyiv’s determination to keep the international community engaged in Ukraine’s defense – and its vision for peace – more than two years into Russia’s devastating invasion. A CNN team at the summit witnessed Zelensky and his delegation arriving. His attendance at the Shangri-la Dialogue in Singapore provides a rare opportunity for Zelensky to potentially meet with defense chiefs from across the Asia-Pacific, including China which has deepened its relations with Moscow since the war. US Defense Secretary Lloyd Austin and defense heads from US allies Australia, Japan, and South Korea, as well as China’s Defense Minster Dong Jun are expected to be in attendance for the three-day gathering. Announcing his arrival at the summit, Zelensky said in a statement on X that he would hold “a number of meetings,” in particular with Austin, Singapore’s president and prime minister, Timor-Leste’s president and Singaporean investors.

CNN —Russian forces have made two cross border assaults inside northern Ukraine, according to information from Ukrainian sources and officials – in what President Volodymyr Zelensky is calling a ‘new wave of counteroffensive actions” by Russia. In the first development, Russian soldiers penetrated at least one kilometre towards the town of Vovchansk, a Ukrainian military source told CNN. The source said the Russian ground assault towards Krasne was carried out by four Russian battalions - about 2000 men. “But our military and military command were aware of this and anticipated their forces to meet the enemy with fire. Russian forces have used the “artillery drought” hampering Ukraine’s defenses since December to push forward on the eastern front near Avdiivka, making the largest advance since the early months of the war. Only on Sunday did the top Ukrainian military commander, Oleksandr Syrskyi, admit the fall of a series of villages that his subordinates had insisted for days were still contested. The resulting fallback showed Russian forces had, in just over two months, made the most substantial and swift progress since July 2022’s advances near Severodonetsk, according to a CNN analysis. DeepStateMap, which updates the frontline situation daily, showed significant losses near Avdiivka. Yurii Fedorenko, commander of the Achilles attack drones company at the 92nd separate assault brigade in that area, said the next two months marked a “window of opportunity” for Russian forces.

Russian rockets slammed into residential buildings in Kharkiv before dawn on Saturday, Ukrainian officials said, killing at least six people and injuring at least 11 more in the latest assault on Ukraine’s second-largest city. “Russian terror against Kharkiv continues,” President Volodymyr Zelensky of Ukraine said in a statement. “It’s crucial to strengthen the air defense for the Kharkiv region. And our partners can help us with this.”Ukraine’s air defenses have come increasingly under strain since American military support stopped flowing into the country more than six months ago, and future assistance remains uncertain amid Republican resistance in Congress to a $60 billion aid package. Speaker Mike Johnson, Republican of Louisiana, has hinted that he would soon bring the issue of military aid for Ukraine to a vote in the House, but has also said that he might tie the issue to unrelated matters like domestic energy policies that could complicate its passage.

BRUSSELS (AP) — The European Union is pressing ahead with a plan to use the profits generated from billions of euros of Russian assets frozen in Europe to help provide weapons and other funds for Ukraine, a senior official said Tuesday. The move comes as Ukraine runs dangerously low on munitions, and U.S. efforts to get new funds for weapons have stalled in Congress. A small group of member countries, notably Hungary, refuse to supply weapons to Ukraine, so these windfall profits would be divided up. The European Central Bank, or ECB, has warned in the past against seizing Russian assets as this could undermine confidence in the euro currency and EU markets. But Borrell said that no assets would be taken, only the windfall profits they make.

Minutes after polls closed on Sunday, the head of the Russian Central Election Commission (CEC) said Putin was in the lead with 87.9% of the vote, with 24.4% of the count in. More constitutional changes in 2020 removed presidential term limits, potentially allowing Putin to stay in power until 2036. Russia also held the presidential election in four Ukrainian regions it annexed during its full-scaled invasion. The Biden administration announced today that it was sending more weapons to Ukraine, the first American aid package since the previous funding ran out in December. Funding for the package came from money Army accountants saved from contracts that came in under bid. The new weapons will keep advancing Russian troops at bay for only a few weeks, one official estimated. For months, President Biden has been calling on Congress to pass legislation authorizing $60.1 billion for Ukraine. In Russia, Ukraine-backed Russian exile groups staged a flurry of cross-border ground attacks, coinciding with Ukrainian drone strikes.

Whether Congress chooses to provide the continued financial support Ukraine, Israel and Taiwan desperately need will go a long way toward answering this question. Secretary of Defense Mark Esper testifies during a House Armed Services Committee hearing on July 9 in Washington, DC. Without renewed US support, the arms pipeline to Ukraine will continue to dwindle over the coming months, directly impacting what happens on the battlefield. Politics must be set aside, and politicians who spurn allies, coddle autocrats and argue for American retrenchment should be ignored. Leadership is a heavy cross to bear, indeed, but the benefits of doing so — especially in the face of clear threats — will always outweigh the costs and favor the United States.

CNN —House Speaker Mike Johnson has the fate of a democracy and a people in his hands. It’s not the United States, which will survive – even if the coming general election results in another existential test for the constitutional system. Johnson, a backbencher who was the last-ditch choice to lead the mutinous House GOP majority last year, could relieve Ukraine’s agony and help ensure its survival as an independent nation in the coming days. Nothing can be guaranteed in a fractious Congress, with a House GOP majority that has rendered the United States close to ungovernable and is threatening America’s global leadership role. Arguably most important among those questions: How long can it practically sustain such draining financial support for Ukraine? The United Kingdom, arguably the major security player in the region, has also pledged more than $15 billion to Ukraine since 2022. This is an alarming prospect for European officials who already believe Putin is digging in and trying to wait out the West. In the run-up to the US presidential election, the question of what happens to European security without America will inevitably be asked. Europe simply doesn’t have the manufacturing heft right now to independently serve Ukraine over the next 12 months.
