The return of divided government in January means President Biden will face a House of Representatives controlled by Republicans who say they have little relationship with the White House, posing a significant challenge in getting any legislation through Congress.
While Democrats controlled both houses of Congress, the administration has had little need to rely on the House GOP, passing some central pieces of its economic agenda with only Democratic votes.
The majority of House Republicans, meanwhile, voted against certifying Mr. Biden’s win after the Jan. 6, 2021, riot and criticized his policies ahead of the midterms, making bipartisan work difficult.
