Going "car-lite" and cutting nonessential car travel can be an affordable, impactful choice. That may sound expensive, but even a used car in the US now costs about $32,000. Even a brand-new, high-end bike costs about 90% less than the average used car. Public transit costs vary, but one household can save $10,000 a year by using public transportation instead of a car. Smart's research shows that families with a car experience an average income growth of 1% every two years.

Last month the Supreme Court sharply curtailed the use of race-based affirmative action in higher education. That’s a big deal, but it’s by no means the end of the campaign to eliminate race-conscious policies in education and elsewhere. Is it ever permissible for policymakers to pursue goals like racial diversity, even when they use laws and policies that don’t treat individuals differently based on race? They concern the admissions policies of highly selective public high schools that sought greater racial diversity through race-neutral means, like showing a preference for poor applicants. The implication of these cases for the future of higher education has already begun to attract some public attention — and for good reason.

It’s just a “little mental flip,” Dr. Kurtz said, but one that “can make the time feel precious.”Figure out what you crave from travel and try to recreate it. She recommends asking a similar question before a staycation: What can I bring into my home that can help give me those feelings? If you are spending your break with kids in tow, perhaps alternate who chooses activities so everyone has something to enjoy. So do what you can to heighten your sense of anticipation, Dr. Lyubomirsky said. “You don’t want to have an experience and immediately forget about it,” Dr. Lyubomirsky said.

May 2 (Reuters) - Family members of former Bosnian Serb political leader Radovan Karadzic, who was convicted of war crimes for his role in the 1990s Balkan conflict, sued the U.S. Treasury Department on Tuesday over their continued inclusion on a U.S. sanctions list. A Treasury Department spokesperson did not immediately respond to a request for comment. His family said they began petitioning the Treasury Department in 2020 to be removed from a list of sanctioned individuals known as the "Specially Designated Nationals" list. “It’s unfair for somebody to have to wait so long before getting a decision,” said the family’s attorney, Peter Robinson. The lawsuit asked the court to order OFAC to decide on their requests within 30 days and seeks attorney fees.

"Zombie" companies are facing a year of pain ahead, according to think tank expert Sonya Gibbs. Gibbs pointed to higher interest rates, which could strain finances at overborrowed firms. But higher rates are necessary to correct major problems in the market, she added. In the short term though, higher rates are going to cause a lot of pain," Gibbs warned. Other market observers have raised similar concerns as the Fed continues to raise interest rates.

Hong Kong CNN —The team of Communist Party officials running China’s economy is about to get a major makeover. They include the four men tipped to manage the world’s second biggest economy: Li Qiang as premier, Ding Xuexiang as executive vice premier, He Lifeng as vice premier and Zhu Hexin as the new central bank chief. That puts the 63-year-old in line to succeed Premier Li Keqiang when he steps down during the upcoming congress. Li would be the first premier since the Mao era not to have previously worked at the State Council, China’s cabinet, as vice premier, analysts say. Xi’s preference for personal loyalty over technocratic competence bodes ill for China’s already bleak economic outlook, analysts said. “In effect, Xi Jinping establishes an echo chamber around his own ideas,” she said. People watch the opening session of the 20th Chinese Communist Party Congress in Huaibei, in China's eastern Anhui province. Li Qiang, the party boss of Shanghai who presided over the city’s chaotic two-month lockdown, is now the second-highest ranking party official after Xi. The NDRC is China’s top economic planner, responsible for drafting the country’s economic plans and overseeing major state investment projects.
“Xi’s leadership is not causal for China’s economic rise,” said Sonja Opper, a professor at Bocconi University in Italy who studies China’s economy. Bloomberg/Getty ImagesThe International Monetary Fund recently cut its forecast for China’s growth to 3.2% this year, representing a sharp slowdown from 8.1% in 2021. Under Xi, China has not only become more insular, but has also seen the fraying of US-China relations. He is expected to secure an unprecedented third term in power at the Communist Party Congress that begins on Sunday. “Moreover, growth is not the only source of legitimacy and support for the Communist Party, and Xi has increasingly burnished the Communist Party’s nationalist credentials to appeal to patriotism as well as pocketbooks,” he added.
Singer R. Kelly, already behind bars, ordered to pay victims

NEW YORK, Sept 28 (Reuters) - R. Kelly, the multiplatinum R&B singer convicted twice this year of sex crimes, will be required to pay at least $300,000 in restitution to some of his victims, a federal judge said on Wednesday. Donnelly sentenced Kelly in June to 30 years in prison, after a jury convicted him of racketeering and other charges. The monthlong trial amplified accusations that had dogged the singer of the Grammy-winning hit "I Believe I Can Fly." Kelly was also convicted last month in Chicago on separate charges of child pornography and luring underage girls for sex. Kelly, whose full name is Robert Sylvester Kelly, is among the most prominent people convicted of sexual misbehavior during the #MeToo movement against such conduct by prominent men.
DENVER — A man accused of using an AK-47 to kill a woman and wound her boyfriend as they walked their dog was convicted of first-degree murder and attempted murder on Thursday. Close had pleaded not guilty by reason of insanity but jurors concluded that he knew what he was doing when he opened fire, The Denver Post reported. Close yelled out the window at the couple as they urged the dog to “go potty” before getting the AK-47, which he had taken from a friend who was a Denver police sergeant. Close cried as the verdict was read, as did members of Thallas’ family. Thallas’ mother, Anna Thallas, said she felt numb.
A decade-old scandal at a Massachusetts crime lab — which led authorities to dismiss tens of thousands of drug convictions — may involve wrongdoing by more people than was previously known, according to a recent court order. At least one person was referred to the state attorney general’s office in 2015 for potential prosecution, Judge John T. Lu wrote last week. The ruling stokes lingering doubts about statements by the state inspector general’s office over the past eight years that Dookhan was the “sole bad actor” at the Hinton lab. Bizuayehu Tesfaye / APDookhan’s misconduct at the Hinton lab was exposed in 2012, after she had worked there for nearly a decade. A spokesman for the inspector general’s office declined to comment, citing ongoing litigation.
