CNN —President Joe Biden’s campaign effort brought in $53 million in February, a sign of accelerating donor interest over a month that saw the election rematch crystalize between Biden and former President Donald Trump. The figure, which includes funds from Biden’s campaign, the Democratic National Committee and related joint fundraising committees, contributed to the $155 million Biden’s effort had in the bank at the end of February. Biden’s fundraising efforts in February included a three-day swing in California that was expected to raise as much as $10 million. In all, the Biden campaign says it has received donations from 1.3 million donors since the start of the campaign last year, with 97% coming in under $200. February was the strongest grassroots fundraising month so far, the campaign said.

The Wall Street Journal declared that the transcripts of Biden’s deposition with Hur released on Tuesday painted “a more nuanced picture” than the report indicated. Strangely, that characterization of Biden didn’t find its way into his report — and, thus, the crush of ensuing news stories. To be fair to news organizations, they were faced with a thorny, difficult decision after the Hur report dropped. On the other hand, leaning hard into the report, producing scores of stories and television segments about Hur’s characterization of Biden’s age, proved ultimately to be unwise as well. What news organizations can do now, however, is forcefully acknowledge that the deposition transcript poured cold water on Hur’s over-the-top characterization of Biden’s mental fitness.

To the Editor:Re “Special Counsel Defends Claims on Biden Lapses” (front page, March 13):After watching hours of testimony by Robert Hur, the special counsel in the investigation of President Biden’s handling of classified documents, I am impressed by his professionalism and impartiality. Why the Republican members of the House Judiciary Committee thought a televised hearing would undermine Mr. Biden and help Donald Trump eludes me. Mr. Hur’s decision not to prosecute Mr. Biden involved an analysis of the totality of the circumstances and was the correct outcome. Mr. Hur determined he could not meet that high standard. The repeated comparisons with Donald Trump’s handling of classified documents were damning for the former president.

The White House reportedly plans to follow tradition and authorize national security briefings for Trump after he officially becomes his party’s nominee at the Republican National Convention in July. Serious financial need is a top reason for denial of clearances for federal government positions requiring access to classified national security information, due to vulnerability to bribery or coercion. Given the risks posed by Trump’s access to national security intelligence, we must ask whether Biden’s asymmetrical belief in sticking to political norms is an Achilles heel. In opting to provide intelligence briefings to candidate Trump, they are likely to impose conditions on the briefings for security reasons. In granting intelligence briefings to his rival, he clearly reasoned that preserving a nonpartisan tradition was the wisest decision at this difficult moment in the nation’s history.

On Tuesday, when the special counsel Robert Hur testifies before Congress, it will be high presidential-year political theater. This is just the latest example of the inversion of the aims of the special counsel office. A special counsel is supposed to ensure that the Justice Department can credibly conduct sensitive investigations that are, and that appear to be, fair and apolitical. Yet special counsels (and their precursors) have for decades failed to achieve this goal — a failure that has now reached a peak with two special counsels having an extraordinary impact on a presidential election. In February, Mr. Hur, the special counsel who investigated President Biden, concluded a yearlong investigation into Mr. Biden’s retention of sensitive government documents by finding that the president should face no criminal charges. "My task was to determine whether the president retained or disclosed national defense information willfully," Hur told the House Judiciary Committee in testimony about his probe of Biden.
