Liam Payne's One Direction bandmates are "completely devastated" by his death, they said in a statement on the boy band's Instagram account Thursday, one day after Payne's death at an Argentina hotel. ISIS-K, the Afghan branch of the Islamic State, directed an Afghan man’s foiled U.S. Election Day terror plot, according to two senior U.S. officials briefed on the matter. The revelation that a foreign terrorist organization was in communication with a would-be attacker inside the U.S. makes the alleged Election Day plot different from most terrorism cases in the past decade, most of which involved people self-radicalized online or self-directed attempts. The charging documents say Tawhedi told the FBI that he was communicating with a person named “Malik” and that he knew “Malik” was affiliated with ISIS. Tawhedi’s mother, who lives in Afghanistan, is believed to be an ISIS sympathizer, two U.S. officials said. In the France case, law enforcement officials told NBC News they had opened a preliminary investigation into a potential terror plot in France on Sept. 27.

A Russian man has been rescued in the stormy Sea of Okhotsk after surviving for more than two months in a tiny inflatable boat that lost its engine, but his brother and nephew were dead, officials said on Tuesday. The prosecutor’s office in the far east of Russia said the man was rescued by a fishing vessel off the Kamchatka Peninsula on Monday. Their bodies were reportedly found in the boat when the Angel fishing vessel rescued Pichugin. Media reports said the three men had travelled to the Shantar Islands, off the north-western shore of the Sea of Okhotsk. The man was saved by Russian rescuers after drifting for 67 days in the Sea of Okhotsk.

CNN —A Russian man has been rescued after 67 days adrift on a small boat in the bitterly cold Sea of Okhotsk, Russian authorities said Tuesday. The man’s brother and his teenage son died in the ordeal, according to Russian state media RIA Novosti, who named the survivor as 46-year-old Mikhail Pichugin. The rescued man’s wife told Russian state media that his weight could have played a role in his survival, given he weighed about 220lbs (100 kg). She told RIA that Pichugin and his late brother and nephew had enough food to last for about two weeks. He is “in serious condition, emaciated, but conscious,” the director of the fishing company that stumbled upon the adrift boat told RIA.

A 19-year-old man was arrested on suspicion of killing his father at a popular waterfall in Southern California, authorities said. Deputies responded to a call about an assault with a deadly weapon, according to a Saturday statement from the sheriff’s department. In a Sunday statement, the sheriff’s department said the man involved in the vehicle collision was the 19-year-old son of the victim. A Detroit man was arrested after allegedly slashing the neck of a 7-year-old girl this week at a park. VORONEZH, Russia — A Russian court on Monday sentenced U.S. citizen and ex-Marine Robert Gilman to seven years and one month in prison for assaulting a prison official and a state investigator, the local prosecutor’s office said. Gilman, 30, is already serving a 3-1/2-year sentence for attacking a police officer while drunk, a charge he was convicted of in October 2022. Prosecutors in Voronezh, a city about 300 miles (500 km) south of Moscow where Gilman is incarcerated, said he had attacked a prison employee and a state investigator on separate occasions in the autumn of 2023. At least eight people died during a failed attempt to cross the English Channel from northern France, French maritime authorities said Sunday. Once the vessel reached the beach, rescue services offered medical assistance to 53 migrants, a statement from the French maritime authorities in charge of the Channel and the North Sea said. Before Saturday’s accident, at least 43 migrants had died or gone missing while trying to cross to the U.K. this year, according to the International Organization for Migration. Other surveillance and rescue operations are underway Sunday along the entire Pas-de-Calais coast amid stormy weather conditions and agitated sea, French maritime authorities said. In July, four migrants died while attempting the crossing on an inflatable boat that capsized and punctured.

Gunmen killed 14 people in a Shiite-majority area in central Afghanistan, the Taliban said Friday, in one of the deadliest attacks in the country this year. Michael Proctor, the Massachusetts state trooper suspended over his conduct while he was investigating Karen Read, will not testify in another high-profile case on which he was a lead investigator, prosecutors said. The department devoted dozens of additional officers to investigating the case, the filing says. Turkey has opened an investigation into the death of a Turkish-American activist believed to have been shot by Israeli troops in the occupied West Bank and will request international arrest warrants, Ankara said on Thursday. The body of the woman, Aysenur Ezgi Eygi, 26, will arrive in Turkey on Friday, the Foreign Ministry said. Israel has taken responsibility for the death of Eygi, who was killed last Friday while taking part in a protest against Jewish settlement expansion in the West Bank. A Turkish foreign ministry source said it was anticipated that Eygi’s body would be flown from Tel Aviv to Baku on Thursday night, and on to Istanbul on Friday morning. He told reporters that Turkey had evidence regarding the killing and would make international arrest requests.
