Oil prices ease as market awaits China data to gauge demand

Oil prices eased on Tuesday, giving up most of the gains from the previous day, on concerns over weak demand in China, with investors focusing on trade data due later in the day to gauge demand from the world's second-largest oil consumer. Both benchmarks gained about 30 cents on Monday after top exporters Saudi Arabia and Russia reaffirmed their commitment to extra voluntary oil supply cuts until the end of the year. "Oil prices were supported by continued output cuts by Saudi and Russia the previous day but investors' attention has shifted to demand, especially in China," said Toshitaka Tazawa, an analyst at Fujitomi Securities, noting all eyes are on data from China this week. "We expect to see a tug-of-war at the levels near the current oil prices going forward, while digesting news on both supply and demand sides," Tazawa said, adding the trend may change dramatically if the Middle East situation becomes more tense. Moscow also announced it would continue its additional voluntary supply cut of 300,000 bpd from its crude oil and petroleum product exports until the end of December.

OTTAWA, Nov 2 (Reuters) - The Canada Energy Regulator (CER) on Thursday ordered the Trans Mountain oil pipeline expansion project to stop work in a wetland area near Abbotsford, British Columbia, after inspectors found several environmental and safety-related non-compliances. Trans Mountain Corp, the Canadian government-owned corporation building the expansion project, said the order applies to a specific work area of about 800 metres. Work on the oil pipeline expansion project is more than 95% complete, Trans Mountain said. Prime Minister Justin Trudeau's Liberal government bought the pipeline in 2018 to ensure the expansion project went ahead. In 2021, Trans Mountain was ordered to stop work for four months to protect hummingbird nests along a one-kilometer section of its route.

(AP) — Federal regulators have approved the expansion of a natural gas pipeline in the Pacific Northwest over the protest of environmental groups and top officials in West Coast states. OTTAWA, Oct 12 (Reuters) - The Canada Energy Regulator (CER) said on Thursday it will make a preliminary decision on Trans Mountain Corp's proposed shipping tolls for its oil pipeline expansion project this autumn, before holding a hearing on the tolls next year. The timing of the decision aims to ensure interim tolls are in place when the pipeline expansion becomes operational, the regulator said in a statement. The 590,000 barrel-per-day Trans Mountain expansion project (TMEP) will nearly triple the flow of oil from the province of Alberta to Canada's Pacific Coast and is expected to start operating late in the first quarter of 2024. But shippers including Canadian Natural Resources (CNQ.TO) and Cenovus Energy (CVE.TO) are disputing the interim tolls proposed by Trans Mountain, arguing a portion of the base toll is too high. "After service begins on the TMEP and final costs are known, Trans Mountain can request approval from the Commission of the CER for final tolls," the regulator said.

Oil falls further on U.S. stock build, easing supply concerns

Oil prices extended losses for a third session, dragged down by a larger-than-expected crude and gasoline stockbuild in the U.S. and easing supply concerns. U.S. crude oil stockpiles swelled by about 12.9 million barrels, according to market sources citing American Petroleum Institute figures on Wednesday. "Crude oil extended losses on signs the impact of the Israel-Hamas war on the oil market will be limited," ANZ analysts said in a client note. Expectations by the U.S. EIA of global oil inventories falling further in the second half of 2023, however, limited price weakness. The lower inventories, which are forecast to keep global oil supply below consumption, are likely to boost oil prices, the EIA said in a monthly report.

The Appalachian Regional Clean Hydrogen Hub (ARCH2) that includes western Pennsylvania, Ohio and West Virginia will also receive one of the grants, according to two sources. (AP) — Navigator CO2 Ventures announced Tuesday that it is putting on hold one of the two biggest proposed carbon dioxide pipeline projects in the Midwest so it can reassess the project. The company withdrew its application for a key permit in Illinois and said it it was putting all its permit applications on hold. The proposed 1,300-mile (2,092-kilometer) project would carry planet-warming carbon dioxide emissions from more than 20 industrial plants across South Dakota, Nebraska, Iowa, Minnesota and Illinois. The Illinois permit is crucial because that’s where the company planned to store the carbon dioxide underground. The Summit pipeline would carry carbon dioxide emissions from more than 30 ethanol plants in Iowa, Minnesota, Nebraska, North Dakota and South Dakota.

Russian exports of gasoline and cross-border supplies of diesel by rail and road are still prohibited, Deputy Prime Minister Alexander Novak said on Monday. On Sept. 21 Russia temporarily banned most exports of gasoline and diesel to cope with a domestic market shortage, with pipeline operator Transneft (TRNF_p.MM) halting diesel shipments from Primorsk from Sept. 22. TASS news agency cited a spokesman for Transneft as saying that the oil pipeline monopoly had restarted diesel exports on Saturday. Of that, 3.5 million tons of gasoline and 6.6 million tons of diesel were exported by rail, according to the LSEG data. Since the ban was introduced, wholesale diesel prices on the local exchange have fallen by 21%, while gasoline prices are down 10%.

The government said the lifting of restrictions applies to companies that supply at least 50% of the produced diesel fuel to the domestic market. Restrictions on railway diesel exports remain in place, with the exception on exports to some ex-Soviet states. A resumption of Russian diesel exports will have the biggest impact on Turkey and Brazil, Russia's two biggest buyers this year. Traders expect the lifting of the diesel ban could mean Asian diesel cargoes which would have replaced Russian exports in Africa and Turkey will now stay in the region, adding to already ample supplies. The diesel ban will have the biggest impact because Russia is the world's top seaborne exporter of the fuel, just ahead of the United States.

Oct 3 (Reuters) - BP Plc (BP.L) is exploring the sale of a 49% stake in its U.S. oil and gas pipeline network in the Gulf of Mexico, hoping to raise as much as $1 billion, according to people familiar with the matter. While it boosted its shareholder payout by 10% in second-quarter earnings in August, BP's net debt stood at $23.7 billion. BP has placed its stakes in U.S. Gulf of Mexico pipelines in a new company in which it will hold a 51% position and sell the rest, the sources said. The pipelines entity generates 12-month earnings before interest, tax, depreciation and amortization of around $200 million, the sources added. Among the pipelines in which BP holds stakes are the 161-mile Mars Oil Pipeline, the 89-mile Endymion Oil Pipeline and the 115-mile Cleopatra Gas Pipeline, according to its website.

Sept 30 (Reuters) - An oil pipeline ruptured in western Ukraine on Saturday, injuring nine people, including four children, and triggering a large fire, the regional governor said. Ivano-Frankivsk Governor Svitlana Onyshchuk, writing on the Telegram messaging app, said four of the injured remained in serious condition. The fire has been brought under control and the flow of oil stopped. "It is known that a loss of pressure occurred in the pipeline, which led to a leak of oil products and the fire, which spread to a private house," Onyshchuk said in the Telegram post. Pictures posted on Ukrainian media showed large clouds of smoke billowing skywards from the site of the accident.

Diesel prices were down 7.5% to 66,511 roubles per ton, according to the data from the St. Petersburg International Mercantile Exchange (SPIMEX). Wholesale fuel prices in Russia had been steadily rising this year amid fuel shortages, reaching all-time highs. In response, Russia on Thursday temporarily banned exports of gasoline and diesel to all countries apart from four ex-Soviet states. A Kremlin spokesman told reporters that the export ban would last for as long as necessary to ensure market stability.

U.S. West Texas Intermediate crude (WTI) fell 70 cents, or 0.78%, to $88.96, the lowest since Sept. 14. The hawkish stance also led to the U.S. dollar surging to its highest since early March, placing downside pressure on oil prices. "This tightness, along with strong refinery margins (largely a result of tightness in middle distillates) suggests that oil prices are likely to see further strength in the short term," he said.
