MEXICO CITY, Nov 22 (Reuters) - The Mexican National Guard on Wednesday captured Nestor Isidro Perez Salas, or "El Nini," who is accused of heading security for the faction of the Sinaloa Cartel headed by the sons of founder Joaquin "El Chapo" Guzman. Seen by U.S. anti-narcotics agents as one of the most ruthless Mexican drug figures, Perez Salas was detained in Culiacan, the Sinaloa Cartel's heartlands, and was taken to Mexico City, according to government detention records. "We're working side-by-side to combat arms trafficking, to tackle organized crime and to address the opioid epidemic, including fentanyl," Biden said. The U.S. and Mexico also agreed with China last week to stem the flow of fentanyl precursor chemicals from the Asian country. In January, Mexican authorities captured Ovidio Guzman in Sinaloa and extradited him to the United States in September.

(Reuters) - A Ukrainian court on Friday ordered a former government minister detained for 60 days with no option of bail on suspicion of espousing pro-Russian sentiments and committing treason. A video of a Kyiv court ordering Shufrych's detention circulated on numerous Ukrainian news sites. The investigators said Shufrych had been carrying out instructions by Russian and pro-Russian officials to promote pro-Moscow policies inside Ukraine. He held talks with separatists in eastern Ukraine in 2014 and urged Ukraine's authorities to consider making a deal with Moscow over the creation of pro-Russian territories there. Authorities said a search of Shufrych's home on Friday found documents on creating separatist entities in eastern Ukraine as well as Russian medals and other regalia.

Argentina's prolonged financial crisis has been aggravated by a ferocious drought that reduced crucial agricultural exports by an estimated $20 billion this year. "(Inflation) does not go down with abrupt devaluation... We do not believe that this is necessary in Argentina," Rossi said. "We are optimistic, we believe that we will find a way," Rossi said of the IMF talks.

The tanker Flex Artemis was in the South Atlantic and heading northeast on Thursday, according to Refinitiv vessel tracking. It had carried LNG from Yamal in Russia, according to a trader familiar with the matter, and had arrived in Argentine waters about July 14. The Flex Artemis is carrying around 160,000 cubic meters of LNG, according to Olumide Ajayi, senior LNG analyst at Refinitiv. Leo Kabouche, LNG market analyst at consultancy Energy Aspects, said warm weather in Argentina and the start of the Nestor Kirchner pipeline is likely reducing the call on LNG. Çanakkale (pronounced cha-na-call-ay) stands adjacent to the archaeological site that was once the ancient city of Troy, best known as the setting of the Trojan War in Homer’s “Iliad.”A giant wooden horse watches over Çanakkale. Five months later, on Nov. 24, the regulator approved the plan for the Quesqui field in the southern state of Tabasco. Interviews with eight sources with direct knowledge of the matter show Hernandez had been pressured by Lopez Obrador's government and Pemex to approve Quesqui and other plans, or resign. According to these people, at least three other senior officials at the regulator were also pressured by officials in government and at the regulator to help approve the plans. One of the officials who the sources said was pressured, the former technical head, Julio Trejo, resigned shortly before the Quesqui plan was approved. Guerrero also reiterated that the Quesqui field "is a strategic project" as defined by the government.
