"Allies have long warned of the risk that Russian spy ships and sabotage vessels patrolling subsea cable routes could pose to critical underwater infrastructure." Known by its Russian acronym, GUGI, the unit's goal is to surveil and possibly destroy the undersea cables the West relies on for the internet. The increase would take the overall number of Russian military personnel to nearly 2.4 million, including 1.5 million troops, according to the decree published by the Kremlin Monday. Last week, Russia stepped up its efforts to expel Ukrainian troops from Kursk and is inching forward toward the crucial Ukrainian town of Pokrovsk in the eastern Donbas region. In August 2022, Putin ordered an increase of 137,000 troops by the start of the new year, which put the military’s staffing at just over 2 million personnel, including 1.15 million troops. Then in December, Putin ordered another official expansion of 170,000 troops, bringing the total to 1.32 million. In an update published this month, the General Staff of Ukraine’s military said Russia has lost 616,300 troops.

CNN —Russia has launched a counter-attack in the Kursk border region where Ukrainian forces last month launched a surprise cross-border incursion. Ukraine has been anticipating a Russian reaction and a counteroffensive is in line with the ‘Ukrainian plan,’ Zelensky said. Zelensky has previously said that the surprise attack on Russia’s Kursk region was the initial step in a four-part “victory plan.”The Russian Ministry of Defense said in a statement Thursday that Russian forces had “penetrated” into the Kursk region, capturing 10 settlements. The call was the first time in years that the two regional military commanders have engaged in a formal conversation. Citing multiple recent “unsafe interactions” between China’s People’s Liberation Army and U.S. allies, Paparo said the Chinese military had an obligation “to comply with international laws and norms to ensure operational safety,” the readout said. Paparo also urged the Chinese military to reconsider what he said was its use of “dangerous, coercive and potentially escalatory tactics in the South China Sea and beyond,” it added. Both countries announced plans for a call between their military theater commanders after a visit to Beijing late last month by Jake Sullivan, Biden’s national security adviser. But it was only when Putin launched his full-scale invasion of Ukraine , in 2022, that Ammosov began to plot the overthrow of his homeland. As I found in months of wide-ranging interviews, everyone aspiring to a new Russian revolution grasps the seemingly impossible odds of their bid to topple Putin. Ponomarev — who was profiled last year in The Washington Post under the headline "Could this man bring down Putin?" Most applicants live in Russia, Sokolov tells me, but submissions have come from as far away as Uruguay. "I know a lot of good officers" in the CIA, Ponomarev told me, who "sympathize" with the anti-Putin insurgency.

Russia has increasingly fired glide bombs at Ukrainian territory in its invasion of the country. AdvertisementBut Russia has not been using the bombs at the same scale against Ukrainian forces that crossed the border into Russia earlier this month. Russia used 750 glide bombs on Ukrainian cities and villages last week alone, according to Ukrainian President Volodymyr Zelenskyy Sunday. It's also fewer than the 50 glide bombs Russia has reportedly been firing daily into Ukraine's Sumy region, which neighbors Kursk. But these were relatively isolated incidents rather than something that was happening as a result of a new strategy, such as using glide bombs in Kursk.

Ukrainian servicemen operate a Soviet-made T-72 tank in the Sumy region, near the border with Russia, on August 12, 2024, amid the Russian invasion of Ukraine. Ukraine's President Volodymyr Zelenskyy stated on Sunday that it was designed "to put pressure on the aggressor Russia" and to push "the war into the aggressor's territory." Russian official Alexei Smirnov, the acting governor of the Kursk region, told a solemn-looking Putin via videoconference Monday that Ukraine controlled 28 settlements. Analysts at the Institute for the Study of War said geolocated footage suggests Ukraine controls a higher number of around 40 settlements, as of Monday. Russia caught off guardPresident Putin vowed on Monday a "worthy response" to Ukraine's border raid, just as 11,000 more civilians were evacuated in Kursk's neighboring region Belgorod, due to "enemy activity."

While it waits to amass the ammunition, manpower, and resources to launch a large-scale, well-timed counteroffensive, Ukraine should experiment with ways to take the initiative and gain momentum, war analysts say. "Ukrainian forces," they argued, "are very unlikely to be able to initiate significant counteroffensive operations in 2024 and into 2025." Such a strategy isn't necessarily new for Ukraine, which has repeatedly found ways to deal unexpected blows to Russian forces despite a grueling ground fight. "It will also protract the war and dramatically increase its costs to Ukraine and to Ukraine's supporters," they said. "Ukraine should thus seek every possible way of restoring maneuver to this war as soon as possible, daunting though that task appears."

CNN —Ukrainian forces are pushing further into the Kursk region of Russia, in a cross-border incursion that surprised even American officials, multiple US and Ukrainian officials tell CNN. Ukrainian forces are comprised of a mix of Ukrainian regular and special operations units, unlike previous Ukrainian operations inside Russia that often involved undercover units and local sympathizers. Russia claimed on Thursday to have halted a Ukrainian incursion into its territory, but later said that some battles are ongoing in the Kursk region.
