CNN —Ukraine should be allowed to use French weapons, including long-range missiles, against targets inside Russia from which Moscow attacks Ukraine, French President Emmanuel Macron said Monday. The SCALP missiles have a range of up to 155 kilometers (96 miles) and carry a 400-kilogram (881-pound) high-explosive penetration warhead, according to the Missile Threat project at the Center for Strategic and International Studies. Russian security agents detained a senior general early Tuesday, widening a purge of the country’s sprawling Defense Ministry amid President Vladimir V. Putin’s broader shake-up of his government. Lt. Gen. Yuri Kuznetsov, who oversaw the ministry’s personnel department, was detained on an accusation of “large-scale” bribery, Russia’s Investigative Committee, a federal law enforcement agency, said in a statement on Tuesday. His detention came after Mr. Putin unexpectedly removed his long-serving defense minister, Sergei K. Shoigu, from his post and replaced him with a member of his economic team. UN spokesperson Farhan Haq told a daily briefing at the UN that the health ministry in Gaza recently published two separate death tolls – an overall death toll and a total number of identified fatalities. The fully identified death toll comprises of 7,797 children, 4,959 women, 1,924 elderly, and 10,006 men, the UN spokesperson said, citing the Gaza health ministry. The total number of dead also does not include the approximately 10,000 people who are still missing and trapped under the rubble, the officials added. Israel launched its military assault on Gaza on October 7 after the militant group Hamas, which governs Gaza, killed at least 1,200 people in Israel and abducted more than 250 others. The personal information of British military personnel has been hacked in a significant new data breach likely to have been orchestrated by a state, senior British politicians said on Tuesday. The cyberattack, which targeted a third-party payroll system used by Britain’s Ministry of Defense, yielded the names and bank details of some serving members of the armed forces and some veterans, they said, as well as a small number of addresses. The payroll system, which is not connected to the defense ministry’s own internal network, has been taken offline and the government has not publicly blamed anyone for the data breach, or confirmed British media reports pointing a finger at China. In March Britain accused China of cyberattacks that compromised the voting records of tens of millions of people, and said that the Chinese had attempted unsuccessfully to hack email accounts belonging to several members of Parliament. The deputy prime minister, Oliver Dowden, also announced sanctions against two individuals and one company linked to a state-affiliated group implicated in those attacks.

CNN —Ukraine is tightening pressure on men of call-up age living abroad by temporarily suspending consular services, amid a wider overhaul of the country’s mobilization rules aimed at beefing up its defenses against Russia’s invasion. The mechanism for updating and verifying military registration data “is currently being determined,” it said. After updating their military registration data at recruitment centers in Ukraine, male citizens aged 18 to 60 with valid military registration documents will have full access to consular services, the ministry said. The temporary suspension won’t affect the provision of consular assistance in case of emergencies with Ukrainian citizens abroad, it added. The Israeli military said it was conducting a “high-precision” operation at Al-Shifa Hospital early on Monday morning, claiming that senior Hamas officials had regrouped in the hospital, which is Gaza’s largest. CNN —Indonesia’s transport ministry will launch an investigation after two Batik Air pilots fell asleep during a recent flight, according to state news agency Antara, citing the ministry’s civil aviation director-general M Kristi Endah Murni. The flight, BTK6723, lasted two hours and 35 minutes, and successfully landed in Jakarta, according to Antara and the preliminary report. Around 90 minutes into the flight, the second-in-command then “inadvertently fell asleep,” according to the report. Around 28 minutes after the last recorded transmission, the pilot-in-command woke up and realized the plane was not in the correct flight path. The preliminary report detailed that the pilot-in-command told the ACC that the flight had experienced a “radio communication problem” that had been resolved.

CNN —Medicine for Israeli hostages and Palestinians has entered Gaza, Qatar said Wednesday, after the Gulf nation brokered a deal between Israel and Hamas to provide vital medication to the war-torn enclave. The agreement mediated by Qatar Tuesday will see medication delivered to Israeli hostages held by Hamas in Gaza in exchange for medicine and humanitarian aid to Palestinian civilians. Osama Hamdan, a Lebanon-based Hamas official, said the agreement was dependent on there being enough medication for Palestinians in Gaza in addition to the Israeli hostages. Hamas has stipulated that for every box of medication given to the hostages, Palestinians in Gaza must receive 1,000 boxes. However, the Israeli military said it does “not have the ability to guarantee” that medicine will reach the hostages.

CNN —As fighting continues between Israel and Hamas, many may wonder why this war — and, more broadly, the decades-long Israeli–Palestinian conflict — is so intractable. A feature of sacred values is that they cannot be traded-off with profane values like material incentives to compromise. When each side was offered foreign aid to incentivize the deal, it produced a backfire effect among those who held sacred values. When a symbolic concession was offered, those holding sacred values were less angered and disgusted by the deal, and support for violent opposition plummeted. Carrot-and-stick policies, such as the promise of foreign aid coupled with the threat of sanctions, backfire when presented to those holding sacred values.
