A Meta logo is seen on a beach during the Cannes Lions International Festival of Creativity in Cannes, France, June 19, 2023. Judge Timothy Kelly of the U.S. District Court for the District of Columbia denied a motion filed by Meta on Monday for the court to hear the dispute with the Federal Trade Commission (FTC). Meta in a court filing on Tuesday said it would appeal Kelly's decision to the U.S. Court of Appeals for the District of Columbia. The dispute started in May when the FTC proposed changing a settlement reached in 2019 that required Facebook, which became Meta in 2021, to pay $5 billion. The FTC said it would tighten the 2019 settlement to bar Meta from making money off data collected on users under age 18, including in its virtual reality business.

AMSTERDAM, Nov 27 (Reuters) - The Dutch government on Monday said that, after an assessment, it won't block Chinese-owned Nexperia's acquisition of Delft-based start-up Nowi. "There are no legal objections to the acquisition of Nowi by Nexperia," Economic Affairs Minister Micky Adriaansens said in a letter to parliament. Nexperia, owned by China's Wingtech (600745.SS), bought Nowi, which has around 40 employees, for an undisclosed sum in 2022. But the Dutch government decided to vet the deal retroactively in May 2023 after it established a new office to review foreign takeovers of potentially sensitive technologies. Nov 27 (Reuters) - Activist investor Elliott Investment Management on Monday said it was ready to nominate directors at Crown Castle International and push for the ouster of the wireless tower owner's executives and board members, whom it blames for years of underperformance. The hedge fund in a letter released on Monday said the company needs "comprehensive leadership change." It said it was ready to appeal to other shareholders to make changes to the 12-member board, signaling a possible proxy fight next year. Elliott sharply criticized management and the board saying a "lack of oversight ... contributed to its irresponsible stewardship and flawed financial policy." The hedge fund said the company "disregarded our data-driven analysis" and added that "our recommended changes were neither made nor taken seriously."

While high interest rates have boosted the banks' lending margins, residential mortgages, auto loans and commercial real estate loans have slowed as consumers and businesses pulled back. With interest rates forecast to remain high, renewal of the mortgages will squeeze household budgets. Banks are also rethinking lending to industries sensitive to high interest rates, from condo development to office space. "We want to make sure we have some kind of confidence when a project is going to go ahead," said Victoria Girardo, Canadian Western Bank's (CWB.TO) VP in real estate lending. The ruling, which will likely be appealed, could set up the next voting rights battle at the U.S. Supreme Court. The vast majority of Voting Rights Act cases are filed by private parties. For instance, the case that prompted the Supreme Court earlier this year to strike down Alabama's congressional map was originally filed by a coalition of civil rights groups. In a dissent, Chief Judge Lavenski Smith, also a Bush appointee, said he would have followed existing precedent unless Congress or the Supreme Court said otherwise. Sophia Lin Lakin, the director of the American Civil Liberties Union's voting rights project and a lawyer for the plaintiffs, in a statement called the ruling a "travesty for democracy."

Nov 9 - Traders of futures contracts that track expectations for the Federal Reserve's policy rate pushed out bets on the U.S. central bank's likely first interest-rate cut to June of next year, after Fed Chair Jerome Powell said he was not yet convinced rates are "sufficiently restrictive." The contracts had earlier priced the Fed's first rate cut as more likely than not in May. Traders still are overwhelmingly betting against another Fed interest-rate hike, although prices after Powell spoke reflected a slight bump up in the probability seen of a rate hike in December or January. REUTERS/Brendan McDermid Acquire Licensing RightsNEW YORK, Nov 9 (Reuters) - Brazil's central bank chief Roberto Campos Neto on Thursday said any change to the country's fiscal target would raise concerns, following comments by President Luiz Inacio Lula da Silva casting doubt on the government's vow to erase a budget deficit. Since then, Finance Minister Fernando Haddad has broadly reaffirmed Brazil's commitment to "fiscal balance," but lawmakers involved in next year's budget bill are hinting heavily that they aim to loosen the zero-deficit target. Lawmakers said they expect the Louisiana Republican to unveil a continuing resolution or "CR" to avert a partial government shutdown as late as Saturday. Johnson can afford to lose no more than four Republican votes from his slim 221-212 House majority on legislation opposed by Democrats. But he is under pressure from Republican hardliners to lumber any CR with spending cuts and policy riders Democrats uniformly reject. "If there's any kind of CR, there has to be spending reductions," Representative Chip Roy, a prominent conservative, told reporters. House Republicans are trying to pass a full slate of 12 appropriations bills for fiscal 2024, which began on Oct. 1.

Twelve Democrats voted with 214 Republicans for the bill, and two Republicans joined 194 Democrats in objecting. Republicans have a 221-212 majority in the House, but Biden's fellow Democrats control the Senate 51-49. To become law, the bill would have to pass both the House and Senate and be signed by Biden. The nonpartisan Congressional Budget Office on Wednesday said the IRS cuts and Israel aid in the House bill would add nearly $30 billion to the U.S. budget deficit, currently estimated at $1.7 trillion. After the vote, Johnson urged the Senate and White House to quickly approve the bill.

Lula said soldiers will work with federal police officers to manage security operations at Latin America's largest port and airport: the port of Santos, in Sao Paulo, and its main airport Guarulhos. Soldiers will also be deployed to the port of Itaguai in Rio de Janeiro state and Rio's Galeao airport. Those ports and airports are key logistical hubs for booming cocaine exports to Europe, while also receiving contraband like high-caliber weapons that contribute to street violence. "The situation in Rio de Janeiro has reached a very serious point," Lula said at a ceremony after singing the decree. SARAJEVO, Oct 30 (Reuters) - The European Union plans to help the countries of the Western Balkans pursue reforms needed for integration with the wealthy bloc with an investment of 6 billion euros ($6.4 billion), the EU executive's president, Ursula von der Leyen, said in Skopje on Monday.
