The BOJ will now look to utilize its short-term interest rate as its primary policy tool. Earlier in the day, the euro rose against most other major currencies, following the surveys. The survey showed the euro zone economy is on track to contract again in the fourth quarter. Its PMI rose to 43.8 from 43.1, beating the poll expectation for 43.4 but was still below breakeven. The euro was up last up 0.18% on the day at $1.09075, having traded as high as $1.0931 earlier in the day.

Data on Monday showed U.S. homebuilder confidence fell for a second month in September, with optimism dropping to the lowest since April as high interest rates cut into affordability for prospective buyers. Fed fund futures show investors expect the Federal Reserve to keep interest rates on hold in the 5.25% to 5.5% range on Wednesday. The European Central Bank raised interest rates to 4% last week, but said this hike could be its last. Traders think Sweden's central bank is highly likely to raise interest rates on Thursday by 25 basis points to 4%, piling more pressure on the economy. The yen was up about 0.15% against the dollar at 147.62 to the dollar, with traders out for a Japanese public holiday.

The nation currently has just two pilot-scale offshore wind farms capable of producing 42 megawatts of electricity. Stephanie McClellan, executive director of the offshore wind advocacy group Turn Forward, said making sure the first fleet of projects succeeds was more important than a particular timeline.
