Two reports released Monday provide a mixed but compelling outlook on the wave of book removals and challenges as the annual Banned Books Week begins for schools, stores and libraries nationwide. The ALA attributed the decline in book challenges in the first eight months of 2024, in part, to the work of anti-censorship activists and “success in courts” against laws that restrict book access. “But, you know, the First Amendment protects the rights of minors as well.”While the ALA’s report shows signs of book challenges abating, objections to certain titles still persist. Like the ALA, PEN said a large portion of the books targeted have racial or LGBTQ themes. A school district in northeastern Florida must return three dozen books related to race and the LGBTQ community to school libraries as part of a settlement reached Thursday with authors, parents and students. The Nassau County School Board removed 36 books last year after the titles were challenged by Citizens Defending Freedom, a conservative advocacy group. The Nassau County School Board did not immediately return a request for comment. The suit was among several that challenged the removal of books by school districts across Florida under a law signed by Republican Gov. Ron DeSantis that made it easier for community members to challenge books they found to be inappropriate in school libraries.

Dutch digital bank Bunq is plotting re-entry into the U.K. to tap into a "large and underserved" market of some 2.8 million British "digital nomads." "Bunq focusses on digital nomads who tend to roam the world," Ali Niknam, Bunq's CEO and co-founder, told CNBC via emailed comments. And in the U.K., Bunq is awaiting a decision from financial regulators on an application to become a licensed e-money institution, or EMI. Many of these positions will be part of a "tailored digital nomad" program that allows staff to work from anywhere in the world, Bunq said. Bunq earlier this year reported its first full year of profitability, generating 53.1 million euros ($58.51 million) in net profit in 2023.

London CNN —Local governments across England, Scotland and Wales face a £4.3 billion ($5.6 billion) hole in their finances in the coming year, according to a new report. Many of Britain’s local governments have faced chronic funding shortfalls over the past decade, partly as a result of deep cuts to funds from the central government in the 2010s. “Councils are teetering on the brink of financial disaster,” Unison general secretary Christina McAnea said in a statement. The number of public toilets dropped by 1,629 over the same period, and the number of council-run libraries fell by 1,376, according to Unison. Giving examples of further cuts to come, Unison said Shropshire Council in the West Midlands region of England plans to slashup to 540 jobs.

Two years ago, YouTube abandoned its audacious plan to beat Hollywood at its own game. So it canceled the shows and fell back on the user-created content that had made it a household name. Now, YouTube consistently ranks as the most popular streaming service on U.S. televisions, surpassing the companies it once tried to emulate. Since Netflix started offering original content in 2012, TV networks have jumped into the streaming race, trying to outflank one another with major upfront investments. Netflix alone spends $17 billion a year on new series and movies as well as on older fare from other companies’ libraries.

While the effort to restrict access to books has been getting somewhat less attention on the national stage, it remains a potent issue on the state and local level, where most decisions about schools and libraries are made. Proponents say these rules are necessary to protect children from encountering sensitive topics, like sexual content, sexual violence or graphic depictions of nudity, on their own. Detractors say these rules make it difficult for students to view a range of books, including those that reflect real world experiences and some classics with more mature themes that have long been taught in high schools. The Federal Emergency Management Agency will take new steps to ensure that the structures it funds — including schools, hospitals, police stations, libraries, sewage treatment plants and bridges — are protected from flooding. The agency said Wednesday that projects constructed with FEMA money must be built in a way that prevents flood damage, whether by elevating them above the expected height of a flood or, if that’s not feasible, by building in a safer location. The rule also makes it clear that building decisions must reflect risks now and also in the future, as climate change makes flooding more frequent and severe. “We are going to be able to put a stop to the cycle of response and recovery, and rinse and repeat,” Deanne Criswell, the FEMA administrator, said during a call with reporters. The new rule will “enhance resilience in flood-prone communities, by taking future flood risk into consideration when we rebuild,” she said.

New York CNN —New York City officials have agreed to restore more than $111 million in funding to libraries and cultural institutions, the City Council announced Thursday. “We are proud to announce a full restoration of funds to both our libraries and cultural institutions in the upcoming budget,” said New York City Mayor Eric Adams in a statement Thursday. More than 174,000 people sent letters to City Hall in support of the “No Cuts to Libraries!” campaign since the cuts were announced in November. “This funding will allow us to resume seven-day service, a priority for many New Yorkers,” the libraries said in a statement shared with CNN. “We are running a library system today on a pre-pandemic funding level that has not kept pace with inflation,” Linda Johnson, president and CEO of Brooklyn Public Library said at the time.

A major second wave of cuts to the New York City library system has been averted in an 11th-hour deal announced on Thursday by the City Council and Mayor Eric Adams. The restoration of $58 million in proposed cuts to the city’s three major library systems, part of a broader city budget agreement expected to be announced on Friday, has been one of the main focal points of the City Council speaker, Adrienne Adams. It is expected to allow libraries to reopen on Sundays and remain open on Saturdays. The budget, which is due on Sunday, will also restore $53 million in funding for arts institutions, according to the announcement. The mayor’s office and the City Council are in the final stages of negotiations, and deliberations have been contentious, with the two sides unable to agree on basic revenue estimates.
