The Stop Harboring Iranian Petroleum (SHIP) bill, which passed 342-69, would impose measures on foreign ports and refineries that process petroleum exported from Iran in violation of U.S. sanctions. While Congress can pass sanctions legislation, such measures often come with national security waivers that allow presidents discretion in applying the law. Despite U.S. sanctions on Iranian oil over its nuclear program, its exports of crude are soaring.

More than 100 members of Congress signed a letter urging President Biden to boost security assistance for Israel and hold Iran accountable for funding Hamas by enforcing sanctions and working to end Iranian oil trade to China. Led by Reps. Josh Gottheimer (D., N.J.), Don Bacon (R., Neb. ), and Claudia Tenney (R., N.Y.), the letter is signed by 63 Democrats and 50 Republicans. “Iran must be held fully accountable for its continued role in funding Hamas and Islamic terror...We urge your Administration to work with our European allies to immediately implement snapback sanctions on Iran at the UN Security Council," the lawmakers wrote. They also said the U.S. should pressure Qatar and Turkey "to cease their support for Hamas and expel Hamas leadership that they host.”

REUTERS/Elizabeth FrantzRepresentative Josh Gottheimer rejected Republican demands to raise the $31.4 trillion debt ceiling only in exchange for deep spending cuts. “It’s critically important that all the parties sit down at the White House with the president and start having these conversations. That’s not negotiable,” Biden said on Wednesday, the day House Republicans narrowly passed their own legislation this week to lift the debt ceiling in exchange for sharp spending cuts. Gottheimer said it doesn’t matter whether the debt ceiling is considered together with spending and deficits or looked at separately.
