CNN —Israel vowed Hezbollah will “pay the price” after blaming the Lebanese militant group for a rocket attack in the Israeli-occupied Golan Heights that killed 12 children, touching off fears once again that an all-out war would envelop the region. Hezbollah says it “firmly denies” it was behind the strike, the deadliest to hit Israel since the October 7 attacks. “Hezbollah is responsible for this and they will pay the price,” Gallant said. US Secretary of State Anthony Blinken on Sunday backed Israel’s assessment, saying “every indication” suggested the strike was a rocket fired by Hezbollah. I had two thoughts on Friday as I listened to the chief judge of the International Court of Justice tell Israel to halt its military offensive in Rafah, the city in southern Gaza to which more than a million displaced people fled earlier in the conflict. The first was that the court’s ruling was unusually forceful: the judge said Israel “must halt” its military offensive in Rafah “immediately.” Many observers had not expected the court to issue such a direct order because it has no jurisdiction to impose similar requirements on Hamas, Israel’s opponent in the war. My second thought was that the court’s use of punctuation was definitely going to provoke debate. Here’s the key part of the ruling:The State of Israel shall, in conformity with its obligations under the Convention on the Prevention and Punishment of the Crime of Genocide, and in view of the worsening conditions of life faced by civilians in the Rafah Governorate: Immediately halt its military offensive, and any other action in the Rafah Governorate, which may inflict on the Palestinian group in Gaza conditions of life that could bring about its physical destruction in whole or in part. Sure enough, for several days some legal scholars have been arguing about whether the clause that begins “which may inflict” might put conditions on the order to “immediately halt.”Has Israel been told to halt its offensive, or to do so only if that offensive is about to partly or completely destroy Palestinians as a group?

The Biden administration believes that Israel has most likely violated international standards in failing to protect civilians in Gaza but has not found specific instances that would justify the withholding of military aid, the State Department told Congress on Friday. Even so, the report — which seemed at odds with itself in places — said the United States had no hard proof of Israeli violations. The report, mandated by President Biden, also makes a distinction between the general possibility that Israel has violated the law and any conclusions about specific incidents that would prove it. The conclusions are unrelated to Mr. Biden’s recent decision to delay the delivery to Israel of 3,500 bombs and his review of other weapons shipments. The president has said those actions were in response to Israel’s stated plans to invade the southern Gaza city of Rafah.

A White House spokesman warned on Thursday that Israel “smashing into Rafah” would not eradicate Hamas as he urged the country to find alternatives to the long-threatened assault on a city where more than a million Palestinians are sheltering. But Mr. Biden has grown increasingly wary of a major assault in the densely populated city of Rafah in southern Gaza. “An enduring defeat of Hamas certainly remains the Israeli goal, and we share that goal with them,” Mr. Kirby said. On Wednesday, he said he would also withhold artillery if Israel went ahead with a major operation in Rafah. “If they go into Rafah, I’m not supplying the weapons that have been used historically to deal with Rafah, to deal with the cities, that deal with that problem,” Mr. Biden said in an interview with CNN’s Erin Burnett.

CNN —The State Department is divided over whether Israel is using American-provided weapons in accordance with international law ahead of a fast-approaching deadline next week for Secretary of State Antony Blinken to make a determination to Congress. Human rights groups have accused Israel of committing war crimes and abuses during the war in Gaza. The State Department official Sunday did not give further details about which parts of the department are in favor of accepting Israel’s assurances, which are in favor of rejecting them, and which took no position. “We don’t comment on leaked documents, especially those purporting to contain classified information,” State Department spokesperson Matthew Miller said in a statement. While the report does not represent the US government’s own conclusions, Blinken said last week that the State Department was looking at the incidents.

The Palestinian militant group has long called for the Jewish state to be destroyed. Basem Naim, an Istanbul-based member of Hamas’ political bureau, told CNN on Thursday that the group would agree to disarm if an independent Palestinian state was established. Hamas has traditionally rejected a two-state solution that would see a Palestinian state established alongside Israel and has instead advocated the creation of a Palestinian state in all of historic Palestine that today encompasses Israel, the occupied West Bank, occupied East Jerusalem and Gaza. Barghouti said Hamas indicated as far back as 2007, when it led a Palestinian national unity government, that it is willing to accept a Palestinian state along the 1967 borders.
