"The issue is not about allowing the Ukrainian regime to strike Russia with these weapons or not. The issue is about making a decision: NATO countries directly participate in the military conflict or not. President Joe Biden has authorized Ukraine to use U.S.-provided long-range weapons inside Russia for limited strikes, according to two U.S. officials. The easing of longtime restrictions comes as North Korea has deployed thousands of troops to the Kursk region of Russia to support Russian troops fighting Ukrainian forces. The new authority applies to Army Tactical Missile Systems, or ATACMS, which Ukrainian officials have sought from the Biden administration. Andrew Harnik / Getty ImagesBut the change comes after Biden officials have condemned the North Korean deployment as a possible expansion of the war. In May, Biden secretly gave Ukraine permission to use American weapons to strike Russia just over the border.

Kyiv loudly decries the refusal, and just when the request seems to have been parked, the Biden administration approves it. Is it too late for the US-made Army Tactical Missile Systems, or ATACMS, to make a difference if it hits targets deep inside Russia? The answer is complex and perhaps explains some of the reluctance of the Biden administration to grant permission. Secondly, Ukraine has been able to penetrate deeper inside Russia using domestically manufactured and cheaper drones. Thirdly, the permission to use US precision missiles to hit deeper inside Russia is, as it sounds, quite provocative.

President Joe Biden has authorized the use of powerful, US-provided long-range missiles for Ukraine to strike inside Russia, according to multiple reports. Biden's decision will allow Ukraine to train its sights on some 245 Russian targets using ATACMS. Ukraine plans to conduct its first long-range attacks in the coming days, the sources said, without revealing details due to operational security concerns. Russia has warned that it would see a move to loosen the limits on Ukraine's use of U.S. weapons as a major escalation. Some congressional Republicans had urged Biden to loosen the rules on how Ukraine can use U.S.-provided weapons. Russia is advancing at its fastest rate since 2022 despite taking heavy losses, and Ukraine said it had clashed with some of those North Korean troops deployed to Kursk. Despite Zelenskiy's pleas, the White House had been reluctant to allow U.S.-supplied weapons to be used to strike targets deep inside Russia for fear this could escalate the conflict.

Ukraine said Monday that Russia has been using decoy drones to try and overwhelm its air defenses. Ukraine said it examined a Russian decoy drone and found Western-made parts inside of it. CNN —Since September 1, the Ukrainian capital Kyiv has been spared from Russian drone attacks on just one night – October 14. On Saturday night, Ukrainian air defenses detected a record 145 incoming Shahed drones. “We have been doing this for over two years,” he said, but the intensity of drone attacks had peaked over the past two to three months. The drone attacks seem calculated to instil fear rather than cause mass casualties, but several people have been killed in recent weeks. Russian forces already occupy almost all of Luhansk and substantial parts of Donetsk, Zaporizhzhia and Kherson – altogether some 20% of Ukraine.

Russian missile and drone strikes are becoming more intense, a new study found. These attacks comprised 36 different models of missiles and drones, including Iskander ballistic missiles, Kh-59 cruise missiles and Iranian-made Shahed kamikaze drones. Ukraine is facing a grim outlook along sectors of the front, especially in the east. Ukraine's drone units are operating more like scrappy startups than traditional military units. The Journal met with Clear Eyes, a drone battalion that started out as unpaid civilian enthusiasts relying on commercial drones to track Russian military movements. American policy is at a crossroads, but that won’t necessarily translate to a turning point in peace negotiations, analysts say. That’s because nothing suggests Russia is ready to come to the table, regardless of who ends up in the White House. The scope of the war is also too large for a simple negotiation between Moscow and Kyiv, experts say. Attritional war playing into Putin’s handsUkraine is already outmanned, and Putin appears ready to accept a high number of casualties. European nations are scrambling to increase ammunition production for Ukraine to prevent backsliding, in the event that US support drops off.

AdvertisementRussia's retaking territory in Kursk, but efforts to drive the Ukrainian forces out of the country will likely only get more difficult. Ukrainian troops invaded the Kursk region in southwestern Russia in August, and at one point, they held roughly 500 square miles of Russian territory. Russia's response to the shock assault was slow, but a larger effort to drive the Ukrainians out is now underway. Michael Bohnert, a warfare expert at RAND Corporation, told BI Ukraine doesn't have to defend Russian cities. Russia's military is larger than Ukraine's, which means that the more resources Russia uses, the harder it will be to defend.

CNN —A small number of North Korean troops are already inside Ukraine, according to two western intelligence officials, and officials expect that number to grow as the North Koreans complete training in eastern Russia and move toward the front lines of the war. The North Korean troops’ presence inside Ukraine goes a step beyond what NATO and the Pentagon confirmed on Monday, which is that roughly 10,000 North Korean troops are training in eastern Russia with some en route to Russia’s Kursk region. A US official said the US can not yet corroborate reports that North Koreans troops are already inside Ukraine. The Russians have been teaching North Korean soldiers basic Russian commands in training, like “fire” and “in position,” South Korean lawmakers told reporters on Tuesday. ‘The number may rise’South Korean intelligence has put the number of North Korean troops inside Russia right now at about 13,000, higher than the US and the UK.

Spy mania in Russia has created an environment that's stifling innovation, sources told BI. "You do have an inhibition on risk-taking, innovation," Portes told BI on the intensifying pursuit of foreign agents in Russia. Russia's economy is showing some signs that the kind of risk-taking associated with innovation and entrepreneurship is on the decline. Innovation in Russia has fallen behind the nation's level of development, according to a 2024 ranking from the World Intellectual Property Organization. Trump's comments on the war in Ukraine have raised questions about how he'd handle it if he won reelection. Here are the possible scenarios in the war should Trump win the White House again. AdvertisementFormer President Donald Trump talks a lot about Russia's war in Ukraine, often making bold assertions about what he would do if he again won the White House. Mick Ryan, a retired major general and a prominent Ukraine war watcher, said many options are on the table. She also said that "if Donald Trump were president, Putin would be sitting in Kyiv right now."

“We assess that between early- to mid-October, North Korea moved at least 3,000 soldiers into eastern Russia,” National Security Council spokesman John Kirby said. “We assess that these soldiers traveled by ship from the Wonsan area in North Korea to Vladivostok, Russia. “We are seeing evidence that that there are North Korean troops that have gone to Russia,” Austin told reporters traveling with him in Rome on Wednesday. A senior administration official said earlier Wednesday that the training of North Korean soldiers and possible preparation to send them to find to Ukraine is a sign of serious desperation on Russia’s part. Ukrainian drones hit an ammo depot at a Russian airbase and a weapons factory over the weekend. These marked Ukraine's latest deep strikes targeting a key military facility inside Russia. US officials and war analysts have said this campaign will complicate Russian operations in Ukraine. Kyiv, Ukraine CNN —Secretary of Defense Lloyd Austin arrived in Kyiv early Monday morning, as the future of US aid to Ukraine hangs in the balance of the imminent US presidential election and as Russia continues to make small but steady gains on the battlefield. “It’s been absolutely remarkable that Ukraine has been able to do what it’s done,” Austin told reporters. Ukraine has prevented Russian President Vladimir Putin from achieving “one single strategic objective” during the war, Austin said Sunday. China also continues to be a “critical enabler” of Russia’s war effort, the NATO official said. Ukraine has more sophisticated weaponry thanks to the West, which could give the country a strategic edge, the defense official said.

Advanced air defenses and anti-ship cruise missiles may also be on the table. Iran has ordered Su-35 fighters and also wants S-400 Triumf air defenses to, among other things, face Israel's superior missiles and air force. If all these deals do go forward, they would enhance the military capabilities of Iran and its allied militias. While the type of equipment was not specified, it could be the S-400 Iran has long sought. Iran is seeking Russia's S-400 air defenses.

NATO officials say they are preparing for the US to take on a lesser role. “I’m very worried,” the NATO official said. But that mechanism, known as NATO Security Assistance and Training for Ukraine, is not yet fully operational and won’t be for several more months, another NATO official said on Friday. Russia alone is producing around 3 million munitions per year, while NATO collectively is producing less than 2 million annually, NATO officials said on Thursday. NATO Secretary General Mark Rutte said on Thursday that he was confident the alliance “will not lose” its unity when it comes to Ukraine.
