San Diego AP —Former military defense contractor Leonard “Fat Leonard” Francis was sentenced Tuesday to 15 years in prison for masterminding a decade-long bribery scheme that swept up dozens of U.S. Navy officers, federal prosecutors said. The Malaysian defense contractor was a key contact for U.S. Navy ships at ports across Asia for more than two decades. He pleaded guilty in 2015, admitting that he had offered more than $500,000 in cash bribes to Navy officials, defense contractors and others. While awaiting sentencing, Francis was hospitalized and treated for renal cancer and other medical issues. The felony convictions of four former Navy officers were vacated following allegations of prosecutorial misconduct.

CNN —While Tropical Storm Rafael winds remained consistent Monday night, the storm is forecast to strengthen Tuesday and become a hurricane Wednesday, bringing destructive winds and heavy rainfall to the western Caribbean and southern Florida by midweek. A disturbance in the Caribbean strengthened into Tropical Storm Rafael on Monday afternoon. Rafael is the 17th named storm of the Atlantic hurricane season, and will be the 11th hurricane if it strengthens further, as expected. The storm system is expected to approach the United States later in the week, the hurricane center said, and a tropical storm watch was issued Monday afternoon for the lower and middle Florida Keys and for the Dry Tortugas. A hurricane warning has been issued for the Cayman Islands, and a tropical storm warning is in effect for Jamaica. The government of Cuba issued a hurricane watch for a handful of provinces, and a tropical storm watch for other areas.

A tropical disturbance in the Caribbean is likely to become a hurricane as it passes over Cuba and into the Gulf of Mexico by midweek, federal forecasters said Sunday. The Air's Force 53rd Weather Reconnaissance Squadron, using Super Hercules fixed-wing aircraft, got a close look Sunday, the hurricane center said in an afternoon forecast discussion. Still, the upward movement of warm air and precipitation wasn't intense enough to call the disturbance a tropical depression, the hurricane center said. At 39 mph it becomes a tropical storm, which could happen early Tuesday, according to hurricane center forecasts. Storm threatsIn the meantime, the hurricane center said, hurricane conditions are possible within 48 hours on the Cayman Islands.

Earlier this year, Argentina’s state energy company YPF said it would not provide fuel to Cuban airline Cubana, prompting the state-run carrier to shut down a route run between Havana and Buenos Aires. Cuba’s foreign ministry at the time said Argentine officials cited the US embargo in defending the move.

HAVANA — The electricity went out Friday in Cuba, affecting the entire island's population of 10 million after one of its main power plants failed, according to Cuba’s energy ministry. But it wasn’t enough, and by 11 a.m. the largest power plant went offline, causing a grid failure. In some provinces outside the capital, Havana, many people have been facing power outages that last up to 12 hours at a time. Cuba’s ally and main oil supplier, Venezuela, has decreased the amount of shipments it sends to the island. Oil shipments from other countries, like Russia and Mexico, have also been greatly diminished.

Havana CNN —Cuba’s electrical grid shut down on Friday, putting the country into a blackout after the failure of one of the island’s major power plants, according to its energy ministry. In a statement on X, the ministry said “the failure” of the Antonio Guiteras Power Plant caused “the total disconnection of the National Electrical System” from 11 a.m. This week, Cuba’s increasingly energy-strapped government called for draconian measures to save power, including telling many workers to stay home. Millions of people on the communist-run island have been left without power over the last several days as the aging Cuban electrical grid repeatedly collapsed. The Cuban Electric Union has also reported that 37 power generation plants are out of service due to lack of fuel.
