According to the federal indictment, Alcala would take women's phones during traffic stops in order to confirm their insurance coverage or vehicle registration. But Alcala searched their phones for nude images and took photos on his own personal phone, the indictment said. In one case, Alcala allegedly texted himself a video and deleted evidence of the text. The Missouri Department of Public Safety told NBC News that records show McKnight surrendered his state peace officer license, "which means he can never work as a Missouri law enforcement officer again." The Oklahoma school district where a transgender student died this year after an altercation in a bathroom violated federal law by mishandling sexual harassment allegations, according to an investigation by the federal Education Department. The department’s Office of Civil Rights opened an investigation into Owasso Public Schools in March following a complaint from the Human Rights Campaign, the country’s largest LGBTQ advocacy organization. A photograph of Nex Benedict is projected at a candlelight service in Oklahoma City on Feb. 24. The department said the district failed to respond to sexual harassment allegations repeatedly over three years, in violation of Title IX regulations that were implemented in 2020. The new regulations require district staff members to explain the process to file Title IX complaints or promptly contact complainants to discuss supportive measures like counseling or schedule changes.

CNN —After the suicide of a nonbinary student last February spurred a monthslong federal investigation, the US Department of Education found Title IX violations in an Oklahoma public school district including multiple failures to respond to notices of sexual harassment. The DOE’s Office of Civil Rights announced a resolution Wednesday with the Owasso Public School District to remedy Title IX violations linked to sexual harassment in district schools. The OCR investigation began last March, weeks after the death of nonbinary teen, Nex Benedict. The investigation also identified several other instances in the last three years when district staff failed to properly respond to sexual harassment complaints. The agreement between the DOE and the school district requires the district to implement new policies and procedures and additional training for staff and students.

CNN —The Fulton County Jail in Atlanta unconstitutionally subjects inmates to “inhumane, violent and hazardous conditions” that threaten their safety, a US Justice Department official said Thursday, announcing the results of a 16-month investigation. “We cannot turn a blind eye to the inhumane, violent and hazardous conditions that people are subjected to inside the Fulton County Jail,” Clarke said. The deaths of Thompson and other inmates in the mental health unitThe 105-page report lays out examples of the problems it alleges, including the treatment of inmates with mental health challenges. Meanwhile, around 75% of the people who have died at the jail since 2021 had a mental health diagnosis or history of mental illness, Buchanan said. “The Fulton County Jail had as many stabbings in a single month as the Miami-Dade County Jail had all year, and that’s a facility with one-and-a-half times more people,” Clarke said.

The Department of Justice sued the Mississippi Senate on Friday, alleging that it discriminated against a Black employee for years by paying her "significantly less" than her white colleagues. The DOJ said the state Senate’s Legal Services Office paid a Black staff attorney about half the salary of her white peers, in violation of the Civil Rights Act of 1964. The lawsuit said Kristie Metcalfe, who has since left her job, received compensation well below that of her white co-workers. “The Black employee at issue in this lawsuit was paid about half the salary of her white colleagues in violation of federal law. A law enforcement source told NBC News that several branches of the FBI have been deployed, including criminal, cyber and counterintelligence agencies. But the FBI told NBC News that a VPN from another country does not necessarily mean the text messages originated there. Dozens of people across the country have received the racist text messages, including high school and middle school students. She’s among several recipients who were disappointed by the outcome of the presidential election and saw the text messages as salt on an open wound. A cadre of blue-state governors is already preparing a litany of political and legal moves to shield their states’ policies and residents from federal actions under Donald Trump's new administration.
