(AP) — With bipartisan support, a proposed Louisiana congressional map that would create a second majority-Black district sailed through the state Senate on Wednesday and will advance to the House chamber for debate. A second majority-Black district could also result in another Democratic seat in Congress. Officials have until Jan. 30 to pass new congressional boundaries with a second majority-minority district in Louisiana. A judge on the district court signaled that she will create a map by herself if lawmakers don't complete the task. On the Senate floor Wednesday, Democrats raised concerns that under the proposed map, the Black voting-age population in Carter's district would decrease to 51%.

At the campus's Rosalynn Carter Health and Human Sciences Complex, there will be a wreath-laying ceremony attended by the current leadership of the Rosalynn Carter Institute for Caregiving. In lieu of flowers, Carter requested that those wishing to honor her memory do so through contributions to the Carter Center’s Mental Health Program or the Rosalynn Carter Institute for Caregivers, the statement said.

ATLANTA (AP) — Former first lady Rosalynn Carter, the closest adviser to Jimmy Carter during his one term as U.S. president and their four decades thereafter as global humanitarians, has died at the age of 96. Fiercely loyal and compassionate as well as politically astute, Rosalynn Carter prided herself on being an activist first lady, and no one doubted her behind-the-scenes influence. After Ronald Reagan won the 1980 election, Rosalynn Carter seemed more visibly devastated than her husband. “We developed a partnership when we were working in the farm supply business,” Rosalynn Carter recalled with pride in a 2021 interview with The Associated Press. The filing marks a return to a state that Biden credits with catapulting him to the White House. Biden ousted Iowa and New Hampshire from the top spots on the party's nominating calendar in favor of South Carolina. The move forces any Democratic challenger to Biden to compete first in South Carolina instead of Iowa and New Hampshire, two largely white states which both rejected him in 2020. Biden did not register for New Hampshire's primary, slated for January, after the state refused the Democratic Party's request to move the date back. A CNN poll published on Oct. 31 found that Biden's overall approval rating in South Carolina was just 33%, lower than his national approval, which has hovered around 40% in most polls.
