Lisa Blunt Rochester will become the first Black woman to represent Delaware in the Senate after she defeated Republican Eric Hansen and independent candidate Mike Katz, NBC News projects. Blunt Rochester, 62, told NBC News before Election Day that she had her sights set on creating jobs, protecting reproductive rights, health care and centering the needs of seniors and families. Blunt Rochester said that despite her lead in the polls, she took nothing for granted. In her grief, Blunt Rochester said, she sought direction and felt inspired to run for office. WASHINGTON — The Supreme Court on Friday handed a loss to Republicans by allowing Pennsylvania voters who sent mail-in ballots that were flagged as being potentially defective to submit a separate provisional in-person ballot. The justices rejected, with no noted dissents, a Republican request to put on hold a Pennsylvania Supreme Court ruling from last week. The Supreme Court action does not definitively resolve the legal issue, which could yet return to the justices. Many of Pennsylvania's counties, which administer elections, already allowed for voters to cast provisional ballots if their mail-in ballots lacked a secrecy envelope even before the recent state Supreme Court ruling. Genser and Matis lost in a trial court, but an intermediate appeals court and the Pennsylvania Supreme Court ruled in their favor, prompting Republicans to appeal again to the U.S. Supreme Court.

In an interview with popular podcaster Joe Rogan, Republican vice presidential nominee JD Vance suggested that he and Donald Trump can win the “normal gay guy vote” and that families with transgender children are looking for an edge in Ivy League college admissions. The bitter nationwide debate over transgender rights is playing out on a very personal level in a federal court lawsuit filed in Virginia by a former Liberty University employee. She was fired by the evangelical Christian school after disclosing her identity as a transgender woman. The lawsuit on behalf of Ellenor Zinski was filed in July by the American Civil Liberties Union of Virginia and the Richmond law firm of Butler Curwood. Earlier this month, the conservative legal organization Liberty Counsel filed a brief on behalf of the university asking the federal district court to dismiss the lawsuit. Wyatt Rolla, the ACLU of Virginia’s senior transgender rights attorney, rejected the claim of a set-up.

LONDON — Two people have been hospitalized after a fire broke out at the shipyard that builds Britain’s nuclear-powered submarines, but there is “no nuclear risk,” police said Wednesday. Cumbria Constabulary said a “significant” fire broke out soon after midnight at the BAE Systems shipyard in Barrow-in-Furness, northwest England. “When I opened the front door, we just saw a lot of black smoke,” said Donna Butler, who lives next to the shipyard. “It was a lot of black smoke, like really thick black smoke, and it was very loud.”The force said two people were taken to hospitals with suspected smoke inhalation and there were no other casualties. The 150-year-old shipyard, about 220 miles northwest of London, is currently building several nuclear-powered submarines for the Royal Navy.
