But expediting work permits isn’t so easy, either legally or bureaucratically, experts in the process say. It would take an act of Congress to shorten a mandatory, six-month waiting period before asylum-seekers can apply for work permits. Maura Healey, who declared a state of emergency over the migrant influx, wrote Mayorkas that work permits represent “an opportunity to meet employer needs, support our economy, and reduce dependency among new arrivals.” And 19 Democratic state attorneys general wrote Mayorkas that work permits would reduce the strain on government to provide social services. The James Beard Foundation presented its coveted culinary awards for 2023 in Chicago on Monday night, with the top awards going to Rob Rubba of Oyster Oyster in Washington, D.C., as outstanding chef and to Friday Saturday Sunday in Philadelphia as outstanding restaurant. Reflecting the awards’ growing clout, Mayor Brandon Johnson of Chicago and Gov. J.B. Pritzker of Illinois appeared live onstage, and Secretary of State Antony Blinken, in a video, praised the soft power of culinary diplomacy, citing the Beard-award-winning chef Edward Lee’s Maryland crab cakes with gochujang vinaigrette, which were served at a recent state dinner. In some ways, the gala was the eye in a recent storm of controversies about the group’s process and priorities. After an internal audit, the awards process was retooled to reward not only culinary excellence, but equity, leadership, sustainability and community-building.

An Illinois bill could hold companies like Uber and Lyft liable for harm done to passengers. Uber launched a "pressure campaign" to avoid liability for these incidents, the law group behind the bill said. JB Pritzker, it would eliminate an exemption in Illinois law that has protected ride-hailing companies since 2015. It wasn’t long ago that Brandon Johnson, 47, was a county commissioner and teachers’ union organizer, unknown to many Chicagoans. On Monday he was sworn in as the city’s 57th mayor. He knocked out the incumbent mayor, Lori Lightfoot, in the first round of balloting in February, then beat Paul Vallas, a far more conservative and well-funded Democrat, in the runoff last month. Chicago’s downtown is emptier, its public schools have fewer students, and crime rates remain far higher than before the pandemic. In an interview last week at his transition office along the Chicago River, Mr. Johnson said he was cleareyed about the scope of the challenges awaiting him but confident about the city’s trajectory.
The fight is similar to others being waged across the country, as cities weigh the best approach to address crime, homelessness and poverty. In Chicago, Brandon Johnson, the progressive Democratic candidate for mayor, won this month on a public safety message that went beyond policing, and focused on youth employment programs and mental health services. Mr. Adams and his top political adviser, Evan Thies, each discounted the notion that the mayoral election in Chicago was a sign that Democratic values had shifted to the left, and that New York may follow suit. When Lori Lightfoot, the outgoing mayor of Chicago, lost in the first round of voting last month, Mr. Adams said he did not view her loss as a warning sign for himself. “Both Mayor Adams and Mayor-elect Johnson ran campaigns that prioritized safety and justice, and were supported by large Black electorates,” Mr. Thies said in a statement.
