US seeks to reshape Israel’s war on Hamas
  + stars: | 2023-11-30 | by ( Stephen Collinson | ) edition.cnn.com   time to read: +9 min
CNN —A solidifying US attempt to influence the second phase of Israel’s war against Hamas to protect Palestinian civilians represents one of the most significant diplomatic moves yet in the more than 50-day conflict. That’s a calculation that would keep the initiative in the conflict in the hands of Hamas and could take many days or weeks. The Israeli leader is also weakened because the Hamas attacks, one of the darkest days in Israel’s history, happened on his watch. Netanyahu told Israelis on Thursday that he swore to eliminate Hamas and nothing would stop him. While many foreign powers do not necessarily accept that interpretation of the war against Hamas, this is a mindset that could convince Israel that any action is justified.

Opinion: The big question about the Israel-Hamas truce
  + stars: | 2023-11-26 | by ( Richard Galant | ) edition.cnn.com   time to read: +16 min
We’re looking back at the strongest, smartest opinion takes of the week from CNN and other outlets. And then it was back to war — a conflict in which some 8.5 million soldiers from all sides would ultimately die. The timing of the Israel-Hamas truce that took effect Friday had nothing to do with a holiday. But there is also the possibility that this truce won’t last much longer than the one in 1914. “The deal arguably strengthens Hamas, allowing it to claim credit, catch its breath and regroup,” wrote Frida Ghitis.

It is too early to talk about a peace deal between Israel and the Palestinians. Peace efforts in the Middle East have been tried over and over again. Aaron David Miller is a senior fellow at the Carnegie Endowment for International Peace and the author of “The Much Too Promised Land: America’s Elusive Search for Arab-Israeli Peace.” Few people have been as intimately involved in the many Middle East peace processes as Miller. He’s a decades-long veteran of the State Department who has touched peace negotiations under the Reagan, the Clinton and both Bush administrations. His book is the best I’ve read on the peace processes and what went wrong.

Given the U.S. gives Israel $3.8 billion a year in military aid, Sanders said, "We have a right to say, 'Sorry, you need a new military strategy.'" Israeli officials say Hamas uses civilians and hospitals as cover and prevents civilians from leaving combat zones. Multiple U.S. officials say they have been able to influence its conduct in the war somewhat. At the time it was the most military aid the U.S. had given any country. U.S. lawmakers who back a ceasefire support Israel eradicating the Iranian-backed Hamas, but some say Israel's strategy will backfire.

[1/2] Palestinians gather at the site of Israeli strikes on houses in Bureij in the central Gaza Strip,November 2, 2023. The White House said on Wednesday there were "no plans or intentions" to put U.S. troops on the ground in Gaza. As the debate gains momentum, Gaza health authorities say more than 9,000 people have been killed in the 25-mile-long strip of land, home to 2.3 million Palestinians. Any entity that seeks to exert authority in post-war Gaza would also have to contend with the impression among Palestinians that it is beholden to Israel. Israel expects a long war but says it has no interest in re-occupying Gaza.

It's one, he argues, where finally finding agreement on a long-sought two-state solution to the Israel-Palestinian conflict should be a priority. The White House says Biden conveyed the same message directly to Netanyahu during a telephone call this past week. “It also means that when this crisis is over, there has to be a vision of what comes next, and in our view it has to be a two-state solution,” Biden said. In an updated version of the Foreign Affairs essay posted online, Sullivan wrote that the administration was “committed to a two-state solution." One presidential hopeful, biotech entrepreneur Vivek Ramaswamy, said Israel should feel free to abandon “the myth of a two-state solution."

U.S. President Joe Biden has demonstrated unwavering support for Israel's security over a half century in public life. During Blinken's six-day trip, the death toll in Gaza soared from Israeli air strikes and concerns grew about food and water. Every Arab leader Blinken met in the region pressed him to urgently find a solution to the rapidly deteriorating situation in Gaza. HUMANITARIAN PAUSEThe most rapid shift in U.S. policy has happened this week, to support a cessation in Israel's attacks on Gaza to allow aid in and people to escape. But Biden also expressed skepticism toward Palestinian estimates of the death toll and a continued staunch support of Israel.

[1/3] In half a century of public life, U.S. President Joe Biden has demonstrated unwavering support for Israel. Biden, who is of Irish Catholic descent, has used similar words in the past to profess his affinity for Israel. U.S. and regional sources have expressed doubt that Israel, which vows to destroy Hamas, has yet crafted an endgame. As vice president, Biden often mediated the testy relationship between Obama and Netanyahu. "Whenever things were getting out of hand with Israel, Biden was the bridge," said Ross, now at the Washington Institute for Near East Policy.

[1/4] A view shows smoke in the Gaza Strip as seen from Israel's border with the Gaza Strip, in southern Israel October 18, 2023. Israeli officials have said that they don't have a clear idea for what a post-war future might look like, though. Trips to Israel by Secretary of State Antony Blinken and Defense Secretary Lloyd Austin this past week had stressed the need to focus on the post-war plan for Gaza, the source added. Israel's coming offensive is set to be much bigger than past Gaza operations that Israeli officials had previously referred to as "mowing the grass", degrading Hamas's military capabilities but not eliminating it. "Whatever worst-case scenario you have, it will be worse," a second regional source said about the potential for the conflict to spread beyond Gaza.

CNN —US leaders are mounting an urgent effort to prevent Israel’s war against Hamas and a resulting civilian catastrophe in Gaza from escalating into a widening regional conflict that could snowball into an even greater geopolitical crisis after this month’s horrific attacks. If we look at the issue of water – we all know water is life – Gaza is running out of water, and Gaza is running out of life,” Lazzarini said. Hamas has urged civilians to ignore Israeli warnings to evacuate the northern part of Gaza. Back in Washington, the administration is expected to offer a full classified briefing on the situation to senators Wednesday. “Whether it is 24 hours, 48 hours, whether it is by next week, the fact is, it’s coming,” he said.

Biden’s $6 Billion Burden

While a Hamas spokesman told the BBC that Iran did assist in the attack, officials in Tehran have denied responsibility while praising the outcome. "If you had a large end-of-year bonus payment coming your way, might you start spending more money in the meantime? “This money belongs to the Iranian people, the Iranian government, so the Islamic Republic of Iran will decide what to do with this money,” Iranian President Ebrahim Raisi told NBC News. While the Biden administration renewed talks with Iran to reenter the pact, the discussions have led nowhere and U.S. negotiators publicly walked away. Though not believed to be directly connected, some analysts have speculated that the Biden administration move to free up the $6 billion could have been an incentive to continue talking even as Tehran slowed the pace of development of a nuclear weapon.

Israeli military spokesperson Lieutenant Colonel Jonathan Conricus said the country had called in around 100,000 soldiers. Iran is an ally of Hamas and while it congratulated Hamas on the attack, its mission to the United Nations said Tehran was not involved in the attacks. Several international air carriers have suspended flight services with Tel Aviv in light of the Hamas attack, saying they are waiting for conditions to improve before resuming. In Gaza, Hamas spokesperson Hazem Qassem condemned the U.S. announcement as "an actual participation in the aggression against our people" and said the group would not be intimidated. The United States led Western denunciations of Hamas' attack, with Biden issuing a blunt warning to Iran and others on : "This is not a moment for any party hostile to Israel to exploit these attacks."

U.S. President Joe Biden lholds a bilateral meeting with Israeli Prime Minister Benjamin Netanyahu on the sidelines of the 78th U.N. General Assembly in New York City, U.S., September 20, 2023. As president, Biden has frequently stressed support for independent Israeli and Palestinian states. Having returned to office in late December, Netanyahu opposes Palestinian statehood anytime soon and has approved thousands of new housing units for West Bank settlers. "If President Biden can stand with Ukraine for as long as it takes, I hope President Biden can stand with Israel for as long as it takes," said Republican Senator Tom Cotton, a foreign policy hawk, on Fox News' "Sunday Morning Futures." "Biden is not in love with Bibi Netanyahu," he said, using the prime minister's nickname.

In addition, thousands of troops have been deployed in southern Israel next to Gaza, which Israeli forces withdrew from in 2005. Trying to rescue all those Hamas said were now held in different locations could jeopardise their lives. Yet, protracted negotiations with Hamas over a prisoner swap would be a huge win for an arch foe of Israel. Within 24 hours, 11 Israelis, five Palestinians and a German policeman were dead after a rescue effort erupted into gunfire. Netanyahu could follow a more familiar strategy of assassinating Hamas leaders with air strikes and bombs.

A day that began with air raid sirens blaring out in the early morning had by lunchtime turned into one of the most terrifying attacks Israel has known in the 75 years of its existence. Though Israel is no stranger to terrorist attacks, Saturday’s assault was unprecedented – not least because of the lack of warning. Since Israel withdrew from Gaza in 2005, it has spent billions of dollars securing the border from attacks. To stop rocket attacks, Israel has used the Iron Dome, an effective rocket defense system developed with help from the United States. The Israel Defense Forces have already begun airstrikes in Gaza targeting Hamas infrastructure, resulting in hundreds of dead and injured.

[1/4] Saudi Crown Prince Mohammed bin Salman receives U.S. President Joe Biden at Al Salman Palace upon his arrival in Jeddah, Saudi Arabia, July 15, 2022. Biden would also score a foreign policy win as he seeks re-election in November 2024. The focus is on Biden’s fellow Democrats who have condemned Saudi Arabia over human rights but whose support would be needed if any agreement requires congressional approval. Though foreign policy rarely sways U.S. elections, Biden, facing a re-election fight against Republican former president Donald Trump, may be thinking of his legacy. Murphy, a Democrat on the Senate Foreign Relations Committee, said he favors Israeli-Saudi normalization and is open to reviewing any broader agreement but would not be easily convinced.

[1/2] U.S. President Joe Biden speaks during a meeting with Israeli President Isaac Herzog in the Oval Office at the White House in Washington, U.S., July 18, 2023. Despite Washington’s longtime status as Israel’s top ally and biggest weapons supplier, Biden appears to have few good options. The White House, in a terse statement, called the Knesset vote "unfortunate" and urged work toward a broad consensus. But U.S. officials have yet to set a date or concur with Israeli statements that they would meet at the White House in September. One White House official said Biden, having known Netanyahu for decades, can be especially blunt with him in private.

CNN —White House criticism of Israel after its right-wing coalition embarked on a plan to target judicial power is bringing a new kind of turbulence to one of America’s oldest friendships. It shows that Israel, like the United States, is experiencing an era of right-wing politicians seeking to aggressively flex power and test enshrined democratic constraints. The drama is likely to further worsen the long-standing but increasingly brittle relationship between President Joe Biden and Netanyahu. Yet there is deep concern in the White House about the implications of any successful attempt to subvert checks and balances in Israel. And Netanyahu appeared to align himself politically with Trump while he was in the White House.

Yet, these days, the sad truth is that Saudi Arabia has no need for sportswashing. And in December 2019, Saudi Arabia became president of the G-20, hosting a virtual summit because of the Covid-19 pandemic. The golf deal is a reminder that “money money money” is a formidable diplomatic political tool. A US brokered deal between Israel and Saudi Arabia would be a powerful counterpoint to China’s recently facilitated Iranian-Saudi détente. Of course, one can hardly be shocked to learn that where’s there’s money, golf and Saudi Arabia, there just might be a Trump angle as well.

We’re looking back at the strongest, smartest opinion takes of the week from CNN and other outlets. CNN —“I’m the one that got rid of Roe v. A judicial overhaul plan pushed by Netanyahu's government sparked a major crisis in Israel. "The crisis was deferred, but definitely not resolved," a former US ambassador to Israel told Insider. Prime Minister Benjamin Netanyahu was forced to hit pause on a deeply controversial plan to overhaul the country's judiciary, but Israel's problems are far from over. One piece of the plan has already been passed into law, narrowing the circumstances under which a prime minister can be deemed unfit for office. The decision propelled Israel into a national crisis with massive protests that forced Netanyahu to delay the move on Monday. "We haven't taken a hands-off approach," said a senior administration official. Dennis Ross, a veteran U.S. peace negotiator between Israelis and Arabs, said the Biden administration had expressed its misgivings about Israel’s judicial proposals but had done so privately where possible. Halie Soifer, chief executive officer of the Jewish Democratic Council of America, said the way the Biden administration has handled this crisis thus far is in keeping with Biden's commitment to the U.S.-Israel partnership. But, keeping a distance from Netanyahu, Biden has yet to invite him to visit the White House since the Israeli began his sixth term as prime minister in December.
