CNN —Rep. Steve Scalise announced he was dropping out of the speaker’s race Thursday after House Republicans failed to coalesce behind him in the aftermath of Kevin McCarthy’s historic ouster. And Republicans scheduled a second members-only conference meeting for Thursday evening. But the opposition to Scalise as the next speaker only grew Thursday, with roughly 20 Republicans publicly opposing him. Scalise needs a majority of the House to be elected speaker, meaning he can only afford to lose four votes. The deadlock is leading to intensifying frustration as the House GOP looks no closer to coalescing around a speaker candidate.

House Republicans are scheduled to meet behind closed doors Monday evening to try to regain control of their majority ahead of possible speaker votes this week. “House Republicans need to unite and show the country that we’re fighting for them,” Jordan said Sunday on Fox News. While the full House ultimately votes on the new speaker, the position usually falls to a person from the party with the House majority. The rules around the temporary speaker position have been untested before, though they appear to indicate the main power in the role is to ensure the election of a new speaker. But if House Republicans are unable to quickly agree on a speaker, McHenry could be in the position for some time.

CNN —The House speakership drama enters a new week under increased urgency as Israel declared war Sunday following unprecedented surprise attacks by Hamas. Kevin McCarthy’s historic ouster as speaker leaves the House in uncharted legal territory regarding what it can do under acting Speaker Patrick McHenry. As the Biden administration looks to provide additional assistance to Israel, officials were unsure Saturday about what could be accomplished without a sitting speaker. As Jordan and Scalise vie for their colleagues’ support, Jordan said Sunday that he would lay out his plan to address the government funding deadline to his caucus Tuesday. “We’ve got to have 218 votes for a Republican speaker, and we’ve got to have 218 votes for how we deal with November 17 when the funding bill for the government comes due.

Two candidates, GOP Majority Leader Steve Scalise of Louisiana and Judiciary Chairman Jim Jordan of Ohio, have already launched campaigns. He’s not the first GOP speaker to think so. But in this political climate, any Republican speaker who has to rely on Democratic votes is critically weakened and probably can’t last long. But the only way a Republican speaker will be able to pass aide to Ukraine will be to do so with Democratic help. The lack of such flexibility has been a fatal flaw of GOP speakers for years.

In the meantime, House Republicans have no clear leader heading into next year's election as they cling to a razor-thin majority. The leadership fund will shift its alignment to follow the new House speaker once one is elected. McCarthy visiting a district could often be a major draw, juicing fundraiser proceeds, though that’s a role any new House speaker can grow into. “That’s where McCarthy has crushed it,” said Cam Savage, a longtime Republican strategist who works on House races. “After this week’s chaotic episode, House Republicans have basically upgraded to a Disney fast-pass in their never-ending roller coaster ride to the radical right,” said Viet Shelton, a spokesman for the Democratic Congressional Campaign Committee, the party’s House campaign arm.

More importantly Tuesday’s political regicide showed that the majority in the House is inoperable and that the Republican Party is unmanageable. But far from ejecting Biden from office, McCarthy himself was gone in less than a month of launching that inquiry. But a Republican speaker who needs Democratic votes is on borrowed time, although no one could have know that the end would come so soon. For the transgression of trying to fashion some, albeit erratic, governance, McCarthy joined predecessors such as GOP Speaker John Boehner and Paul Ryan in being driven out of office. McCarthy bitterly criticized Democrats for allowing eight GOP rebels to drive him out of office by not providing sufficient votes to save him.

That left the Biden administration’s $24 billion request for fresh military aid, submitted to Congress in the summer, in limbo. While it’s unclear who might succeed him, several potential candidates are skeptical about continuing support for Ukraine at current levels. Let’s be clear, if the US Congress does not pass a funding bill, Ukraine will be in deep trouble. It would take the support of only a handful of Republicans to remove McCarthy as speaker, should Democrats vote in favor alongside the conservative rebels. Let’s get on with it, McCarthy told his colleagues in a closed-door meeting, according to a Republican in the room granted anonymity to discuss it. At the Capitol, both Republicans and Democrats met privately behind closed doors ahead of what would be a historic afternoon vote. “I think it’s safe to say there’s not a lot of good will in that room for Kevin McCarthy,” said Rep. Kevin McCarthy Ousted as House Speaker

The House narrowly voted to oust Kevin McCarthy on Tuesday, dooming the House speaker to a fate that seemed almost guaranteed since he took the gavel in January, with a group of rebels in his conference nipping at his heels. “The office of speaker of the House of the United States House of Representatives is hereby declared vacant,” the clerk announced as the vote concluded. A temporary speaker – Rep. Patrick McHenry of North Carolina – is expected to take over based upon a list of succession that McCarthy submitted in January, according to House rules . But in 2015, McCarthy’s speaker bid abruptly ended amid pushback from right-wing lawmakers who have long seen him as insufficiently conservative. I’m the 55th speaker of the House.”Without McCarthy at the helm, the House is expected to soon vote to elect another speaker.

CNN —The US House of Representatives is bracing for a key vote Tuesday over Speaker Kevin McCarthy’s political future as GOP Rep. Matt Gaetz of Florida pushes for his ouster. House Speaker Kevin McCarthy speaks with reporters at the U.S. Capitol in Washington, DC, October 3, 2023. No House speaker has ever been ousted through the passage of a resolution to remove them. If a procedural vote fails, then there would be a vote directly on whether to remove McCarthy as speaker, which would take only a majority to succeed. Drew Angerer/Getty ImagesTo force a vote, a member must go to the House floor and announce their intent to offer the resolution to remove the speaker – as Gaetz did.

CNN —Rep. Matt Gaetz on Monday moved ahead in his attempt to oust Speaker Kevin McCarthy from the top House leadership post, offering a motion to vacate the chair on the House floor – a rare procedural move that can be used to force a vote to remove the speaker. A floor vote to oust McCarthy would require a majority to succeed. According to House precedent, a resolution to remove the speaker would be considered privileged, a designation that gives it priority over other issues. To force a vote, a member must go to the House floor and announce their intent to offer the resolution to remove the speaker – as Gaetz did. Gaetz also cited the possibility of the House holding votes on sending aid to Ukraine as another reason to oust him.

After Averted Shutdown, McCarthy’s Gavel on the Line

McCarthy has the support of most of his members for remaining speaker, but his conference has been riddled with infighting. If just a handful of those members joined with all Democrats, McCarthy would indeed be imperiled. It remains to be seen how many of those members – or others – might support a motion to oust McCarthy. So with a razor-thin GOP majority in the House, whether McCarthy keeps his gavel will almost certainly depend on Democrats. And adding to the troubles was McCarthy’s insistence on Sunday that Democrats were “willing to let government shutdown,” despite their support for the legislation that outnumbered Republicans’.

CNN —House Speaker Kevin McCarthy’s allies are scrambling to head off a right-wing revolt to oust the California Republican from his job and turning to the constituency that now suddenly holds the cards: House Democrats. One Democratic lawmaker who supports ousting McCarthy told CNN, “I have no trust in, nor respect for, McCarthy. But House Democrats also acknowledge that they don’t know another Republican who can get the 218 votes needed to clinch the speakership. “My advice to my fellow Democrats is simple: Follow the leader,” former House Speaker Nancy Pelosi said Sunday on CNN’s “State of the Union” with Jake Tapper. But while Jeffries has maintained a more cordial relationship with McCarthy than his predecessor, there have been recent signs of strain.

Still, many lawmakers acknowledge that winning approval for Ukraine assistance in Congress is growing more difficult as the war between Russia and Ukraine grinds on. Then, on Saturday, House Speaker Kevin McCarthy omitted additional Ukraine aid from a measure to keep the government running until Nov. 17. In the Senate, both Schumer and Senate Republican Leader Mitch McConnell pledged to move quickly to try and pass the full White House request. “Majorities in both parties support Ukraine aid, and doing more is vital for America’s security and for democracy around the world.”Leading up to Saturday's vote, Pentagon officials expressed alarm at the prospect of no extra funding for Ukraine. “Every day that goes by that we don’t get the additional money is a day Russia gets closer to being capable of winning this war,” Murphy said.

CNN —Rep. Matt Gaetz is planning to attempt to oust Speaker Kevin McCarthy from the role this week after the House leader worked with Democrats to avoid a government shutdown on Saturday. “Speaker McCarthy made an agreement with House conservatives in January and since then he’s been in brazen, repeated material breach of that agreement,” Gaetz said Sunday. “Look, the one thing everybody has in common is that nobody trusts Kevin McCarthy. “I think Kevin McCarthy is a very weak speaker. “The only way Kevin McCarthy is speaker of the House at the end of this coming week is if Democrats bail him out.

WASHINGTON (AP) — Rep. Matt Gaetz said Sunday he will try to remove House Speaker Kevin McCarthy, a fellow Republican, from his leadership position this week after McCarthy relied on Democratic support to pass legislation that avoided a government shutdown. Gaetz, a longtime McCarthy nemesis, said on CNN's “State of the Union” that McCarthy was in “brazen, material breach” of agreements he made with House Republicans in January when he ran for speaker. As a result, Gaetz said he would be filing a “ motion to vacate the chair,” as House rules permit. Procedural votes could be offered to halt the motion or it could trigger a House floor vote on whether McCarthy, R-Calif., should remain speaker. “The only way Kevin McCarthy is speaker of the House at the end of this coming week is if Democrats bail him out,” Gaetz said.

“I do intend to file a motion to vacate against Speaker McCarthy this week. But now, knowing full well he’s likely to soon face a so-called motion to vacate vote, McCarthy is taking his detractors head-on – and in increasingly combative terms. If the Senate bill advanced, McCarthy would have a harder time arguing his bill was the solution. 3 Senate Republican, opposed the Senate bill, breaking with McConnell, according to a source familiar with the matter. But that wasn’t enough to convince House Democrats to oppose the funding bill with a shutdown looming.

WASHINGTON (Reuters) -The U.S. House of Representatives passed a stopgap funding bill on Saturday with overwhelming Democratic support after Republican Speaker Kevin McCarthy backed down from an earlier demand by party hardliners for a partisan bill. Time remained short to avoid the federal government’s fourth partial shutdown in a decade, which will begin at 12:01 a.m. ET (0401 GMT) on Sunday unless the Democratic-majority Senate passes the bill and President Joe Biden signs it into law in time. “Under these circumstances, I’m recommending a ‘no’ vote, even though I very much want to avoid a government shutdown,” McConnell said. “I want to be the adult in the room, go ahead and try,” McCarthy told reporters.

WASHINGTON (Reuters) -The U.S. House of Representatives will vote on a stopgap funding bill, Republican Speaker Kevin McCarthy said on Saturday, just hours before the federal government is due to begin its fourth partial shutdown in a decade. The maneuver will require Democratic votes, a fact that will anger some party hardliners who had wanted to pass a bill without Democratic support. House Republican lawmakers just Friday had blocked their own CR, which included multiple conservative policy additions that Democrats opposed. Those measures will not factor in the new bill, which would extend funding for 45 days. Congress typically passes stopgap spending bills to buy more time to negotiate the detailed legislation that sets funding for federal programs.

WASHINGTON (AP) — Democratic Rep. Jamaal Bowman acknowledged triggering a fire alarm Saturday in one of the U.S. Capitol office buildings as lawmakers scrambled to pass a bill to fund the government before the midnight shutdown deadline. The fire alarm sounded out around noon in the Cannon House Office Building and prompted a building-wide evacuation at a time when the House was in session and staffers were working in the building. The GOP-controlled House Administration Committee, which oversees issues pertaining to the Capitol complex, posted a picture of a person pulling the fire alarm who appeared to be Bowman. The funding package was ultimately approved 335-91 on Saturday afternoon, with most Republicans and almost all Democrats — including Bowman — supporting the bill. After the vote, Republicans, including House Speaker Kevin McCarthy, criticized Bowman over the fire alarm.

Notably, the bill does not include aid for Ukraine, which Democrats, the White House, and some Republicans had advocated strongly for. After a meeting with his conference, House Speaker Kevin McCarthy announced that the House would put the stopgap bill on the floor. But McCarthy positioned the move as one that would enable House Republicans to continue their work on border security going forward, while keeping the government open. Some Democrats delivered strong rebukes of the bill for lacking aid to Ukraine ahead of the vote Saturday. Rep. Rosa DeLauro of Connecticut, the lead appropriator for House Democrats, suggested the move was a “shameful” defiance of the American value of freedom.
