Estimates that 80-90% of Russian oil will continue to flow outside the cap mechanism are not unreasonable, a U.S. Treasury official told Reuters. "Oil traders dealing in Russian oil are no longer in Switzerland, Geneva or London. P&I services heeding EU law insure 95% of the world's shipborne oil trade, meaning the EU move could have halted most of Russia's exports. Insurance and shipping industry figures still saw themselves at risk of sanctions which could upend the trade even in the G7 price cap workaround. The EU ratified the price cap this month but details on implementing it remain forthcoming.
Chickenpox vaccines have virtually wiped out severe complications and deaths in American children from the highly contagious virus, a new report finds. Chickenpox —which is caused by the varicella-zoster virus, a type of herpes virus — was considered just a normal part of growing up until the vaccine became available in 1995. The chickenpox vaccine implementation is “a tremendous achievement,” said the study’s lead author, Dr. Mona Marin, a medical epidemiologist at the CDC’s National Center for Immunization and Respiratory Disease. An estimated 90.3% of children have been vaccinated against chickenpox by age 2, according to the CDC. The CDC recommends two doses of chickenpox vaccine for children, teens and adults who have never had the disease.
CNN —It has been well-known in research that Black babies are about twice as likely to die as White babies before their first birthday. But when conceived by assisted reproductive technology, neonatal mortality was more than four-fold higher among babies of Black women. Assisted reproductive technology, which is used to treat infertility, includes infertility treatments that involve eggs and sperm. Those rates were four-fold higher in infants of Black versus White mothers who used assisted reproductive technology, such as IVF. Black women are about three times more likely to die from pregnancy-related causes than White women, according to the US Centers for Disease Control and Prevention.
The CDC's independent advisors voted unanimously on Wednesday to include Covid shots authorized for kids by the Food and Drug Administration in the federal government's Vaccines for Children program. The Vaccines for Children program provides vaccines to kids under age 19 whose families cannot afford them. The federal government has been providing Covid vaccines to everyone in the U.S. for free during the pandemic. Dr. Jeanne Santoli, a CDC official, said the public health agency will start awarding contracts for health care providers to give the Covid shots for free to uninsured kids. The decision to include Covid shots in the free vaccine program will prove crucial to maintaining access for many children.
The recommendation from the independent panel of experts applies to children who aren't showing any signs or symptoms of a mental health problem. The health panel's new guidance represents a final set of recommendations for mental health screening for children. The problem, however, is that there is a dearth of mental health professionals trained to help such children. A second report found that emergency room visits related to children’s mental health rose dramatically in 2020, compared with 2019. But Pbert said that true mental health problems in children can result in excessive behavior changes.
CNN —At first glance, winning seems impossibly easy for Diede de Groot; an almost nonchalant habit of 69 consecutive victories, yielding a Golden Slam – all four grand slams and a Paralympic gold medal – in 2021, followed by a calendar grand slam in 2022. De Groot's win at the 2022 US Open completed her back-to-back calendar grand slam. De Groot now plays doubles alongside Van Koot and they have won 11 doubles grand slam titles together. So I know each time it’s getting more difficult to keep up the winning streak.”De Groot celebrates winning her first grand slam title at Wimbledon in 2017. So far, de Groot has won 15 grand slam singles titles and 15 grand slam doubles titles.
Gavin Newsom signed a bill Thursday that aims to legally protect transgender youths and their parents if they flee conservative states that have restricted access to gender-affirming care. The bill seeks to “offer refuge” to trans minors and their families “if they’re being criminalized in their home states,” state Sen. Scott Wiener, who introduced the bill, said on Twitter after Newsom signed it. Kay Ivey signed a bill that makes it a felony for medical professionals to provide gender-affirming medical care to people under 19. “We believe that no one should be prosecuted or persecuted for getting the care they need — including gender-affirming care,” Newsom said in a statement after signing the measure. It prohibits California health care providers from releasing medical information in relation to other states’ laws prohibiting gender-affirming care for minors.
More than half of principals said their schools were understaffed at the start of the current school year, according to a survey published Tuesday in the Education Department’s first national examination of the school staffing problem since the pandemic began. The National Center for Education Statistics survey of 904 principals conducted in August found that 53% of principals felt their schools were short workers, with 60% saying they were unable to fill nonteaching positions and 48% unable to fill teaching positions.
The code would allow surrogate pregnancies, broader rights for grandparents in regard to grandchildren, protection of the elderly and measures against gender violence. President Miguel Díaz-Canel, who has promoted the law acknowledged questions about the measure as he voted on Sunday. The measure had been approved by Cuba’s Parliament, the National Assembly, after years of debate about such reforms. But there is a strong strain of social conservatism in Cuba and several religious leaders have expressed concern or opposition to the law., worrying it could weaken nuclear families. That has meant a greater opening not only the once-dominant Roman Catholic Church, but also to Afro-Cuban religions, protestants and Muslims.
NEW YORK — When an undersea volcano erupted in Tonga in January, its watery blast was huge and unusual — and scientists are still trying to understand its impacts. “This was a once-in-a-lifetime event,” said lead author Holger Voemel, a scientist at the National Center for Atmospheric Research in Colorado. And since water vapor acts as a heat-trapping greenhouse gas, the eruption will probably raise temperatures instead of lowering them, Toohey said. The water vapor will stick around the upper atmosphere for a few years before making its way into the lower atmosphere, Toohey said. The stratosphere stretches from around 7.5 miles to 31 miles above Earth and is usually very dry, Voemel explained.

For their new study, which was published in the journal Science Advances, Dr. Huang and Dr. Swain replayed portions of the 20th and 21st centuries using 40 simulations of the global climate. There are “so many different factors” that make an atmospheric river deadly or benign, Dr. Huang said. To evaluate whether to take on a task, Vesterlund advised identifying what is considered promotable and non-promotable work for a role and how much workers are expected to take on. Babcock said her research shows that when women say “no” at work, they are often seen as not being a team player. It shouldn’t be on employees to say ‘no’But the onus shouldn’t just be on employees when it comes to making sure non-promotable work is being distributed evenly. “You can reward non-promotable work,” said Babcock, who noted that one organization she worked with added “helping others” to its performance evaluations. And then it’s amazing everyone wants to do it then.”Companies should also look at who is doing the most non-promotable work and how work is allocated.
Instagram is rolling out a feature to help locate missing children. Shareable AMBER Alerts will display in a user's feed when they are within the search area. Richardson/Denver Post/Getty Images An air tanker drops water on the NCAR Fire on March 26 as it burns in the foothills south of the National Center for Atmospheric Research in Boulder, Colorado. It has already been a dreadful year for wildfires. But many of these recent fires haven't been igniting in California or the Pacific Northwest, which have endured several devastating fire seasons in a row. They've been popping up in places like Colorado and Texas, and they have burned hundreds of thousands of acres in the past few weeks alone.
This season, they have gone on 28 flight missions for cloud seeding in Wyoming. This photo shows flares fixed on the aircraft's wing that house the silver iodide used for cloud seeding. Weather Modification International 2022Once the pilot flies into the storm, they ignite the cardboard casings full of silver iodide and “seed” the clouds. Their results, published in 2020 in the Proceedings of the National Academies of Sciences, managed to quantify how effective cloud seeding is. The amount of precipitation produced by cloud seeding — up to 10% — isn’t enough at all to quench the drought-stricken West.
Perhaps the most important thing to bring with you: A “go bag” full of emergency supplies. The contents of a family’s go bag could mean the difference between life or death, depending on how bad a situation becomes, according to Jonathan Sury, project director for field operations and communications at the National Center for Disaster Preparedness at Columbia University’s Earth Institute. Your must-havesMost of the items disaster preparedness experts suggest you include in a go bag are things you can find around your house. Just because someone puts together a “go bag” does not mean that person is prepared, Montano warned. “Your social network, your economic situation, the preparedness of your local government (and) other factors all influence how ready you are to go through a disaster.”
