This year, it’s the Year of the Dragon, or more accurately, the “Year of the Loong,” says Chinese state media, using its preferred term for the mythical beast. The Chinese “loong” conjures positivity, nobleness and fortune and therefore should be distinguished linguistically from its Western cousin, state media argues. Chinese media has dedicated coverage and airtime to promote the new nomenclature over the past week or so, though both “dragon” and “loong” are being used interchangeably in English-language reports. “Transcribing long into English ‘loong’ would cause more problems and confusion than translating it as ‘dragon’,” he wrote. He noted that “some patriotic and political sources in the Sinosphere” have been peddling the concept that the Western dragon is fearful.

SINGAPORE — Singapore's budget deficit widened more than expected in 2023 but the country expects a small surplus in the 2024 financial year, Deputy Prime Minister and Finance Minister Lawrence Wong said in his budget speech on Friday. The budget deficit for 2023 was revised to $2.67 billion (3.6 billion Singapore dollars), representing about 0.5% of its gross domestic product, Wong told parliament. Wong said a small surplus of SG$800 million is expected for the 2024 financial year, which runs from April 1, 2024 to March 31, 2025. In his budget speech, Wong announced that the city-state will increase support for households and companies in as the country continues to grapple with higher prices. The total bill for these added household measures will come up to an additional $1.41 billion, or 1.9 billion Singapore dollars.

Chinese stocks had an eventful week last week — with the benchmark Shanghai Composite Index hitting a five-year low of about 2,650 points on Feb. 5, before edging up to end the week at 2,865.90. A slide in Hong Kong-listed Chinese shares on Feb. 9, however, proved that investors may still have lingering concerns on the prospects of Chinese stocks in the new year. As the festive season gets underway, Redmond Wong, market strategist at investment firm Saxo, sees several opportunities to play the market. Boom in green transformation Beyond the traditional sectors, Saxo's Wong is watching an up-and-coming area in China: energy security and a green transformation. (Reuters) - Russia has suspended annual payments to the Arctic Council until "real work" resumes with the participation of all member countries, Russia's RIA state news agency reported, citing the country's foreign ministry. "At the moment, Russia's payment of annual contributions to the budget of the Arctic Council has been suspended until the resumption of real work in this format with the participation of all member countries," the ministry told RIA. Cooperation between the Western Arctic states of the intergovernmental body and Moscow came to a freeze after Russia launched its full-scale invasion of Ukraine two years ago. The Arctic Council was created in 1996 to discuss issues affecting the polar region, ranging from pollution to local economic development to search-and-rescue missions. For now, Russia does not consider leaving the Council, the foreign ministry told RIA.

Bangkok CNN —A Canadian man has been arrested in the northern Thai city of Chiang Mai after he allegedly opened the door on a commercial plane and triggered the evacuation slide prior to takeoff. According to a statement issued by the Chiang Mai International Airport, the incident took place on the night of February 7. The Airbus A320 was unable to be immediately moved, temporarily preventing other flights from taking off and landing, said the statement. Chiang Mai officials say 2,295 passengers were affected by the February 7 incident. Police said they were unaware of the suspect’s motive for opening the door, but noted he appeared stressed and was difficult to communicate with.
