LAS VEGAS (AP) — MGM Resorts International, the largest employer on the Las Vegas Strip, was close to reaching a tentative deal with the hotel workers union, the casino company’s CEO said as the clock ticked closer to a union deadline for a sweeping strike. “This deal, when announced, will do just that.”During a break in bargaining, the union’s chief contract negotiator said he welcomed Hornbuckle’s sentiments. The union caught a break at dawn Wednesday when it reached a tentative deal with Caesars that covers 10,000 workers at the company’s flagship Caesars Palace, as well as Flamingo, Harrah’s, Horseshoe, Paris Las Vegas, Planet Hollywood, Cromwell and Linq. But experts say a walkout isn’t likely now that the union has a blueprint for a contract after reaching its breakthrough deal with Caesars. That includes walkouts in Hollywood, UPS’ contentious negotiations that threatened to disrupt the nation’s supply chain, and the ongoing hotel workers strike at Detroit’s three casinos, including MGM Grand Detroit.

Instead, ongoing exercises in Hawaii, which conclude Friday, highlight part of a new American approach to Pacific defense and deterrence, with a focus on small groups of mobile land forces operating from islands like those off China's coast. As part of its “Operation Pathways” revamp of Pacific defense set in motion nearly a decade ago, the U.S. has been increasing its number of exercises with partners in the Indo-Pacific. “And that helps the U.S. to overcome its numerical disadvantages as China's navy is continuing to expand. And over the past decade, governments and businesses have made progress in weaning themselves from fossil fuels by ramping up wind and solar power, for example, and investing in electric vehicle infrastructure. Yet the report issued on Wednesday, led by researchers at the Stockholm Environment Institute, found that nations of the world plan to keep increasing coal production until 2030, and oil and gas production decades beyond that. The world was also set to overshoot, by 69 percent, the amount of fossil fuels consistent with limiting warming to 2 degrees Celsius. Beyond those thresholds, the world faces the danger of irreversible and catastrophic damage from climate change, scientists say. The authors partly credited nations’ nascent efforts to rein in their emissions under the 2015 Paris Agreement, and the rapid growth in clean energy.

CNN —Global fossil fuel production in 2030 is set to be more than double the levels that are deemed consistent with meeting climate goals set under the 2015 Paris climate agreement, the United Nations and researchers said on Wednesday. The United Nations Environment Programme’s (UNEP) report, assessing the gap in fossil fuel production cuts and what’s needed to meet climate goals, comes ahead of the global COP 28 climate meeting, which starts on November 30 in the oil-rich United Arab Emirates. “We need countries to commit to a phase out of all fossil fuels to keep the 1.5C goal alive,” she said. It said 17 of the countries have pledged to reach net zero emissions but most continue to promote, subsidise, support and plan the expansion of fossil fuel production. The 20 countries analysed account for 82% of global fossil fuel production and 73% of consumption, the report said and include Australia, China, Norway, Qatar, Britain, the UAE and the United States.

The End of Panda Diplomacy?

Mei Xiang and Tian Tian arrived in 2000, about one year after Hsing-Hsing was euthanized due to kidney disease and eight years after Ling Ling’s passing from heart failure. The two new pandas stayed for a decade under the first formal pact, then remained under two consecutive five-year agreements. Mei Xiang gave birth in August 2020, at an age when scientists had thought she would no longer be able to have a baby. Zoos that host pandas outside of China usually agree to send cubs back before they turn 4, and to send adults back when they are elderly — Mei Xiang is 25 and Tian Tian 26. “I don’t want to have a panda pass away outside of China.”

The leader of the central state of Hesse put the total volume of aid at 3.5 billion euros. "Our shared goal is to push back irregular migration," said Scholz, after describing the agreement as a "historic moment." Some 230,000 people requested asylum in Germany in the first nine months of this year, more than in the full year 2022. U.S. investors rebuff big oil climate shareholder resolutions

Netherlands-based activist group Follow This was created first to target Shell (SHEL.L) and subsequently expanded to file climate resolutions at other western majors including BP (BP.L), Exxon Mobil (XOM.N), Chevron (CVX.N) and TotalEnergies (TTEF.PA). According to the data published by it and investors, giant U.S. investors BlackRock (BLK.N), Vanguard, State Street (STT.N) and JPMorgan (JPM.N) all voted against the Follow This resolutions this year. "Investors hold the key to tackling the climate crisis with their shareholder voting power at Big Oil. Amundi, Allianz, and UBS use their voting power to mitigate the climate crisis,” said Follow This founder Mark van Baal. This mirrors big shareholder proxy voting firm Glass Lewis and ISS, which changed some of their recommendations for this year to the detriment of Follow This, including withdrawing support for the activist resolution at Chevron.

WASHINGTON, Nov 6 (Reuters) - A trade program that grants exports from qualifying African countries duty-free access to the U.S. market should be extended by 16 years, said Democratic Senator Chris Coons, a leading voice on U.S.-Africa policy. African countries want a 10-year renewal of the pact ahead of the 2024 U.S. election. President Joe Biden's administration is also seeking the program's reauthorization but has called for certain reforms. "My AGOA Renewal Act would extend this program, incentivizing investments that will create jobs, bolster economic development, and strengthen our standing in the region," Coons said in a statement. Ben Cardin, the committee's chairman, supports the program's reauthorization, but believes there should be changes to how eligibility criteria is applied, an aide said.

(AP) — U.S. Treasury Secretary Janet Yellen will host Chinese Vice Premier He Lifeng for two days of talks this week, the latest in a series of high-level talks between U.S. and Chinese officials as the world's two largest economies aim to ease tensions, the Treasury Department announced Monday. The Yellen-He talks set for Thursday and Friday come ahead of the start of the Asia-Pacific Economic Cooperation summit in San Francisco which starts November 11. Xi similarly met with Blinken in June when the secretary of State traveled to Beijing for talks with Wang. Yellen is expected to amplify the message on climate during her talks with He in San Francisco. Critics, including the Biden administration, say China’s projects often create massive debt and expose nations to undue influence by Beijing.

SHANGHAI, China (Reuters) -China will further expand market access and increase imports, its premier told a trade fair in Shanghai on Sunday, amid criticism from European firms who said they wanted to see more tangible improvement in the country’s business environment. China will promote coordinated development of trade in goods and services, protect an international business environment, and relax market access including lifting restrictions on foreign investment in manufacturing, he said. The import expo was launched by President Xi Jinping in 2018 to promote China’s free trade credentials and counter criticism of its trade surplus with many countries. China’s imports have slumped this year amid a slowdown in the world’s second largest economy, although data released last month indicated that the downtrend could be starting to ease. China will “actively promote” its application to join the Comprehensive Progressive Trans-Pacific Partnership (CPTPP), Li also said in his speech on Sunday.

DETROIT – General Motors plans to invest roughly $13 billion in U.S. facilities by April 2028, the United Auto Workers union said as part of its recent tentative agreement with the automaker. GM has already announced some of the planned investments such as $4 billion at Orion Assembly in suburban Detroit and $2 billion in Spring Hill, Tennessee, for new electric vehicles. GM was the last Detroit automaker to reach a tentative agreement following Ford Motor and Chrysler-parent Stellantis . GM's U.S. investments through the terms of the 4 ½-tear tentative compared to $8.1 billion announced by the union at Ford and $18.9 billion at Stellantis, including $6.2 billion in previously announced parts plants in Kokomo, Indiana. The investments are expected to be completed during the term of the 4½-year tentative agreement, which must still be ratified by the roughly 43,000 UAW members covered by the proposed contract at Stellantis. The tentative labor agreement was reached Saturday after roughly six weeks of targeted strikes by the union against Stellantis, General Motors and Ford Motor. The work stoppages began Sept. 15 after the sides failed to reach deals covering 146,000 UAW members with the automakers by a strike deadline. "For the first time in a long time, we've done the unthinkable: Reopened a plant," Fain said during an online broadcast Thursday, referring to the Belvidere plant, which was idled in February 2022. Amazon's multiyear commitment to use Microsoft 365 includes more than 1.5 million license seats across different tiers of Microsoft's cloud-based productivity suite, according to a person with direct knowledge of the deal. The pact includes around 550,000 seats of Microsoft's M365 E5 product for corporate workers and 1 million seats of M365 F5 for frontline staff such as fulfillment center employees, the person said. A person familiar with Amazon's operations said the company stayed off of the cloud version of Microsoft's 365 products because they didn't previously want to save anything on a competitor's cloud. F5 is an upgraded version of Microsoft's M365 product for frontline workers. M365 F5 starts at $8 per user per month, which would be $480 million for all 1 million licenses over 5 years.

But it leaves only one significant nuclear weapons pact between Russia and the United States in place: the New START treaty. The Comprehensive Nuclear-Test-Ban Treaty, or CTBT, was an attempt under the umbrella of the United Nations to ban all nuclear tests. Adopted in 1996, it never came into effect because not enough key countries, including the United States, have ratified it. The New START is now the only nuclear weapons deal between the United States and Russia. Although Mr. Putin announced last February that Russia was suspending its participation, Russia has thus far stuck to the treaty limits.

Russian President Vladimir Putin chairs a meeting with members of the Security Council via video link at the Kremlin in Moscow, Russia October 27, 2023. Washington expressed deep concern about Russia's decision and it was a step in the wrong direction. Moscow says its deratification of the Comprehensive Nuclear Test Ban Treaty (CTBT) is merely designed to bring Russia into line with the United States, which signed but never ratified the treaty. But some Western arms control experts are concerned that Russia may be inching towards a nuclear test to intimidate and evoke fear amid the Ukraine war. BARCELONA, Nov 2 (Reuters) - Catalan separatist party Esquerra Republicana de Catalunya (ERC) reached a deal with Spain's Socialists (PSOE) to support acting Prime Minister Pedro Sanchez's bid for a second term, both parties said on Thursday. However, the crucial backing of rival party Junts remains pending amid last-minute negotiations. Seeking the support of the Catalan parties, Sanchez said on Saturday he favoured granting an amnesty to people involved with Catalonia's failed 2017 independence bid. The agreement with ERC included "an amnesty for all", the Catalan party's chairman Oriol Junqueras told reporters, without elaborating. Junts held a meeting in Brussels to decide whether to back Sanchez's investiture, but it ended without an agreement with the PSOE, said a Junts source.
