NEW YORK, Oct 11 (Reuters) - British businessman Graham Bonham-Carter was arrested on U.S. charges of conspiring to violate sanctions placed on Russian oligarch Oleg Deripaska, prosecutors said on Tuesday. Bonham-Carter was arrested in the United Kingdom, and federal prosecutors in Manhattan said they will seek his extradition. Prosecutors said Bonham-Carter made payments for U.S. properties owned by Deripaska and tried to move the aluminum magnate's artwork in the United States overseas. A lawyer for Bonham-Carter, who is also charged with wire fraud, did not immediately respond to a request for comment. Prosecutors said Bonham-Carter has worked for entities controlled by Deripaska since around 2003, and managed his residential properties in the United Kingdom and Europe.
On Friday, the IMF said its executive board approved Kyiv's request for $1.3 billion in emergency funding through a Rapid Financing Instrument. This is on top of $1.4 billion the IMF has provided to Ukraine since the start of the war. Former central bank governor Kyrylo Shevchenko said in July that Kyiv hoped for a $15-$20 billion IMF programme before year-end. On Friday, IMF staff said talks with Ghana's government about a potential loan programme had been constructive but more work was needed on a debt-sustainability analysis. Russia on Friday launched referendums in four eastern ukrainian regions aimed at annexing territory it has taken by force. Asked if Russia would have grounds for using nuclear weapons to defend annexed regions of Ukraine, Lavrov said Russian territory, including territory "further enshrined" in Russia's constitution in the future, "is under the full protection of the state." Ukraine's Foreign Minister Dmytro Kuleba said Lavrov's comments, and Putin's earlier statement when he said he was not bluffing about using nuclear weapons, were "irresponsible" and "absolutely unacceptable." The likely annexation of Ukrainian territory raises the question of how Russia might respond to the use of Western weapons in those regions. Lavrov sought to portray opposition to Russia's war in Ukraine as limited to Washington and countries under its influence.

Sanctions against Russia will hit tech goods, former finance official Oleg Vyugin told Reuters. Russia's tech industry relies on imports, so it will have to recreate those goods domestically. Russia's tech development will decline if the situation doesn't improve, said Vyugin. That's because when it comes to tech, Russia relies on imports, and imports have been hit by sanctions and boycotts. "If the situation doesn't change, Russia will see a gradual decline in the level of technological development," said Vyugin.
There's an urgent need for a Russian oil price cap as Moscow escalates its war, a top adviser to Ukraine's president told Reuters. The Group of Seven is working on establishing a price cap to coincide with the EU's oil embargo planned for December. The Group of Seven industrialized democracies earlier this month agreed to work on setting a price cap on Russian oil to curb Moscow's revenue. The G7 is aiming to launch the price cap by December 5, when the European Union will impose a partial ban on Russian oil imports. The idea is to ban services such as insurance to shippers that carry Russian oil above the price cap.

A former high-level FBI agent who was involved in the investigation into the Trump campaign's contacts with Russia during the 2016 election has himself come under scrutiny by federal prosecutors for his ties with Russia and other foreign governments. A witness subpoena obtained by Insider indicates information that federal prosecutors were seeking about former FBI official Charles McGonigal. "It's very rare that former FBI people at all, and certainly former senior FBI people, wind up as grand-jury targets," the official said. McGonigal used his official FBI letterhead to try and arrange a business meeting with Edi Rama, the prime minister of Albania. WASHINGTON, Aug 17 (Reuters) - A Russian spacewalk outside the International Space Station ended hours earlier than planned on Wednesday after a cosmonaut discovered an electrical issue with his spacesuit, U.S. and Russian officials said. Artemyev returned to the airlock and connected his suit to the space station's power. Russian flight controllers opted to call off the spacewalk early once Denis Matveev, the other cosmonaut performing the spacewalk, gathered his tools and positioned the robotic arm they had been upgrading back into its normal position.
