After three weeks of thwarted hopes and intensive diplomatic negotiations, the first group of people to evacuate Gaza since the war between Israel and Hamas began on Oct. 7 was beginning to arrive in Egypt. Thousands of foreign passport holders and people affiliated with international organizations are set to evacuate to Egypt starting on Wednesday. Several seriously injured Palestinians arrived on Wednesday, Egyptian state TV and a local medical official said, and hundreds of foreign passport holders were moving through checkpoints at the Rafah border crossing. More were to follow in the coming days, according to Gazan authorities and Western diplomats. The agreement to allow them to cross came together late on Tuesday in talks that have been continuing among Israel, Egypt, Hamas, the United States and Qatar.

I’ve watched U.S. warplanes attack Afghanistan; barely escaped a direct strike from a Russian MiG in Georgia, and lived for weeks under relentless Israeli bombardment in Lebanon. Israel has so far killed more than 8,000 people, the Gaza Health Ministry said, more than 40 percent of them children. But having spent time under bombardment, and having reported in Gaza, I have no time for these explanations. If we are to believe the Israeli political and military leadership’s own words — and I think we should — the assault on Gaza was driven, first, by straightforward vengeance. We could find out with a cease-fire, but they say we can’t ask for a cease-fire.

I am watching the Israel-Hamas war in Gaza today and thinking about one of the world leaders I’ve most admired: Manmohan Singh. The cost of occupying Gaza could overstretch the Israeli military and economy for years to come. Israel should keep the door open for a humanitarian cease-fire and prisoner exchange that will also allow Israel to pause and reflect on exactly where it is going with its rushed Gaza military operation — and the price it could pay over the long haul. Israel built an impressive society and economy, even if flawed, and Hamas took nearly all of its resources and built attack tunnels. An Israeli official said that the government was assessing the data, which was released before Friday’s bombardment. If Hamas persists as a military force and is still running Gaza after this war is over, it will attack Israel again. And whether or not Hezbollah opens a true second front from Lebanon during this conflict, it, too, will attack Israel in the future. As one commander in the Israeli military said, “If we do not defeat Hamas, we cannot survive here.”Israel is not alone in believing it must defeat Hamas. The shock of the attack has shaken Israelis’ sense of invincibility and raised doubts and debate about how their country should best respond. Immediately afterward, the government called up around 360,000 reservists and deployed many of them at the border with Gaza. Senior officials soon spoke of removing Hamas from power in the enclave, raising expectations of an imminent ground operation there.
