“The policymakers recognize the urgency to prevent an outright property crisis,” said Zhaopeng Xing, senior China strategist at ANZ Research. According to Goldman Sachs, the total value of unsold homes, unfinished projects and unused land in China is about 30 trillion yuan ($4.1 trillion). On Friday, Tao Ling, deputy governor of the PBOC, said the relending program could eventually underpin 500 billion yuan ($69 billion) worth of bank loans to support the buying. The Housing Ministry said Friday that local governments can instruct local state-owned enterprises to help purchase some unsold homes from developers. Just the beginningAddressing the oversupply of unsold homes is only the first step, experts say.

Artificial intelligence startup Scale AI said Tuesday that it has raised $1 billion in a Series F funding round that values the enterprise tech company at $13.8 billion — almost double its last reported valuation. 12 on this year's CNBC Disruptor 50 list, has now raised $1.6 billion to date. Existing investors including Y Combinator, Nat Friedman, Index Ventures, Founders Fund, Coatue, Thrive Capital, Spark Capital, Nvidia, Tiger Global Management, Greenoaks, and Wellington Management also participated in the round. Scale AI is playing a key role in the rise of generative artificial intelligence and large language models, with the data — whether it is text, images, video or voice recordings — needing to be labeled correctly before it can be digested and used effectively by AI technology. Scale AI has evolved from labeling data used to train models that powered autonomous driving to now helping to improve and fine tune the underlying data for nearly any organization looking to implement AI, powering some of the most advanced models in use.

China's Ministry of Commerce announced sanctions against Boeing and two other defense companies Monday for arms sales to Taiwan, on the day of Taiwan's presidential inauguration. Lai Ching-te, Taiwan's new president, has vowed to strengthen Taiwan's security through imports of advanced fighters and other technology and strengthening its domestic defense industry. In April, China froze assets of General Atomics Aeronautical Systems and General Dynamics Land Systems held within China.

CNN —Ukrainian President Volodymyr Zelensky said he wants to work with countries like China with “influence on Russia” as his country faces a renewed Moscow offensive, urging Beijing to attend peace talks next month. Ahead of expected peace talks in Switzerland next month, Xi has called for negotiations that take both sides’ positions into account. Engaging global players like China is crucial because “they have influence on Russia, and the more such countries we have on our side… the more Russia will have to move and [more countries] to reckon with,” Zelensky said. Zelensky said he would like to see China at the international talks in Switzerland next month, aimed at paving the way for a peace process in Ukraine. Russia has not been represented at any of the four rounds of closed-door international peace talks that have taken place so far, and will not be at this one.

Pyongyang – which has an economy almost entirely dependent of China – is believed by Western governments to be aiding Russia with war supplies. Xi has ramped up his calls for Europe and other countries to help the world avoid a “Cold War,” suggesting they resist what Beijing sees as US efforts to contain China. They have also criticized Israel and the United States – converging with mounting global backlash, especially across the Global South against Israel’s war. The conflict has also impacted how China and Russia view their relations with countries there, he added. China “wants to use Russia” for its aims, but Russia is making China weak, he said.

Washington CNN —President Joe Biden is increasing tariffs on $18 billion in Chinese imports across a handful of sectors deemed strategic to national security – an attempt to cripple Beijing’s development of critical technologies and instead prioritize US production. The increases will apply to imported steel and aluminum, legacy semiconductors, electric vehicles, battery components, critical minerals, solar cells, cranes and medical products. That same trade law also requires the effectiveness of such tariff programs to be evaluated every four years, and the Biden administration decision is the result of that study. “China can’t be the only country that produces clean technology for the world we need,” a senior administration official said. The Chinese government, Biden argued, is providing state money to Chinese steel companies to make more steel than the economy demands, pushing down the price and making it impossible for other companies to compete.

Taipei/London CNN —Beijing says it will take “all necessary actions” to protect its rights as US President Joe Biden announced huge tariffs on imports of electric vehicles and other goods from China. “China opposes the unilateral imposition of tariffs which violate (World Trade Organization) rules, and will take all necessary actions to protect its legitimate rights,” Chinese foreign ministry spokesperson Wang Wenbin told reporters Tuesday in a regular press briefing shortly before the widely anticipated White House announcement. In addition to Chinese EVs, the increase in US tariffs will apply to imports of steel and aluminum, legacy semiconductors, battery components, critical minerals, solar cells, cranes and medical products. The new tariff for solar components will be 50%, while the remainder of the targeted imports will attract tariffs of 25%. Leaders from the Group of Seven developed economies will discuss how to protect their industries at a summit next month.

As is common in China, the apartment complex in Tianjin sold the units before they were completed. Their concerns are just one example of the wider challenges that persist in pockets of China's property sector. Following early efforts to recoup their money or to garner information about their property purchases, a few buyers said police visited their homes, sometimes in the middle of the night. "I feel like I've been tricked this whole time," one buyer said in Mandarin, translated by CNBC. In all, Nomura estimated late last year that there are around 20 million unconstructed and delayed pre-sold homes in China.

Hong Kong CNN —For decades, Western companies made a fortune betting on the inexorable rise of the Chinese consumer. Now an economic slump and the emergence of ferocious local competitors means those bets look less safe as price wars erupt. Tesla’s China market share shrank to 4% in April, almost halving from 7.7% in March, according to data released by the China Passenger Car Association on Friday. In the 1990s, “every company in the West” was hiring consultants and having boardroom meetings about how to do more in China, according to Stevenson-Yang. But in a sign of how eager the Chinese government remains to suppress public discussion of the outbreak, it was unclear on Monday evening whether Ms. Zhang, 40, had actually been set free. The lawyer who represented Ms. Zhang during her trial, Zhang Keke (the two are not related), said he could not reach her mother all day. The group, which gave Ms. Zhang a press freedom award in 2021, noted that journalists released from imprisonment in China are often kept under surveillance. Ms. Zhang was an early symbol of the mistrust that many Chinese harbored toward the government’s handling of the outset of the pandemic, and the hunger they had for unfiltered information. A former lawyer from Shanghai, she traveled in early 2020 to Wuhan, the city where the virus was first detected, as a self-styled citizen journalist.
