A smartphone with a displayed Arm Ltd logo is placed on a computer motherboard in this illustration taken March 6, 2023. Arm is discussing the possibility of raising the price range and seeking a valuation of more than $54.5 billion, in light of the IPO's oversubscription, the sources said. Alternatively, Arm is also considering keeping the price range as is and pricing the IPO above it on Wednesday, which would also lead to a valuation higher than $54.5 billion, the sources added. Arm will not, however, offer more shares, given that SoftBank wants to retain a 90.6% stake in Arm following the approximately $5 billion IPO, as originally planned, the sources said. Sales in China contributed 24.5% of Arm's $2.68 billion revenue in fiscal 2023.

That price range values Arm at $50 billion to $54.5 billion on a fully diluted basis. It remains unclear whether Arm will attract enough investor demand to seek a higher valuation ahead of its IPO pricing on Sept. 13. The sources said Arm will decide early next week whether to raise its IPO price range. Weak mobile demand during a global economic slowdown has caused Arm's revenue to stagnate. Sales in China contributed 24.5% of Arm's $2.68 billion revenue in fiscal 2023.

The tournament starts Friday at the same Stade de France where the security fiasco last year drew worldwide attention to heavy-handed policing, raising questions about how France manages security at big events. Although UEFA was blamed for the near-disaster at the Champions League final, French senators said the fiaco was also because of mistakes by police, with “malfunction at every stage” before, during and after the game. In their report, senators pointed to the poor handling of fans ahead of the Champions League final that created a bottleneck near the Stade de France. “The pathways to the Stade de France, which led to the difficulties we experienced, have been perfectly revised,” Darmanin said. He added that all of the Rugby World Cup teams will benefit from the protection of elite police forces during their stay in France.

The logos of Google, Apple, Facebook, Amazon and Microsoft displayed on a mobile phone with an EU flag shown in the background. The European Commission on Wednesday said it designated six tech giants as "gatekeepers" under its new Digital Markets Act — a strict set of rules that could shake up the business models of large digital platforms. Amazon, Alphabet, Apple, Microsoft, Meta and ByteDance will have six months to bring their core platform services into compliance with the obligations laid out in the EU's DMA, the Commission said. The Commission said that it deems Amazon , Apple , Alphabet , Meta , Microsoft and China's ByteDance as "gatekeepers." Story contains strong languageUkraine’s counteroffensive was in its second month when Andrey, a Russian soldier, called his wife to say his unit was taking heavy casualties. The expletive-laden intercepts, shared with Reuters by a Ukrainian intelligence source, provide a rare - albeit partial - glimpse into the conditions of some Russian soldiers as Kyiv prosecuted a major counteroffensive, which started in early June, two military analysts told Reuters. Ukraine has acknowledged that its efforts to recapture territory have been hindered by vast Russian minefields and well-prepared defensive lines. The Ukrainian intelligence source said they illustrated the challenges facing Russian soldiers but did not elaborate on how the recordings were selected. In the excerpts, several soldiers used profane language to describe Russian units that had taken heavy casualties and had been unable to retrieve their wounded.

“DNA has been really extremely helpful for us, with the Rapid DNA,” said Alison Galloway, professor emerita of anthropology at the University of California-Santa Cruz, who helped identify remains during the Camp Fire. “If you don’t have that … then it’s a lot more difficult.”In general, forensic experts rely on DNA, dental analysis, fingerprints, medical hardware or circumstantial evidence to try to identify remains. “We’re still diligently working trying to make sure that we can identify (remains), and that’s why that DNA is so important, because we got fingerprints from three,” he said. Galloway, the forensics professor, said one of the advantages of the Rapid DNA technology is in quickly determining whether a DNA swab is usable.
