English Heritage, an organization that manages more than 400 historic buildings, monuments and sites in England, has discovered that a portrait dating back almost four centuries was later altered to “improve” the subject’s appearance. The portrait before the added changes were removed by the conservation team English HeritageConservators have now revealed the true face of noblewoman Diana Cecil, after spending hours removing changes to her features. Cecil (1596–1654), was the great-granddaughter of William Cecil, Lord Burghley, one of Elizabeth I’s closest friends and advisers. The restored version of the portrait will go on display in London from November 30. Christopher Ison//English HeritageAccording to English Heritage, Cecil was “one of the great beauties of the age” but the full-length painting was found to have undergone some cosmetic alterations since it was painted in the 17th century.

ATLANTA (AP) — A federal appeals court ruled on Friday that Georgia can keep statewide elections for its five-member commission regulating utilities, overturning a lower court judge who found statewide elections illegally diluted Black votes. The ruling is important beyond Georgia’s Public Service Commission because it could help protect certain statewide elections in other states subject to scrutiny for racial discrimination under the Voting Rights Act. In August 2022, U.S. District Judge Steven Grimberg had ordered Georgia's commissioners elected by district, the first time a statewide voting scheme had been overturned by a federal judge. Retaining statewide elections enhances the chance that all five seats will remain in Republican hands, as they have been for years. Plaintiffs said the current commission is unresponsive to Black voters, including people with lower incomes who pay high utility bills.

LONDON (AP) — Britain's government was too late in taking action against the coronavirus during the first wave of the pandemic in 2020, the U.K.'s chief medical adviser said Tuesday. “With the benefit of hindsight, we went a bit too late on the first wave," Whitty conceded. Whitty, who remains the U.K.'s top medical official, was the latest to give testimony to the independent COVID-19 inquiry. The probe was ordered by former Prime Minister Boris Johnson in 2021 to scrutinize and learn lessons from the U.K.'s response to the pandemic. Whitty became a household name during the pandemic, when he often appeared alongside Johnson and senior officials at daily televised government briefings on COVID-19.

Patrick Vallance, who was the government's chief scientific adviser during COVID, made a note in his diary on Oct. 25, 2020, about a meeting involving then Prime Minister Boris Johnson and Sunak, who was finance minister. Vallance quoted Cummings in his diary as saying: "Rishi thinks just let people die and that's okay. Investment firm JAT Capital sent a scathing letter to the board of the new Bed Bath & Beyond on Friday saying it has refused to answer questions from shareholders and is engaging in what the investment firm called unprecedented "poor behavior." Earlier this month, JAT called on Beyond to fire Johnson. In its letter, dated Friday, JAT questioned why Johnson's board seat was removed after his ouster and said it was an attempt to weaken "shareholders ability to have a say." JAT called on Beyond's board to answer its questions, once and for all, and for everyone from vendors to sell-side analysts to demand more transparency. The actions cited below which the Board has taken in the last 60 days appear to be to the detriment of the company and shareholders," the letter states.

The Senate on Wednesday night passed a stopgap funding bill, punting the GOP's spending fight and the threat of a government shutdown until after the holidays. The funding bill next heads to President Joe Biden's desk for his expected signature. The CR is designed to buy more time for House Republicans to pass appropriations bills and for House and Senate negotiators to reach a deal on funding. The House has passed seven of the twelve annual appropriations bills that fund the government for a full fiscal year, while the Senate has passed three. Johnson and his leadership team sent House lawmakers home for the Thanksgiving holiday early on Wednesday after two appropriations bills ran into trouble.

A man exonerated after spending over two decades in prison for murders in Queens that he did not commit will receive a $17.5 million settlement from New York City, an apparent record, according to his lawyer and city data. Mr. Bell was sentenced in 1999 to life in prison without parole. In 2021, a judge threw out the three men’s convictions and admonished prosecutors for withholding evidence that could have cast doubt on their guilt. The judge also found that prosecutors had made false statements at trial. “These three defendants were undoubtedly wronged by the district attorney’s office’s misconduct,” the judge, Joseph A. Zayas of the Appellate Division of State Supreme Court, wrote in his decision.

LONDON (AP) — A man who was arrested on suspicion of manslaughter in the death of American ice hockey player Adam Johnson, whose neck was cut by a skate during a game, was released on bail Wednesday. He was arrested on Tuesday, and released on bail on Wednesday pending further inquiries. Petgrave skates toward Johnson and collides with another Panthers player. Petgrave's left skate kicks up as he begins to fall and the blade hits Johnson in the neck. It would be rare, but not unprecedented, for a hockey player to be charged.

The hardline Home Secretary Suella Braverman was fired early on Monday morning, after making inflammatory comments about the policing of pro-Palestinian protests in central London over the weekend. Cameron served as prime minister from 2010 to 2016, resigning after Britain voted to leave the European Union in a referendum that he had called. Unlike Braverman, neither Cleverly nor Cameron are likely to go off script and lash out at the police or protesters. Monday marks the second time in just over a year that Braverman has been sacked as home secretary. Under Sunak, Braverman spearheaded a heavily publicised push to clamp down on small boat crossings made by asylum-seekers.

WASHINGTON — House Republicans on Saturday unveiled their stopgap funding bill to avert a government shutdown set to begin next weekend. GOP hardliners had been pushing Johnson to include budget cuts as part of his two-tiered CR plan, a source involved in discussions told NBC News. On Saturday, the UK will mark Armistice Day – the date commemorating the de-facto end of World War I. Also on Saturday, pro-Palestinian protesters will march through central London demanding a ceasefire in the Israel-Hamas conflict. Every living UK Prime Minister lays a wreath at the monument, along with other senior politicians, visiting dignitaries and members of the royal family. Banning such a protest in the name of those who died for precisely these sorts of freedoms is not the best look on Armistice Day. The Conservative Party’s poll ratings are poor and Sunak is already barely holding together a fragile coalition of parliamentarians.

It's a disruption that Johnson — just two weeks into his job running the House — has said he wants to avoid. “We're running up against the clock on Nov. 17, and we're obviously aware of that,” Johnson said this week, referring to the date that government funding expires. Democrats have made it clear they will not support any funding packages that include policy wins for conservatives. Rep. Hakeem Jeffries of New York, who the Democratic leader in the House, said they would not “pay a single, right-wing ransom demand” as part of a funding resolution. Democratic lawmakers are also eager to play up the House Republican divisions and to pin any blame for a shutdown squarely on the new speaker and his GOP colleagues.

CNN —A “crazy amount of emotions” ran through TJ Oshie’s mind as he watched footage of what would be American hockey player Adam Johnson’s final moments on the ice. The English Ice Hockey Association has announced that all players must wear neck guards from the start of next year, and the Pittsburgh Penguins, Johnson’s former NHL team, are mandating neck guards for their minor league players, coach Mike Sullivan has said. In the NHL, neck guards – let alone neck coverings of any kind – are not a common sight. “I think there is a machismo within ice hockey where you’re seen as being something less if you choose to wear more protective equipment,” ice hockey broadcaster Seth Bennett tells CNN Sport. Warroad’s neck guards are fitted with Kevlar and steel components, ensuring that they have enough stiffness to stay upright and offer effective coverage around the neck.

Warren Buffett reportedly traded stocks in his personal account that his conglomerate Berkshire Hathaway was buying and selling, a practice that he himself in the past deemed a conflict of interest, according to ProPublica on Thursday. Speaker Johnson and his son use software that notifies one of them if the other watches porn. It's actually rather common in religious circles, and there are several different apps for it. There are several different apps — known as "accountability" software — that allow for this sort of monitoring, including Covenant Eyes, Accountable2You, and EverAccountable. Speaker Johnson uses Covenant Eyes, and says in the unearthed clip that he has an accountability partnership with his then-17-year-old son. According to WIRED, the accountability software industry has ballooned into a "multimillion-dollar ecosystem" and includes hundreds of thousands, if not millions of users around the country.
