SAN FRANCISCO, Nov 16 (Reuters) - President Joe Biden will highlight strong U.S. ties to the Asia Pacific Economic Cooperation (APEC) forum economies on Thursday, despite a failure to make progress on key trade provisions sought by regional countries. Biden will also take part in an event with the 14-member Indo-Pacific Economic Framework (IPEF) that his administration established to bolster economic engagement after former President Donald Trump quit a long-negotiated regional trade pact in 2017. U.S. hopes for an IPEF trade deal were dashed this week, after members could not agree on improving labor and environmental standards or compliance, people briefed on the talks said. U.S. exports to the region have grown 12%, 60% of U.S. exports are sent to a fellow APEC economy, and APEC members have invested $1.7 trillion into the U.S. economy since 2016, the official said. "We are not only watching subdued growth, we're watching the geopolitical tensions that we're all talking about, and that could change the outlook both in the United States and the global economy." Cook added that geopolitical tensions may in particular destabilize commodity markets and access to credit in the current higher interest rate environment. "Any shock could make the situation worse that we're already (in)... and could be destabilizing to commodity markets, could be destabilizing to the system of credit," Cook said. "More broadly, escalation of geopolitical tensions could lead to lower economic activity and increased fragmentation of global trade flows and financial intermediation, raising financing and production costs and contributing to more sustained supply chain challenges and inflationary pressures," Cook said.

The grains programme, estimated to cost the government around 2 trillion rupees ($24.06 billion) this year, was due to expire at the end of the year. India, the world's second-largest producer of wheat and rice, has restricted exports of both cereals to curb rising prices at home. Global rice prices jumped to a 15-year high after India, the world's biggest rice exporter that accounts for more than 40% of global rice exports, curbed exports of non-basmati rice varieties in July. India last year banned wheat exports in a surprise move after a heat wave curtailed output.

Moller-Maersk said it would cut more than 10,000 jobs, as a pandemic-fueled cargo boom has ended, leaving the industry with a surplus of ships and sharply lower freight rates. Maersk, a bellwether for global trade, saw its third-quarter profit plummet to $521 million from $8.88 billion last year. Its main Ocean division posted a quarterly loss for the first time in many years.

BEIJING (Reuters) - Cooperation between China and Germany has become more robust, solid and dynamic, Chinese President Xi Jinping told German Chancellor Olaf Scholz through a video link chat on Friday. In a wide-ranging discussion that touched on global trade, climate goals, the Israel-Hamas war and Ukraine crisis, the two leaders agreed that China-German relations are improving on several fronts. "China-Germany trade is developing steadily, two-way investment enthusiasm is high, and the cooperation between the two countries is becoming more stable, more solid and more dynamic," Xi was quoted as saying by state broadcaster China Central Television (CCTV). Xi said both countries must not only develop good bilateral relations, but also safeguard the international order and multilateralism and work together to address global challenges, according to state media. In their meeting last November, both leaders jointly condemned threats of using nuclear weapons as the Ukraine-Russia conflict escalated.
