A federal regulator signaled it would take a tougher stance with seller-financed home sales on Tuesday, saying that they were subject to many of the same consumer protections as a home bought with a more traditional mortgage. The Consumer Financial Protection Bureau released an advisory opinion that put sellers on notice that it would not tolerate the predatory practices that have come to dominate the so-called contract for deed market. These seller-backed sales have become popular in poor neighborhoods with rundown single-family homes, where mortgages are hard to come by. Contract for deeds are multiyear installment contracts in which the seller retains the title to a home until the buyer makes a final payment. These risky deals often have above-market interest rates and put the burden of repairs on the would-be buyer.

The direct-to-consumer health-care startup Ro launched a new free tool Tuesday to help patients determine whether their insurance covers a buzzy class of weight loss and diabetes drugs called GLP-1s. Ro said nearly half of the company's patients have some form of insurance coverage for a GLP-1, according to its customer data. Ro said it hopes its new tool can help patients understand their coverage options so they can decide how to pursue weight loss. The digital health company may benefit too, as it could drive some patients to join the company's GLP-1 program. It includes 24/7 messaging, one-on-one coaching with nurses and help with navigating insurance coverage.

“I think we can all relate to this,” White House domestic policy advisor Neera Tanden told reporters Friday. Dubbed the “Time is Money” initiative, the actions will make it easier for consumers to cancel subscriptions, get refunds, submit health care and insurance forms online, and access high-quality customer service. Another existing effort cited by the White House is a June 2023 FTC proposal to target companies that use deceptive customer feedback practices, like fake reviews. None of the actions that make up the “Time is Money” initiative will require congressional approval, a senior administration official said. The White House has pursued aggressive antitrust regulations and taken a highly skeptical approach to crypto currencies, both of which have rankled Wall Street.

Vice President Kamala Harris pledged to eliminate taxes on tips in the service and hospitality sectors if she wins the presidency, echoing the same proposal former President Donald Trump announced months earlier. The proposal came a day after the Culinary Workers Union, a major labor group in Nevada, endorsed Harris. Trump quickly took to social media to claim credit for the proposal, which he put forward in June at his own Las Vegas rally. "[Harris] has no imagination, whatsoever, as shown by the fact that she played 'COPYCAT' with, NO TAXES ON TIPS!" Banning taxes on tips would require new legislation and congressional approval, which a Harris campaign official later acknowledged.

To the Editor:Re “Traffic Stops Fell in Pandemic, and Didn’t Return” (The Upshot, front page, Aug. 1):Thank you for highlighting the public health crisis that is the rise in traffic deaths across the United States. I advise children to wear a seatbelt, look both ways before crossing a road and wear a helmet when cycling. We need an evidence-based approach to this public health crisis. We need to invest in Vision Zero programs to fund structural changes, including speed cameras and physical barriers between cyclists and drivers. Cities need to invest in public transit systems.

But the new law has also provoked questions about how it will be applied, whether it can effectively protect women from sexual exploitation and whether it risks criminalizing break-ups. Audrey Dmello, director of Majlis Law, a women’s rights NGO in India, supports the new law. She argues “promise to marry” rape cases are under-reported and needed to be tackled through legislation. “Having such a law gives women validity as to what happened to them,” she told CNN. Potential concernsThe new law distinguishes “promise to marry” cases from rape – but some lawyers say the parameters are still vague.

School districts also cannot ask students about their immigration status if it may be used to deny them access to a free public education, according to U.S. Department of Education guidance. Former President Donald J. Trump keeps adding new tax cuts to his list of campaign promises, and their projected costs keep piling up. Independent analyses suggest Mr. Trump’s plans could add close to $4 trillion over the next decade to America’s already fast-growing national debt, even after factoring in additional revenues from new taxes he wants to impose on imports. It is impossible to make a similarly precise estimate for Vice President Kamala Harris, Mr. Trump’s Democratic opponent this fall. She has not laid out any tax or spending plans, or other economic policy proposals, with enough detail to estimate whether they would add to deficits or reduce them. But on Friday, after this article published online, Harris campaign officials said they would point to President Biden’s most recent budget proposal as an indicator of Ms. Harris’s future fiscal policy plans.
