WASHINGTON (AP) — President Joe Biden is hosting Angolan President João Manuel Gonçalves Lourenço in the Oval Office on Thursday as he seeks to reaffirm his commitment to Africa even as two wars consume much of his administration's foreign policy focus. The visit comes as Biden appears set to break his commitment to African leaders to visit the continent this year — though senior U.S. officials have made key trips to Africa throughout 2023. This is a fundamental shift in Angolan foreign policy,” lobbyist Robert Kapla wrote in April to Biden confidant Amos Hochstein, according to lobbyist disclosure records. It's part of a global infrastructure program championed by Biden that is meant as a counterweight to China's Belt and Road initiative. Much of Biden's recent foreign policy focus has been on Russia's war in Ukraine and the fighting between Israel and Hamas.

How the U.S. courted the Philippines to thwart China

What followed was two trips to the United States in less than a year for Marcos, and visits to the Philippines by high-ranking Biden administration officials. Marcos’ predecessor, the populist firebrand Rodrigo Duterte, was openly hostile to the United States and attempted to bring his country closer to communist China during his six-year term. For the United States, cementing alliances in the Asia-Pacific region is likewise crucial to keeping China in check. China’s Foreign Ministry, in a statement to Reuters, characterized China and the Philippines as “close neighbors across the sea” with a common interest in friendship. At the time, he said the cancellation of his visa was the latest in a list of “gripes and disrespect” by the United States.

MARRAKECH, Morocco (AP) — International movie stars arrive in Morocco on Friday to kick off one of the Arab world's largest film festivals amid a shadow cast by Israel’s latest war with Hamas and protests that have swept the region for almost two months. The Marrakech International Film Festival, along with Saudi Arabia’s Red Sea Film Festival that is scheduled to open next week, are taking place despite war in Gaza. That’s in contrast to the Cairo International Film Festival and Tunisia’s Carthage Film Festival, both of which were canceled due to the war. Scorsese will preside over the festival's Atlas Workshops — an initiative designed to screen films or films in progress by emerging Arab and Moroccan filmmakers. The festival is scheduled to run through Dec. 2.

According to Reuters, Barabash said Russia was unleashing up to 18 air attacks per day, sometimes more. To the Editor:Re “The Question of Anti-Zionism and Antisemitism,” by Charles M. Blow (column, Nov. 16):The International Holocaust Remembrance Alliance’s working definition of antisemitism, adopted by dozens of countries around the world, indeed does define anti-Zionism as antisemitism. To debate Zionism is precisely the problem facing the Jews today and most especially Israelis who live in an absurd world in which the nature of their birthright is called into question, as every single Israeli is born of Zionism. How ironic that in this day and age in the United States, where every minority is protected and words matter more than ever, it is somehow acceptable to define oneself as anti-Zionist, even if Jewish. It is offensive, absurd and deeply antisemitic. As an American Israeli, I cannot stress enough how toxic this concept is to Israelis and how it does nothing to help the cause of peace today.

Russian President Vladimir Putin's comments on Wednesday — in which he blamed Ukraine for the lack of peace talks and claimed Russia was ready for discussions to resume — were designed to pile pressure on the West to push Ukraine back to the negotiating table, analysts said. They noted that Putin and other Russian officials have routinely claimed the Kremlin is ready to negotiate to end the war while signaling that the Kremlin maintains its key objectives, including territorial claims and regime change in Ukraine. In other news, Finland is to close all but the most northern border crossing point with Russia in an effort to halt asylum seekers traveling to the country. It claims Russia is encouraging migrants to travel to the border. Moscow denies the allegation.

Seoul, South Korea CNN —North Korea said Thursday it will deploy new military hardware along the military demarcation line that separates it from the South after Seoul partially pulled back from a 2018 agreement designed to ease tensions along the border, state-run media reported. In response to the North Korean buildup, the US and South Korea – along with Japan – have stepped-up their military cooperation via exercises and deployments that Pyongyang sees as a threat. Earlier this week North Korea denounced the US for its potential sales of advanced missiles to Japan and military equipment to South Korea, calling it “a dangerous act” in a report from KCNA. North Korea said it was “obvious” who the offensive military equipment would be aimed at and used against. Pyongyang also said that South Korea will be held “wholly accountable” for clashes that may break out between the two Koreas.

"The most important bad news is that we still speak different diplomatic languages and very often do not understand each other," Pashinyan said. Pashinyan said Armenia had also proposed swapping all Armenian prisoners for all Azerbaijani prisoners, TASS reported.

Most events have taken place under an Israeli or Palestinian flag, focusing on one people’s pain, struggle or victimhood. In dozens of talks up and down the East Coast, the two activists have described a desperate need for new Israeli and Palestinian leadership, including leaders willing to work together. Libby Lenkinski, a vice president at the New Israel Fund, an organization that funds and supports Israeli and Palestinian human rights groups, has had a front-row seat as a moderator. “This isn’t, ‘Kumbaya, let’s all hold hands and love each other,’” Ms. Lenkinski said. Our futures are intertwined and the only way that we can keep ourselves alive is by keeping each other alive.’”

[1/3] Liberia's opposition Unity Party Joseph Boakai waves to his supporters as holds his final campaign rally for the presidential elections in Monrovia, Liberia October 7, 2023. The result marks a stark turnaround from 2017, when global soccer legend Weah, buoyed by a wave of hope, trounced Boakai with 62 percent of the vote. "A few moments ago, I spoke with president elect Joseph Boakai to congratulate him on his victory," Weah said on national radio. Instead, Boakai supporters in the capital Monrovia danced, shouted and honked car horns in the rain after the near-final results were announced. Many felt that Weah did not follow through on promises to alleviate poverty and improve the country's crumbling infrastructure.

Xi received a standing ovation as he entered the room, and two more before and after he took the stage to speak. "Whatever stage of development it may reach, China will never pursue hegemony or expansion, and will never impose its will on others. China does not seek spheres of influence, and will not fight a cold war or a hot war with anyone," Xi said. China and the U.S. reached an agreement to curb fentanyl production in earlier talks between Xi and Biden. Analysts have said Xi's speech alone is unlikely to dramatically alter U.S. business sentiment about China.
