UNITED NATIONS (Reuters) - Nigerian President Bola Tinubu urged the United Nations to become more proactive in addressing his African nation's poverty and security issues and helping to fight illicit resource extraction, his spokesman said on Thursday. Tinubu raised the issues when he met U.N. Secretary-General Antonio Guterres on Wednesday on the sidelines of the U.N. General Assembly in New York, his spokesman Ajuri Ngelale said in a statement. The Nigerian leader said malign actors who engage in illicit activities, including resource and weapons smuggling, exploit Africa's vast mineral wealth and undermine its stability. "We now recognize the need to reform the institution to represent the world as it is today," Guterres was quoted as saying. Kenya's President William Samoei Ruto addresses the 78th Session of the U.N. General Assembly in New York City, U.S., September 21, 2023. The council could vote as soon as next week, diplomats said, on a U.S.-drafted resolution supporting a multinational police deployment. Haiti last year asked for help to combat violent gangs that have largely overrun the capital Port-au-Prince. "As we mobilize to show up for Ukraine, and countries that have experienced the devastating impact of climate shocks including Libya, Morocco and Hawaii, we must not leave Haiti behind," Ruto said. U.N. peacekeepers were deployed to Haiti in 2004 after a rebellion led to the ouster and exile of then-President Jean-Bertrand Aristide.

The summit will feature speeches from leaders who are responding to his call to "accelerate" global climate action, including Brazil, Canada, the European Union, Pakistan, South Africa and Tuvalu. Guterres said one of the aims was to spur action from countries and companies whose climate plans were not in line with the global climate target. U.S. Special Envoy on Climate Change John Kerry will attend the summit but will not deliver a speech, a spokesperson said. Secretary-General António Guterres remarks on Russian termination of the Black Sea Initiative to deliver grain and fertilizers to the world market during a Security Council stakeout at the United Nations Headquarters. So said António Guterres, the secretary-general of the United Nations, in his opening remarks to the Climate Ambition Summit at the United Nations Headquarters in New York on Wednesday. Burning fossil fuels release greenhouse gasses into the atmosphere, which is a key driver in climate change. "We must make up time lost to foot-dragging, arm-twisting and the naked greed of entrenched interests raking in billions from fossil fuels," Guterres said. We can still build a world of clear air, green jobs and affordable clean power for all."

[1/2] Former mayor of New York Michael Bloomberg speaks during a meeting with Earthshot prize winners and finalists at the Glasgow Science Center during the UN Climate Change Conference (COP26) in Glasgow, Scotland, Britain, November 2, 2021. The $500 million infusion into his decade-long Beyond Carbon initiative aims to "finish the job on coal" by working with state and local organizations to force the closure of the roughly 150 coal plants that have not yet retired, slash current gas generation in half and block the construction of new gas-fired plants. Bloomberg already has spent over $500 million to support the Sierra Club's Beyond Coal campaign, which originally aimed to retire 30% of the U.S. coal fleet by 2020. The money would support litigation brought against utilities and power companies by grassroots groups, state and local policy advocacy and financing to assist local communities with coal plant closures, Bloomberg Philanthropies said. The president’s speech was also a reminder that time is not on the side of the civilized world. “We all need to do more,” Biden said of the SDGs due to be met by 2030 but which are seriously off track. We have to stand up to this naked aggression today and deter other would-be aggressors tomorrow,” Biden said. As the president was speaking, Ukraine’s President Volodymyr Zelensky could be seen listening intently and applauded at the pledge of support. "The move from fossil fuels to renewables is happening – but we are decades behind," Guterres said at the start of the one-day summit. "We must make up time lost to foot-dragging, arm-twisting and the naked greed of entrenched interests raking in billions from fossil fuels." Those not invited to speak were the world's two top polluters - the United States and China – though U.S. Special Envoy on Climate Change John Kerry was in the audience. "This climate crisis is a fossil fuel crisis," he said, drawing applause from the heads of state and others in the room. CNN —United Nations Secretary General António Guterres issued a stark warning as he gathered world leaders for a high-level summit on the climate crisis: “Humanity has opened the gates to hell.”“Horrendous heat is having horrendous effects. Sweltering temperatures spawning disease,” he said in a speech to open the Climate Ambition Summit, happening alongside the UN General Assembly in New York. The aim of the summit is to increase ambitions on climate action, Guterres said. Selwin Hart, a special adviser to the UN Secretary-General on climate action and just transition, said there has been “massive backsliding” on commitments. “We must make up time lost to foot-dragging, arm-twisting and the naked greed of entrenched interests raking in billions from fossil fuels.”

Authorities try to contain anger in aftermath of Libya floods

A week after a flood wiped out much of the centre of the city, furious Derna residents demonstrated on the streets and torched the home of the mayor overnight. They accuse the authorities of failing to maintain the dams that protected the city, and failing to evacuate residents before the storm. "Haftar's forces are under pressure to show they have control of the situation, and that they can handle the fallout. A spokesperson for the state-owned Libyan Telecommunications Holding Company, Mohamed Albdairi, told Libya Alahrar television that the communications had gone down in the area because some fiber optic cables had been severed. “People are looking to their leaders for a way out of this mess,” Secretary-General Antonio Guterres said ahead of the annual gathering of presidents and premiers, ministers and monarchs at the General Assembly. “Yet in the face of all this and more,” Guterres said, “geopolitical divisions are undermining our capacity to respond.”This year’s week-long session, the first full-on meeting of world leaders since the COVID-19 pandemic disrupted travel, has 145 leaders scheduled to speak. The G77, the major U.N. group of developing countries that now has 134 members including China, lobbied hard to make this year’s global gathering focus on the 17 U.N. goals adopted by world leaders in 2015. At a two-day summit to kick-start action to achieve the goals, Guterres pointed to grim findings in a U.N. report in July. At the summit, leaders were then supposed to make pledges to meet the SDGs.

The report stressed, however, that the difficulty in making a legal claim to compensation "cannot be the basis for nullifying the existence of underlying legal obligations". The notion of paying reparations or making other amends for slavery has a long history but the movement has recently gained momentum worldwide amid growing demands from African and Caribbean countries. The EU said in July that Europe's slave-trading past inflicted "untold suffering" on millions of people and hinted at the need for reparations for what it described as a "crime against humanity". The report concluded that states should consider a "plurality of measures" to address the legacies of enslavement and colonialism, including pursuing justice and reparations, and contributing to reconciliation. U.S. President Joe Biden steps from Air Force One upon his arrival in New York, U.S. September 17, 2023. Biden, a Democrat, has made rallying U.S. allies to support Ukraine a leading component of U.S. foreign policy, arguing the world must send a clear signal to Russian President Vladimir Putin that he will not be able to outlast the West. But Biden has faced criticism from some Republicans who want the United States to spend less money there. Ukrainian President Volodymyr Zelenskiy is expected to visit Biden at the White House on Thursday and meet with some congressional leaders as well. After his speech, Biden will sit down with UN Secretary General Antonio Guterres to discuss world hotspots.

NEW YORK (AP) — More than 30 Atlantic countries on four continents committed Monday to bolster coordination on economic development, environmental protection, maritime issues and more, the White House said. The adoption of the Declaration on Atlantic Cooperation was completed Monday evening at a meeting hosted by U.S. Secretary of State Antony Blinken ahead of the start of the annual U.N. General Assembly meeting. The White House pitched the forum as a way to improve cooperation between northern and southern Atlantic countries on key issues and come to agreement on a set of principles for the Atlantic region. The activists are pushing world leaders to act with greater haste to curb climate change. Many of the leaders of countries that cause the most heat-trapping carbon pollution will not be in attendance for this year's General Assembly.

The second senior EU official confirmed that. A third source, also an EU official, said the Commission was "cooperating actively with WFP to resolve systemic defects" but said no aid was suspended at this stage. Last year, it contributed more than half of the $2.2 billion of funding that went to the humanitarian response there. The U.N. report did not attempt to quantify the amount of aid that was diverted but said its findings "suggest that post-delivery aid diversion in Somalia is widespread and systemic". In all, investigators collected data from 55 IDP sites in Somalia and found aid diversion in all of them, the report said.

WASHINGTON, Sept 18 (Reuters) - With the world on track to break the record for the hottest year in history, world leaders, business leaders, celebrities and activists have converged on midtown Manhattan for Climate Week and the U.N.'s Climate Action Summit, again focusing the world's attention on the climate crisis. As of Monday, the U.N. had not announced which world leaders or officials would get one of the coveted speaking slots at the climate summit. "It is disheartening to witness the lack of ambition on what truly ails us – emissions from fossil fuels," the small islands alliance said in a statement. "We implore the international community to use the platforms of the UNGA and New York Climate Week to signal unequivocal support for Small Island Developing States," it said, using the acronym for the U.N. General Assembly. Meanwhile, at several hotel ballrooms and other venues across Manhattan, around 2,600 people have registered for in-person attendance at Climate Week events featuring over 200 speakers from the private sector, governments and nongovernmentalion (NGOs.

For developing countries, the top priority is the U.N.’s two-day summit starting Monday aimed at generating action by world leaders to achieve 17 wide-ranging and badly lagging global goals by 2030. With the four leaders sending lower-ranking ministers, Ukraine President Volodymyr Zelenskyy is certain to grab even more attention, with the war in its 19th month and no end in sight. Guterres, who says the Ukraine war has aggravated divisions, said the current shift to a fragmented “multipolar world” isn’t going to solve the planet's myriad issues. Switzerland’s U.N. ambassador, Pascale Baeriswyl, said the summit on the 17 U.N. goals is the most important event this week apart from one-on-one meetings between world leaders. Gowan said Zelensky’s visit to New York is an opportunity for him to engage leaders from the global South and others he hasn’t met.

The heat is about to be turned up on fossil fuels, the United States and President Joe Biden. It features a special U.N. summit and a week of protests and talk-heavy events involving leaders from business, health, politics and the arts. Guterres has repeatedly aimed his criticism at fossil fuels, calling them “incompatible with human survival.” He and scientific reports out of the United Nations have emphasized that the only way to curb warming and meet international goals is to “phase out” fossil fuels. “We know the use of fossil fuels is the main cause of the climate crisis, coal, oil and gas,” Hart said Friday. “We need to accelerate the global transition away from fossil fuels.

Organizers of the protests expect global turnout over the weekend to total more than a million people. "This is directed at world leaders," said Mitzi Jonelle Tan, a climate activist with youth movement Fridays for Future in Manila, the Philippines. We need a just transition, and we need to phase out the fossil fuels causing the destruction of our environment," she told Reuters. The burning of fossil fuels is the main cause of climate change, but countries have never agreed in U.N. climate talks to phase out fossil fuels - though they have committed to phase down use of coal power. HAVANA, Sept 15 (Reuters) - United Nations Secretary-General Antonio Guterres on Friday praised efforts to support the Global South in the international arena as he opened a summit of the G77 group of developing nations and China with host Cuba. The focus is the scientific and technological divide between rich and poor countries and its impact on development. Guterres said greater international equality was essential to building the consensus needed to tackle climate change and inequality. "The world is failing developing nations" he said, expressing the hope that the meeting would strengthen participants' clout on a wide range of issues. While more than 90 delegations are participating in the summit, which ends on Saturday, only a few dozen are led by heads of state.
